Kings Point 5 Alliance of Delray News

Half of the Penny Tax at Work for School Infrastructure Half of the penny sales tax which has been in effect for more than a year in Palm Beach County goes to school infrastructure. Receipts through December 2018 amounted to $247,354,381 versus a projected $218,205,065. This represents 113.36 % of projection for this timeframe and 18.38% of total projected receipts for the ten- year sales tax. If the goal for collected monies is met before the ten-year period ends, the collection of the tax would end, however, economic downturns are considered so the collection and spending process is expected to continue for the decade. Through November 2018, sales tax expenditures were $74,269,297 and there are some open purchase orders in interest earnings. The Independent Sales Surtax Oversight Committee (ISSOC) meets about every three months during the year to review the progress of construction and facility renewal. During ISSOC meetings, proposed schedule changes and temporary funding are discussed for projects on the referendum list. ISSOC then transmits it’s recommendations to the School Board of Palm Beach County which then considers the items at a public meeting. Classroom technology projects are budgeted at $100,080,000 over Palm Beach County’s ten-year sales tax. Interactive flat panels, also known as “smart boards” were introduced on August 27, 2018 into certain classrooms. Ultimately 11,000 of the units are to be placed in schools within 2 1/2 years. There is a “Technology Trailblazer Program” which identifies lead teachers in schools and trains them on the use of the hardware and software in preparation to use the technology in the classroom and teach students skills such as teleconferencing. There is a budgeted maintenance program which allows for replacement and updates in technology within the units. Palm Beach County employs more than 1400 Google certified teachers. It is expected that there will be about 14 middle and high school “Trailblazer Classrooms” in each of 59 schools. Facility renewal projects for 2019 are underway at 22 schools including twelve new schools and the continuation of ten schools from 2018. Work is done during summer and spring break to not interfere with daily activity.

Letter received from Leon Keoshguerian of Saxony J questioning why his Kings Point ID was confiscated and why the Saxony Clicker is no longer working. Lisa Manzione replied that the ID was confiscated because of the fact it was not revalidated. The Saxony Gate access was upgraded to a RFID tag, which is non-transferrable and more secure. 3. Letter received from Susanne Sandler of Saxony J voicing concern over why the user passes cannot be released. Lisa Manzione replied that the identification cards cannot be reissued to a new renter until the original lease has expired. 4. Letter sent to Harriet Glass of Flanders J regarding a fraudulent ID card that was confiscated resulting in the suspension of her recreation area privileges being suspended for 30 days. 5. Letter sent to Sylvia Caravetta confirming receipt of her Kings Point Identification card that was suspended for 60 days. The card will be available for pickup on January 21, 2019. 6. Letter sent to Vera Zontac of Capri B regarding her being asked to leave the Flanders Pool area with her “non’certified” dog.

16 News & Revues Viewpoint Hello Everyone! As Spring rolls around in South Florida, I am sure many of you are happy to see the Main Clubhouse Pool renovations completed or nearing completion as this article goes to press. For those of you that are asking…“Why was the Main Clubhouse pool closed during The Winter months?” Here is why that decision was made. The Board of Directors made this decision for several reasons – there was a main gas line break on the Main Pool Deck that needed to be repaired immediately. This repair required the removal of a large portion of the main deck, which allowed the opportunity to complete the long overdue drainage project, paver project, Guest Pool refinishing, coping refinished at both pools and new fencing to be completed. (As many of you had noted, there were several cracks in the Main Pool Deck, and replacement had been scheduled.) The Indoor Pool had severe rusting from rebar nearing the surface, resulting in repair and replacement that needed immediate attention, which required permitting. The permitting process in Palm Beach County takes approximately 4-6 weeks. All supplies were ordered, so the repairs were able to begin as soon as the permits were in hand. We are working as diligently as possible to reopen the indoor pool for everyone’s enjoyment! So…with all of the above, although important, this still begs the question “WHY” now? The most important reason is that the entire Flanders Pool and Clubhouse will closed in April, 2019 for a complete renovation for approximately 7-9 months. The community could not have the Flanders Clubhouse/Pool AND the Main Clubhouse Pools closed at the same time. Not to mention, the gas line repair was extremely concerning and had to be addressed immediately. Please keep in mind the Board of Directors are residents as well. This was a very difficult decision, but it is their fiduciary responsibility to maintain the recreation area, which includes making tough decisions, such as the one above. Now that the Main Pool is open, we certainly hope everyone is enjoying the new pavers, improved landscaping, freshly painted bathhouse, improved coping and agree the closure was well worth the wait! As a reminder, we invite all residents to attend the Financial Review Meetings which are held the last Wednesday of each month at 9:30 in the Administration Building. The Financial Review Committee will begin reviewing and finalizing the 2020 budget before sending the budget on to the Board of Directors for final approval in the coming weeks. If you would like to hear what is being planned for 2020, please attend the meetings! The 2019/2020 Playbill will be available in late March! Please watch for updates on our website…www.KingsPointDelray.com, Channel 63, eBlasts, etc., regarding the exact date for ticket purchase. We have some fabulous shows heading our way! In closing, the monthly Vesta meeting, is held the third Tuesday of each month. If you have any questions regarding the management of the recreation area, this is a perfect place and time to ask those questions. The meeting alternates between the Flanders Clubhouse and the Monaco Clubhouse. Please refer to Channel 63, The News & Revues or the website, www.KingsPointDelray.com for the exact meeting location each month, Hope to see you at one of the many meetings! Lisa Manzione Vice President/Vesta Property Services, Inc. Kings Point Recreation Area
