Presidents Report

I am proud to report the 2017-2018 season for Garie Surf Lifesaving Club continued in its 80 year tradition of “No Lives Lost” at our beach during patrols. This outstanding result is only made possible by the hard work of our patrolling membership who have dedicated many hours and commitment of their time to patrol at Garie Beach during the season. I thank you all for your continued efforts.

Again this season, in order to support our patrol obligations, we welcomed the assistance of voluntary patrol members from Cronulla, Maroubra, Coogee, South Maroubra and Narrabeen and thank these surf clubs for their support.

We also had assistance from David Kowald, Education Manager SLS who came to our aid managing the training of our Bronze squad and Elissa Hancock, Director of Administration SLS who produced the promotional flyer for the Garie Fun Day.

I also thank our local Federal member for Hughes, Craig Kelly MP, who launched our new IRB in November and supported our club in distributing 35,000 flyers throughout the to promote the Garie Fun Day which was held in February. We were also joined on the day by our SES and RFS partners.

We were fortunate in having the support of our club and association sponsors and donors. This support makes it possible for the club to provide our service on the beach. A full list of all our sponsors and donors are included in this report. I thanks them for their valued assistance.

Our committee began the season faced with significant challenges as active membership numbers continued to decline and this meant patrol hours would be very high and unsustainable for our existing membership to fulfil the patrol obligations. I thank them for their tremendous commitment and hours put into the club behind the scenes, working together and doing their best in the challenging circumstances we faced.

Thank you to our Club Captain Greg Betts who ensured the beach patrols were fulfilled throughout the season, Secretary Pat Dillon in attending and recording the numerous meetings we had within the Club and external agencies, Treasurer Sandra Leon who brought the clubs finances into order and also managed the administration of the JAC. The success of the Nippers was also made possible through the dedicated work of Belinda Eshman and the JAC team. Belinda was also awarded Administrator of the Year at the Sydney Branch Awards of Excellence.

Many Club improvements, updates and initiatives were undertaken during the season including,

 A new IRB and motor were purchased with the Australian Government’s Beach Safety Equipment Fund.

 A new First Aid and Resuscitation Kit was supplied by a SLSNSW Life Saving Equipment Grant.

 New training rescue boards were purchased.

 New nipper boards were purchased through the donation by club members Tony Graham and Paul Cootes.

 New patrol uniforms were provided for all patrolling members with the assistance of Surf Life Saving NSW.

 A new website was created by Angus Dillon to give a fresh look to our online profile.

 New apparel for both the junior and senior club was designed and purchased.

Also a significant effort was made to seek the assistance from all levels of the Surf Life Saving Organisation as well as Federal, State and Local Government to secure the future of the Club.

 A meeting with SLSS and SLSNSW was held prior to the start of the season to request support in reducing our members patrolling hours and assist in providing resources for training and marketing.

 Local Member Lee Evans MP was approached and requested to facilitate and manage negotiations with The Royal National Park on the Clubhouse maintenance and use agreement.

 Numerous meetings were held with RNP management on issues such as beach access, clubhouse maintenance and ongoing occupancy of the clubhouse.

 Sutherland Shire Mayor Carmelo Pesce was contacted and met with to discuss raising the Club’s profile within the locality of the Sutherland Shire.

 Steve Pearce, CEO SLSNSW, was invited to join a patrol at Garie in December and spoke directly to our members to learn first hand the difficulties and issues we are experiencing.

Despite the Club improvements, updates and initiatives that were undertaken during the season our active membership has continued to decline. A Viability Report was compiled to explain and detail the complex issues facing Garie SLSC into the future. The report was tabled and endorsed by the committee in May and subsequently in June the committee moved the motion calling for the voluntary cancellation of registration and dissolution of Garie SLSC Inc, to be put before the membership at this 76th AGM.

Captains Report

Now with the 2017/18 season behind us it’s time to reflect on the season that was. I will start by saying thank you to every member who spent time on the beach this season. Your efforts are very much appreciated and I am again proud to say we have not had a life lost on this beach while being patrolled.

