2020.03.10 Publicnotice Election Registration NOTICE OF REGISTRATION FOR THE ELECTION TO BE HELD ON TUESDAY, MARCH 10, 2020 WARREN, MI TO THE QUALIFIED ELECTORS OF WARREN: PLEASE TAKE NOTICE that any qualified elector of Warren who is not already registered, may register to vote at the office of the Warren City Clerk; the office of the Macomb County Clerk; a Secretary of State branch office, or other designated state agency. Registration forms can be obtained at mi.gov/vote and mailed to the Warren City Clerk. Voters who are already registered may update their registration at www.expressSOS.com The last day to register in any other manner other than in-person with the local clerk is Monday, February 24, 2020. After this date, anyone who qualifies as an elector may register to vote in person with proof of residency (MCL 168.492) at the Warren Clerk’s office, located at 1 City Square, Suite 205, Warren, MI 48093 at the following times: Regular business hours: Monday through Friday from 8:30 a.m. to 5:00 p.m. Saturday, March 7th from 8:30 a.m. to 4:30 p.m. Election Day, Tuesday, March 10th from 7:00 a.m. to 8:00 p.m. PLEASE TAKE NOTICE that the purpose of the election is to vote on candidates for the following offices: PRESIDENTIAL PREFERENCE ELECTION PRESIDENT OF THE UNITED STATES REPUBLICAN PARTY DEMOCRATIC PARTY Please be further notified there are two (2) proposals qualified to appear on the March 10, 2020 Presidential Preference Election ballot as follows: Renewal of Macomb County Art Institute Authority Millage In 2012 the electors of Macomb County approved a 10-year millage to provide County residents with services from the Detroit Institute of Arts (DIA) through the Macomb County Art Institute Authority. As a result of the millage, the DIA provides Macomb County residents with free K-12 school field trips including free transportation, free senior group programming with free transportation, and unlimited free general admission. To ensure transparency, the DIA submits to an annual independent audit and posts financial reports online. To continue to provide revenue to the DIA, which will allow these DIA services for the residents of the County to continue, the Art Institute Authority is permitted by law to seek a renewal of the millage at a rate of no more than the current 0.2 mill (20 cents per $1,000 taxable value) on all real and personal property in the County. Revenue from this millage will be disbursed to the Art Institute Authority and then transferred to the DIA as permitted by and for the purposes set forth in Public Act 296 of 2010. It is estimated that if approved and levied, this millage renewal would generate approximately $ 5.8 million in 2022. Do you approve the renewal of the 0.2 mill on all taxable property located within the County for a period of 10 years from 2022 through 2031? Macomb Intermediate School District Regional Enhancement Millage Proposal Pursuant to state law, revenue raised by the proposed enhancement millage will be collected by the Macomb Intermediate School District and distributed in accordance with State law to local public school districts and eligible public school academies within the boundaries of the Macomb Intermediate School District and the Macomb Intermediate School District based on pupil membership count. Shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Macomb Intermediate School District, State of Michigan, be increased by 1.90 mills ($1.90 on each $1,000 of taxable valuation) for a period of ten (10) years, 2020 to 2029, inclusive, as new additional millage to provide funds to enhance other state and local funding for intermediate school district, school district or eligible public school academy operating purposes? This millage would raise an estimated $55 million ($55,000,000) if approved and first levied in 2020.     High School Registration Summary Participating in the Michigan e-Transcript Initiative will help ensure that schools may retain their federal stimulus dollars under the America Recovery and Reinvestment Act of 2009. During e-Transcript registration, a school staff member selected one of four phases to complete the installation, testing and training steps. The phases are depicted below: Installation Phases Phase Start End 1 December 1, 2009 February 28, 2010 2 March 1, 2010 May 31, 2010 3 June 1, 2010 August 31, 2010 4 September 1, 2010 November 30, 2010 When viewing this registration summary, you will notice that schools fall into one of nine statuses: Status Definition Installing The school received the installation instructions, is currently installing the software and sending test transcripts. Troubleshooting Docufide and/or the school are working on an issue regarding the student information system. Non-compliant The school sent the test transcripts, but is missing the student Unique Identification Code, building code and/or district code, labeled (format) as UIC, BCODE and DCODE, respectively. The school has been notified of these missing fields and Docufide is awaiting new test files to be sent. Non-compliant The school has not completed registration by the December 31, 2009 deadline or has not become "live" with the service in the selected phase. Pending training The school has completed the software installation and the transcripts contain the three required fields. The staff members at the school who will process transcripts still need to attend the online training. Unresponsive The school has received the installation instructions, but did not install the software and/or send test transcripts.
