Situation Report - Bihar Floods
SITUATION REPORT - BIHAR FLOODS NAME OF THE DISASTER: FLOODS DATE: 15.07.04 at 7:30 PM Rain in the upper catchment areas of Nepal has resulted in the rise of the water levels of all the major rivers of Bihar and so far 16 districts (out of a total of 38 districts) have been affected by the flood waters. 11.128 million people are affected by the unprecedented floods in Darbhanga, Madhubhani, Sitamarhi, Sheohar and East Champaran Districts. Situation is grim with continuous rains over the northern portion of the state and is likely to get critical with rain/thundershowers forecasted over Bihar by the Indian Meteorological department. As per the Central Water Commission report, river Kamala Balan, Budhi Gandak, Bagmati, Kosi, Mahananda and Adhwara group of rivers are flowing above the danger level. The districts so far affected are Supaul, Darbhanga, Bhagalpur, W.Champaran, Muzaffarpur, Sitamarhi, Khagaria , Sheohar, Madhubani, Araria, Saharsa , E. Champaran, Katihar, Kishanganj & Samastipur. The worst affected districts are Darbhanga, Sheohar, Madhubani and Sitamarhi. Sitamarhi, Darbhanga & Sheoher districts are cut off from the state head quarter.In many districts Rail & Road communications are also cut off. SHRI KAUSHALENDRA KUMAR: Will the Minister of RAILWAYS be pleased to state: (a) whether tenders for two Foot Over Bridges (FOBs) in Patna City and Rajendra Nagar and six FOBs in Gulzarbagh, Danapur and Neura under Danapur zone were issued in 2016 itself; (b) if so, the time by which work on these FOBs is likely to be started; (c) whether these FOBs have been sanctioned keeping in view the inconvenience being faced by the people while moving across the railway line; and (d) if so, the details thereof and the reasons for delay? ANSWER MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAJEN GOHAIN) (a) Yes, Madam. Tenders for 06 Foot Over Bridges (FOBs) (1) Patna City - Bakhtiyarpur, (2) Rajendra Nagar - Gulzarbagh (3) Patna Jn.- Rajendra Nagar, (4) Patna Jn. Sachivalaya (5) Danapur – Neaora and (6) Neaora - Bihta were issued in the year 2016. (b) Work has already started and FOBs at Didarganj (Patna City - Bakhtiyarpur), Rajendra Nagar (Rajendra Nagar – Gulzarbagh) and Rajendra Nagar (Patna Jn.- Rajendra Nagar) have already been completed and commissioned. Work for construction of FOB at R-Block (Patna Jn.- Sachivalaya) is in progress. Work for construction of FOBs at Danapur - Neaora and Neaora – Bihta is yet to be started. (c) These FOBs have been sanctioned keeping in view the inconvenience being faced by the people while moving across the Railway line. From April, 2018 FOBs are included in minimum essential amenities for all category of stations on broad gauge. -

Ministry of Health and Family Welfare National Family Health Survey - 4 2015 -16 District Fact Sheet Munger Bihar International Institute for Population Sciences (Deemed University) Mumbai 1 Introduction The National Family Health Survey 2015-16 (NFHS-4), the fourth in the NFHS series, provides information on population, health and nutrition for India and each State / Union territory. NFHS-4, for the first time, provides district-level estimates for many important indicators. The contents of previous rounds of NFHS are generally retained and additional components are added from one round to another. In this round, information on malaria prevention, migration in the context of HIV, abortion, violence during pregnancy etc. have been added. The scope of clinical, anthropometric, and biochemical testing (CAB) or Biomarker component has been expanded to include measurement of blood pressure and blood glucose levels. NFHS-4 sample has been designed to provide district and higher level estimates of various indicators covered in the survey. However, estimates of indicators of sexual behaviour, husband’s background and woman’s work, HIV/AIDS knowledge, attitudes and behaviour, and, domestic violence will be available at State and national level only. As in the earlier rounds, the Ministry of Health and Family Welfare, Government of India designated International Institute for Population Sciences, Mumbai as the nodal agency to conduct NFHS-4. The main objective of each successive round of the NFHS has been to provide essential data on health and family welfare and emerging issues in this area. NFHS-4 data will be useful in setting benchmarks and examining the progress in health sector the country has made over time. -

Although rural electrification continues under the Rajiv Gandhi Rural Electrification Programme that began in 2005 and the government celebrates its accomplishment of electrifying one lakh (100,000) villages, there are serious challenges ahead. This paper, based on our survey in rural Bihar, reveals that the progress of rural electrification may not be as advanced as government statistics indicate. Many villages became de-electrified in the past when inadequate government-provided transformers failed due to insufficient capacity. Some villages were fortunate and have been re-electrified, but many have been left un-electrified; simply waiting for the government 1 to help has proved to be an ineffective solution. This paper also reports on the issue of illegal connections. Power theft has become rampant in rural areas. As rural electrification progresses, access to electricity is easier than before. Governance is weak in rural areas, so there is virtually no checking and monitoring system for electricity use. These factors motivate some villagers to access electricity illegally. The government’s program to provide electricity to all the villages and all the households in rural areas should not be slowed, but side effects such as illegal connections should be taken more seriously. -