I don’t know if it was just me but the season felt longer than usual. The first half of the season saw every patrol on duty every second weekend until some relief came in the form of visiting clubs. Again a big thank you to Cronulla, Maroubra, Coogee, South Maroubra and Narrabeen who helped us out.

Back to our Garie team, you guys are the epitome of volunteer Life Saving, again this season you patrolled 2430 man hours on this beach overseeing 13,347 members of the public. That’s not a bad effort from 32 active members.

325 People didn’t need to be rescued because you guys were on top of things and prevented them from swimming in hazardous areas.

Unfortunately 42 people didn’t realize that between the flags was the safest place to swim. If it wasn’t for the time you guys give to this beach who knows how many of those 42 people would not have gone home to their families.

You patched up and stopped the pain for 92 people and sent 3 of them off with the ambos.

We only had 1 occasion to use the new shark alarm, even though I know that Karl was itching all season to do so.

We had 1 child that the parents lost and we found.

A big thank you to my beach committee this year, our Patrol Captains and Vice Captains put in a lot of effort to making sure patrols ran smoothly. We had many new items introduced on patrol this season with new first aid and oxy viva kits, new rescue boards and a new IRB motor and hull. Our patrol trailer had an overhaul courtesy of Cootesy, Goody and Tez.

Again we saw a reduction in active membership this season which has now reached critical levels once again. We managed to get 2 training members through the Bronze exam with the aid of Dave Kowald. Dave is the current Surf Life Saving Sydney manager of training. Thank you to Dave for all of his time and efforts in running the training component for our club on top of his own commitments to Elouera and Sydney.

Our nippers program is booming due to being exceptionally lead by Belinda and Sandra. While the majority of nippers are a few years away from joining us on patrol, we have some very keen kids coming along.

Garie hosted the Australian Life Boat Emergency Response Training weekend, also known as ALBERT, which was attended by 65 IRB personnel from the far north coast to Sydney branch. This initiative continues to grow in strength and is a great up-skilling opportunity.

Thank you to the members who helped guide our Greek Lifeguard friends over the Christmas period. This was an experience I enjoyed and hopefully a future partnership is on the cards.

Just to finish off, I was reading the Sixty Fourth annual report from 2005/06 and the president Alf Taylor wrote: “Every few years I like to print our patrolling record since 1938 so that newcomers can see exactly why Garie SLSC is such an important organisation to our beach”

I have taken Alf’s figures from 30th April 2006 and added all the seasons since to give us a present day total. Garie Surf Club members have conducted.

Secretary Report

Ladies and Gentlemen, it is with pleasure that I present to you the 76th Annual Report and Financial Statements of Garie Surf Life Saving Club for the season of 2017-2018.

As always, our first thoughts should go to our wonderful patrolling members. Who have again worked hard under trying conditions, but still committed to the huge hours they were faced with this season. I hope you all realize that due to your efforts, there are people, whom we don’t even know, living their lives today because of your hard work this past season. If you actually stop for a minute and really think about the implications your actions have, they are immeasurable. You are responsible for people leaving this valley alive and going home to their families. Thank you all.

I cannot mention the patrols here, and forget to celebrate our club captain Greg Betts efforts this past season, Greg has again resolutely managed to cover the beach this summer. He monitors the equipment pre gear inspection. He weaves the visiting patrols into the rosters, then managed to complete 134.5 hours on patrol. After reading Greg’s report where he mentions that the season “felt longer than usual” that’s probably because he hardly left the place. Greg has indicated he is standing down as our club captain, and alas will be sorely missed, never the less, here is the place to thank him, and his family for his outstanding service in this position for the past 3 seasons.

I have had the greatest pleasure of working with a tight and cohesive committee this past season, who should all be proud of their efforts to keep the ship afloat. There were members in new positions eager to take on the challenges we were facing as a club, which is daunting, but everyone hunkered down, and began looking at issues that we faced together. Sandra Leon our Treasurer worked many hours to streamline the banking systems. Myself and President David Cross consulted with Angus Dillon, who designed and platformed a new website in record time. I also have to thank Angus for the many hours he put in with myself in the production of this report. Bel stepped into her role and commanded her position by bringing the junior club up to the high standards she and Sandra have set. Bel’s titanic efforts saw her recognised as Surf Life Saving Sydney branch Administrator of the year, and as of this writing she is currently a finalist in the state.

