Title: Supply Chain Program Management Officer Location: Anywhere where there is an MSF Office Contract: 100% position, Temporary, covering a medical leave Reporting to: Executive Supply Chain Secretary

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation. MSF International is the legal entity that binds MSF’s sections, associations and other offices together. MSF International provides coordination, information and support to the MSF Movement, as well as implements international and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign.

II. POSITION BACKGROUND

MSF consists out of 5 Operational Centres (OCs) and 3 European Supply Centres (ESCs) represented in the Executive Supply Chain Committee, the governance body for matters in MSF. In the Supply Chain domain there are several inter-OC and -ESC projects and activities as well as OC/ESC specific improvement dossiers. This number is changing due to the necessity to increase the Supply Chain capacity, performance and the cooperation between the MSF entities.

The Executive Supply Chain Committee (ESCC) decided to create the post of Supply Chain Program Management Officer in order to connect all MSF’s supply initiatives and projects, to keep overview of all possible interactions, overlaps and conflicts and to maintain consistent and comprehensive communication within the Supply Chain environment as well as with other stakeholder groups in the MSF movement.

III. PLACE IN THE ORGANISATION

The Supply Chain Program Management Officer:  Reports hierarchically to the Executive Supply Chain Secretary (ESCS),  Works closely with all supply chain related platforms and projects,

 Interacts with other cross functional stakeholders and stakeholders groups within the MSF movement (Operations, Medical, Pharmacy, , IT and Finance).

IV. OBJECTIVES OF THE POSITION

The main objectives of the Supply Chain Program Management Officer are to connect all MSF’s supply initiatives and projects, to keep overview of all possible interactions, overlaps and conflicts and to maintain consistent and comprehensive communication within the Supply Chain environment as well as with other stakeholder groups in the MSF movement, facilitating the following: - Governance: ensuring that decisions are taken by the right people, based on the right information. The governance role can also include developing and programme structures and ensuring accountability. - Transparency: providing information with a single source of the truth. Information should be relevant and accurate to support effective decision-making. - Reusability: stopping project teams from reinventing the wheel by being a central point for lessons learned, templates and best practice. - Delivery support: making it easy for project teams to do their jobs by reducing bureaucracy, providing training, mentoring and quality assurance. - Traceability: providing the function for managing documentation, project history and organizational knowledge.

Specific Objectives  To create and maintain overview of all supply chain improvement projects, subprojects and activities in order to prevent conflicting planning agendas, implementation bottlenecks and duplications of effort.  To advice, support and facilitate other project managers and project staff managing and running their projects.  To manage sub-projects and to coordinate activities derived from the supply chain improvement areas.  To communicate Supply Chain planning, milestones and progress information within the MSF Supply Chain network as well as within other stakeholder groups.

Expected Benefits  Improved visibility of all international as well as OC/ESC specific projects, subprojects and activities.  Transparent overview of conflicting priorities, planning agendas, implementation bottlenecks, and duplications of effort.  Efficient management of smaller SC projects and activities that do not need full time dedicated .  Increased positive impact of project through consistent, coherent and integrated information within the MSF Supply Chain network as well as within other stakeholder groups.

The Supply Chain Program Management Officer is responsible for:  Keeping an overview of all international projects and subprojects,  Preventing and signaling conflicting priorities, planning agendas, implementation bottlenecks, and duplications of effort,  Managing smaller supply chain projects and activities that do not need full time dedicated project management,when requested.  Facilitating the organisation of supply chain working groups and platforms gathered around certain agendas, projects and subprojects.  Developing a set of milestone and progress dashboards to communicate within the supply chain environment as well as with cross functional stakeholders concerning the status of the supply chain program portfolio,  Informing the supply chain network as well as the cross functional stakeholders concerning the rational, business cases, stakeholder involvement, planning, and resources allocation related to all international supply chain improvements projects and subprojects,

VI. PROFILE REQUIREMENTS

Education:  Bachelor/masters level in or Supply Chain Management.

Experience:  3+ years of relevant experience in project management in a supply chain environment.  Direct work experience in project management capacity including planning, risk management, cost and .  Having a Humanitarian and/or MSF experience and knowledge is an advantage.

Knowledge and Skills:  Strong interpersonal, organizational and project management skills  Excellent communication and negotiation skills  Ability to work in a cross-cultural and cross-functional environment  Understanding of international complex supply chain management  Demonstrated excellent problem-solving abilities  Drive for change, improvement and innovation  Ability to work effectively under pressure, displaying sound initiative and judgment  Certification or knowledge of project management methodologies and tools is a plus

Languages:  Fluently spoken and written English.  Good command of French is an advantage.