We have many positive things behind us as I look back over the past season. Firstly I would like to congratulate Annie Bretherton and Kevin Barry on their recent marriage.

Life Member Brad Taylor was awarded SLS Sydney Offshore Rescue Boat member of the year lots of hours, lots of lunches. Congratulations Brad.

We were also rather proud that not one, but two of our stand-out younger members were chosen to attend the Life Saving exchange program during the year, well done Jessika Hay and Declan Grohala, what you get to take away from these programs are invaluable to yourselves and the club into the future.

Declan was also awarded SLS Gold medallion. No mean feat. Great job Dec.

I would also like to take the time here to celebrate club member Peter Pearce on being awarded the right to proudly wear the letters OAM next to his name. Many years of service to Surf Life Saving have been duly recognised. Congratulations Pete.

This report would be lacking without covering the out of control bushfires that impacted club operations dramatically on 20th January. When some sick idiot was lighting up the RNP, they did not give a thought that we had all our nippers competing at Burning Palms. Statistically it’s not too easy getting them all there in the first place, imagine getting them out again under those uncertain conditions. This nasty turn of events did not phase our members on the ground at all, who calmly made sure all were led to safety. Bel, Sandra, Cootesy, Crossy, Quinny, Tony. Great work. By all accounts it was an action packed day, and no doubt a carnival the juniors will remember for a long time.

The club would also like to share its appreciation to “Wingman” for donating a significant amount of their fine product to us. It was not taken for granted. Couldn’t wipe the smile off Tony Graham’s face for months. And a significant amount of money was raised through the sale of their generous donation.

I would also wish to convey our thanks to Craig Kelly MP for the true interest he has shown in our club this past season. Craig and his “wingman” Frank, were present at our boat launching on Sunday 19th November, where Craig got a taste of crewing, and again on February 18th where they attended our Family Fun Day, which Craig’s office kindly supported by footing the bill for the 35000 flyers that went out as advertising. This kind of support is invaluable to us, and greatly appreciated.

We have had numerous meetings this past season with the Board of Management of Surf Life Saving Sydney, and have met with the CEO of the State Steven Pearce, and we thank these people for their continued interest and support in our club.

In the course of the season, it became evident that we are struggling for membership numbers, and if Surf life savers on the beach are our “stock in trade” we are in desperate times. As the situation became clearer a viability report was produced that paints quite a grim picture. At this point in time the future is unclear, but I am confident with support from higher levels, we can overcome the problems that arise in the running of this particular beach.

While your reading this, committee meetings are not all doom and gloom, sometimes during the season we have experienced lots of laughter. Yes, it can be fun, and rewarding. In the spirit of mateship I would urge you to consider your particular skills (everyone has some) put your hands up and lend those skills to the running of our club.

I cannot write this report without mentioning the gratitude I have for Rita Taylor’s sage advice during the year. Being in the position of secretary for the first time is a daunting task. I am a lucky person indeed to have a friend with such vast experience in the job. Thankyou Rita, despite what you try and tell me, you’ve still got it.

So in conclusion on behalf of Garie Surf Lifesaving Club, I would like to heartily thank all our valued supporters, and everyone who has assisted us throughout the season. I also wish to convey the clubs gratitude to the Surf Life Saving Associations and their supporters and sponsors for the valuable assistance given to our club and wish you every success in your endeavours in the coming season.

Nippers Report

We had 83 nippers register for this season.

We attended the Nipper Skills Clinic at Kurnell for the first time with our friends from Era and Burning Palms, which I think was an amazing opportunity for everyone and we hope to do that again next season. We would also like to thank Doug Hawkins and Sydney Branch for providing skilled trainers for the program. The kids all learnt so much from such amazing athletes, as did the volunteers and parents. Nothing but positive feedback about the day and everyone is looking forward to this again next season. It was a great opportunity for the National Parks Clubs to spend a day together, and it was a big winner from everyone at Garie SLSC. I would like to thank Kristen from Era SLSC for organising this event, the day ran perfectly.

We had our annual nipper sleep over at the club house, which was a raging success again with all the families, and I think is a winner for next season as well.

We had four nippers, Matilda Cootes, Ruby Griffiths, Ruby Austin and Zane Smith attend the Under 13’s and Under 11’s development camps at Deer Park this year with Sydney Branch, and we thank them for wanting to further develop their skills for future commitment’s to Surf Lifesaving.

Our friends from North Cronulla supported our nippers immensely over the season. We are very grateful to North Cronulla for allowing our nippers to jump on their training programs. My kids and I attended the board training for the season, and their skill improvement and confidence was very noticeable. Brook Fleming and his amazing crew were so dedicated and inspirational to the kids it was awesome. A big thanks to Donna Hargreaves for all her support again this season, it is greatly appreciated.

We had organised for a few clubs from Sydney Branch to visit us at Garie. Elouera, Tamarama and Clovelly were keen, but unfortunately on each occasion mother nature had other ideas. We hope to be able to make this happen next season. We joined North Cronulla for a day of nippers with them, and it was a fantastic day again, and a huge thanks to Donna and all the volunteers at North Cronulla for all their efforts with Garie.

We attended the 3 Way National Parks Nipper Carnival at Burning Palms. I would like to thank Wayne Vaughan and crew for organising a fantastic day! Hats off for organising this event, all with what is logistically a very difficult task, it went off without a hitch, and was highly successful in every aspect. Even a huge bushfire couldn’t put a dampener on the day. The kids from the three clubs are getting to know each other a lot more, and lots of solid friendships have been formed which is wonderful to see them all excited catching up together. Garie is looking forward to hosting the 3 Way RNP Nipper Carnival in 2019.

We had four parents qualify for their Bronze Medallion which was awesome. A big thanks to Matt Byrne, Tony Graf, Nat Spooner and Paul Phease. We would like to also thank all the others that started but were unable to complete this season, your efforts were also greatly appreciated.

I would like to thank all our Age Managers for another amazing season you are the ones week in week out getting it all done on the beach, our Head of Water Safety John Lackey and our Beach Manager Tony Graham for making sure the beach is set up and packed up each week and training all our new Age Managers.

A huge shout out to Sandra Leon our Nippers Secretary, Bar Manager, Catering and Treasurer for the Club. She had a huge workload this season, but powered thru every single task with great enthusiasm. The Juniors would have struggled to run at all without her super effort throughout the entire on and off season. It is an inspiration and privilege to work along side such an amazing person. So a big thank you Sandra, and we look forward to many, many more of your now famous chocolate brownies, freshly baked in the club house each weekend.

The biggest thanks of all goes to all the amazing nippers themselves. You have all had another fantastic season, you have achieved a lot over the course of the season, and every single one of you should be super proud of everything you have done. We love nothing more than watching the growth of you all over the season, watching you all pushing a little and sometimes a lot out of your comfort zones to develop your surf skills and education, perfecting your skills to be a future Lifesaver of Garie Surf Club.

Our Female Nipper of the year this year was Maeve Martin and our Male Nipper of the Year was Sam Austin. Nominees were assessed on the criteria of: Sportsmanship, Attendance, Participation, Team Work, Respect and Responsibility You both should be very proud of yourselves, as we are, of all you have contributed this year to the club and your fellow nippers.

We had a lot of fun along the way and our Garie family is stronger than ever.

We are looking forward to our season ahead and planning is already well under way.

BRONZE MEDALLION ANTHONY GRAF and MATTHEW BYRNE are both Nipper parents who obtained their bronze medallion this season through a training program run at Garie and Elouera beaches. Their gaining this award will add to the ranks of the Nipper water safety team.

SILVER MEDALLION BEACH MANAGEMENT MARK FORLAND achieved this award which was run over 3 sessions by Surf Lifesaving Sydney where the management of public safety on the beach is the main focus. Search and rescue management and a scenario based exam makes up this award. On obtaining this award Mark is now a qualified patrol captain.

SILVER MEDALLION AQUATIC RESCUE MARK FORLAND and DEAN STOREY both obtained this award this season which is an outstanding achievement. The award is based on search and rescue techniques including night searches and hazardous shoreline rescues.

GOLD MEDALLION DECLAN GROHALA gained his Gold medallion this season which is an exceptional achievement. Declan has since joined the ALS and has the pleasure of getting paid to patrol this beautiful beach of ours. While a handful of Garie members hold this qualification, he is only the second member to come through Garie nippers and onto this award. The person before him is Ben Porter who is Declan’s patrol captain and has been a great mentor.

SURF LIFESAVING SYDNEY AWARDS OF EXCELLENCE ADMINISTRATOR OF THE YEAR 2017-18 BELINDA ESHMAN was nominated by the president and secretary for her tireless efforts as Junior Activities Chairperson in building our Nipper program. Belinda’s off-season was busy preparing our nipper calendar and ensuring that planned activities went off without a hitch. Bel kept all nipper families up to date by maintaining the junior Facebook page, and continued efforts in making sure our nippers were qualified at the start of the season. By the end of the season Belinda’s management of our nipper program saw 78 junior Surf Education awards processed. Thanks Bel for another tireless season.

SURF LIFESAVING SYDNEY AWARDS OF EXCELLENCE OFFSHORE RESCUE BOAT MEMBER OF THE YEAR 2017-18 BRAD TAYLOR again put in a long season on the offshore boat clocking up 186.75 hours.

BILL TAPP AWARD TONY GRAHAM was there every time a call went out for patrol support. Tony as an active reserve patrolled 31 hours.

CLUBMAN OF THE YEAR JESSIKA HAY – Jessika has had a very busy season starting off with gear inspection which is always a joy. Jess is the vice-captain of Crooks patrol. Jess has shined this season by taking on a patrol leadership role, she took on the hassle of chasing up patrol members each and every patrol, and ensured that all awards were covered. Jess while being vice- captain also took on the role of IRB crew as the patrol crewman and driver were a no show for the season. Jess patrolled 100% of her rostered patrols and covered her fellow members patrols multiple times including Christmas day, clocking up 114.5 hours for the season. Jessika represented Garie at ALBERT where she excelled as one of the few female crews of the weekend. Jess was nominated for the NSW Surf Lifesaving exchange program. Jess was accepted into the program along with Declan Grohala and travelled to the far north coast for the Australia Day weekend to patrol the beaches of the rich and famous and run into the odd celebrity. Jessika has been very close to taking out this award for the past 3 years running. With all her patrol efforts and the professionalism and maturity she has shown representing Garie this season, the award is finally hers. Well done Jess.

PATROLMAN OF THE YEAR PAUL COOTES – Apart from being the patrol captain of Ford patrol, gear steward, bar manager, handy man and nipper age manager, Paul found time to complete all patrols assigned to him and then some. Cootesy was involved with the ALBERT weekend again this season, showing the states IRB elite how to race start like a demon and some “Garie guts” by continuing through the program with a busted hip.

SRC OF THE YEAR LUCAS COOTES – This is Lucas’s first full season as a patrolling SRC. On top of his 65 hours he managed to squeeze into the end of the 2016 season, this season he completed 102 hours of patrols and was a water safety regular every fortnight. Lucas is a fantastic role model, not only for our nippers, but for our Garie youth in general.

LIONEL FORD AWARD SANDRA LEON – Sandra’s efforts this season have been unbelievable, she is our Junior Activities Secretary which in itself is a major role processing all registrations and payments of nipper regos, swimwear and uniforms. Sandra is the other half of our Nipper Duo and is constantly writing programs and schedules for nippers. On top of this every nipper day Sandra can be found in the kitchen cooking treats and putting together a great menu and serving hungry hoards.

Sandra doesn’t just win this award for everything already mentioned, she is also our club treasurer, again a position that involves a lot of time. Sandra has ensured that we are compliant with all financial institutes and charity guidelines.

VALE – Phillip Edward Booker

I am very saddened to report that one of our most esteemed members has passed away. Phillip Edward Booker was born on 31st July 1938 and was lost to us on 11th March 2018.

Phil gained his Bronze Medallion at another surf club but joined Garie Surf Club in the season of 1982- 1983 as an Associate Member.

As he already was qualified as a Bronze holder, he naturally was commandeered into going on patrol whenever he was required. When his sons also became involved in surf lifesaving, Phil then became an Active Senior Member in the season of 1987-1988. When advancing years caught up with him, he was awarded the title of Long Service Member and no longer was required to patrol. However, he put in many hours being on surveillance duties whenever needed.

At the same time, Phil was an important member of the Fire Brigade Department and was always available for various community responsibilities where his participation was valued and well respected.

He was greatly appreciated by Garie Surf Club, particularly by the then President, Alf Taylor. Alf conscripted Phil into assisting him whenever he needed a helping hand which was always. Phil regularly attended the local Inn where Garie sold raffle tickets for Pub Meat trays. These raffles were the lifeblood of the club as they were the only source of regular income.

Without Phil’s reliable attendance, the raffles would have failed and without this income, the Garie Club would also have failed. Other members participated of course, but Phil could always be counted on to “turn up”.

As well as the regular raffle selling, he also was very keen and willing to assist whenever a hand was needed for Club Carnivals and particularly the Garie Dash Carnival which was held on Horderns Beach at Bundeena.

These carnivals helped to get the name of Garie Surf Club ‘out there’ when the club was trying to raise its profile in order to attract more patrolling members. Phil could always be counted on to assist in every way possible. From buttering bread for the B-B-Q to serving the hungry hordes with food and drinks after their competition was over.

Phil was always in attendance at functions that the club ran and assisted in any way that he could. His participation will be sorely missed as he exemplified the true meaning of “Community Service” that Lifesaving was founded on.

He was a wonderful man and a good friend that will be missed by all that knew him. Goodbye Phil.

VALE – Ennise Roma Tapp

It is with regret that I record the passing of Ennise Roma Tapp. For those of the NEW brigade, Ennise was the wife of deceased Life Member Bill Tapp and was well known around the club in the seventies, eighties, and nineties as a quietly spoken, likeable person, who was always a huge support for her husband, the Club, and of course, her three children, Corinne, Janine, and Jonothan.

If you are one of the OLD brigade, you will remember the lady, a quiet unassuming person, always smiling and ready with a helping hand….no matter what the task might be.

Over many years Ennise was the main support for Bill as he went about his many club duties, and, after Bill passed on, she was still around in the background with attendances at the clubs presentation nights and other functions.

A couple of years ago, Ennise suffered a stroke which left her with some co-ordination problems, but in true character, she continued her life as normally as possible, smiling and with good cheer, even though she was a resident in a care facility at the time.

She looked forward to visits and lunches with many of her club member friends and would enjoy the company without exception. Always in good cheer and smiling.

More recently she suffered a series of strokes which led to her hospitalisation and a terminal diagnosis. She was in a coma for some time, and after a courageous rally, Ennise passed away quietly, surrounded by her family on 15th February 2018.

Indeed, it is sad to record the passing of Ennise, and on behalf of Garie Surf Lifesaving Club, we offer our sincere condolences to her immediate family, and to the host of good friends that were with her along the way. We will remember her fondly.

VALE – Cecil Frank Osborne

It was our sad duty to attend the funeral for Frank Osborne during the season. In writing this vale for Frank, I was given pause to ponder. My experiences of Frank, were of a kind man, who showed up at the gear inspection to look over the First Aid, have a laugh and a chat, Frank was always ready to lend assistance. Some people walk through life in an unassuming and humble fashion, Frank was one of those people. His list of achievements are huge, Frank was one of the first instructors to work with Dr Ian Mackie and the newly introduced Oxy Viva’s way back when. He was one of the first crewmen in the rescue helicopter service. He toured America with the first international lifeguard championships. He held the position of District supervisor in the 70’s. Frank also spent many years on the gear inspection panel with the Board of Control. Frank was a Life member of SLS NSW, SLS Sydney, and also his beloved club Era. A few people reading this would have fond memories of his guidance as he trained them for their Bronze Medallions.

Frank’s greatest loves were his family, and Era, but he always had time for his friends in neighbouring clubs, on many occasions pitching in to lend solid assistance when he saw their need.

It is good to acknowledge Frank’s life that was filled with many great achievements and honours. But I would also wish to note, it’s not the big distinctions that always count. The simple fact is he will be truly missed by all who knew him, because he was an incredibly nice bloke.
