Its area is shared among municipalities of Surdulica and Crna Trava. The plateau is surrounded by mountains of Cemernik, Vardenik and Gramada. The lake stretches in the North-South direction, with the length of about 9.5 km and the maximal width of approximately 3.5 km. Its average depth is 10.5 m, while the maximum depth is 34 m, near the dam.The central part of the lake is wide,35.39 10-15 m deep. Its eastern coastline is jagged, with two bays: larger Biljanina bara and smaller Murin zaliv separated by Taraija peninsula. The southern part of the island, between Bratanov del peninsula and the mouth of Bozicki kanal is shallower [2-6 m], with swampy coasts and peat. The dam is located in the northwestern part of the lake. It is an embankment dam, built of concrete core and earth-filled cover. It was built from 1946 to 1948, when the water was first accumulated. It is25.81 239 m long,25.81 139 m wide at the base and25.81 5.5 m at the top, and25.81 34 m high [of which25.81 25.7 m is above the ground]. The accumulation it creates has around 1.65 km in volume. Of those, 1.05 km is viable for hydroelectric exploitation. The system of 4 hydroelectric plants called Vrla [I-IV] lies downstream the lake, on the Vlasina River, with the total capacity of 125 MW. A part of the hydroelectric system is the pump station "Lisina", which pumps in the water from the nearby Lisina Lake, chiefly in summer months. The Vlasina Lake is also fed by numerous creeks, descending from the surrounding mountains. The water level varies, depending on the water influx and drainage of the dam. Two artificial canals enter the lake near the dam: Cemernicki kanal from the west and Strvna from east.[4] The lake is most easily accessible from the southwestern side, by a 19 km long section of magistral road M1.13 from Surdulica, which itself lies 10 km east of Nis-Skopje motorway on the E75 European Route. The road extends west, towards the Bulgarian border crossing at Strezimirovci, some 20 km away. Along the west shore, the regional road R122 leads across the dam towards Crna Trava in the north. Tourism attraction Mountin Vlasina Current tourist capacities include around 300 beds in hotels "Vlasina" and "Narcis", offering a modest range of services. Along with regular tourists, they often host sporting teams from Serbia and abroad, as the lake is a popular destination for summer training due to its high altitude. Sporting grounds include a large football field, small sports field and weightlifting room. An ambitious project for development of tourism is planned for the Vlasina area by the country's Development plan and the Ministry of Tourism, and it is included in the "21 projects for the 21st century" plan. The planned facilities include a new tourist center Novi Rid, with 1000 beds and shopping center, tourist center Krstinci with 350 beds, center "Dzukelice" for summer sports, a marina for sailboats [motorboats are forbidden on the lake], a number of ski lifts and facilities for Nordic skiing.... There are also plains in Ma?va, Posavina, Pomoravlje and Stig, as well as in Negotinska Krajina in eastern Serbia. 55% of Serbias land is arable, the large part of which is located in Vojvodina, the countrys main agricultural region. The central part of Serbia and the hilly umadija region are located south of the Sava and Danube rivers. Further south, the hills gradually give way to mountains. The valleys of the Great, South and West Morava, Niava and Ibra rivers cut through the hilly and mountainous areas of Serbia and are the main travel routes. The forest coverage in Serbia is 27.3% in total and regional coverage varies: Vojvodina 6.8%, central Serbia 32.8% and Kosovo and Metohija 39.4%. The mountain landscape of Serbia is rich in canyons, gorges and caves, as well as preserved forests which are home to a multitude of endemic species. Serbias mountains belong to: The Rhodopes range, which runs along the right and left sides of the South and Great Morava rivers. The Carpathians and Balkan Mountains, which are located in the eastern part of Serbia, south of the Danube river. The Dinaric Alps mountain chain, the largest of the mountain regions, is divided into eight sub-regions: Prokletiije, ar, Stari Vlah-Raka, Kopaonik, Kosovo-Metohija, umadija, and the Rudne and Fline mountains. 15 peaks reach an altitude of over 2000 m, of which the highest is ?eravica in the Prokletije, with a height of 2656 m. Serbias rivers belong to the drainage basins of the Black, Adriatic and Aegean seas. Three rivers are fully navigable in Serbia: the Danube, Sava and the Tisa. The Velika Morava and Tami rivers are partly navigable. The longest river to flow through Serbia is the Danube, 588 km of its total 2783 km-long course, and over 90% of the river basin is occupied by this river. The largest lake in Serbia is the artificial ?erdap lake on the Danube which covers an area of 253 km2. page 3 / 9 The climate of Serbia is moderately continental, with localised variations and a gradual change between the seasons. Nearby geographical regions like the Alps, the Mediterranean Sea, the Bay of Genoa, the Pannonian Basin and the Morava Valley, the Carpathian and Rhodope mountains, as well as Serbias hilly and mountainous region, with its valleys and plateaus, significantly influence the weather and climate in Serbia. The dominant position of river valleys from the south towards the hilly areas in the north of the country allows the deep penetration of polar air masses in southern regions. The vast majority of Serbian territory lies in a temperate climate zone, but the southwestern regions border the subtropical and continental climate zones.

Floating islands represent residue of peat which swam out on surface of water after flooding former Vlasina peat-bog. These islands are refuges of plant and animal species characteristic from peat-bog habitats. These specific habitats destroyed to a great extent with exploitation of peat for different human needs and survival of many plant and animal species endangered. Key words: Floating islands, peat, endangered species, Vlasinsko lake. 1. INTRODUCTION The world is facing great challenges in preservation of natural ecosystems. Survival of marshlands is not paid sufficient attention yet. The marshland ecosystems have a signifi- cant economic impact for the local population, and they contribute to reduction of pov- erty. In general, big problem for preservation of an environmental balance are the anthro- pogenic ill effects on aquatic ecosystems, biodiversity and environment [14]. Man has always brutally meddled with the destiny of Vlasina lake, driven by deliber- ate, preset goals, by carrying out rough interventions in nature which were always fol- lowed by a sequence of consequential changes (chain reaction), which were, as a rule, un- desired and with unforeseeable outcomes. The Vlasina are was placed under protection of the state in 2006, as an area of ex- traordinary qualities "Vlasina" spreading over 12,741 ha.

UVOD I Uvodne informacije i napomene Gazdinskom jedinicom "Kijevac" gazduje Šumsko gazdinstvo "Vranje" iz Vranja, preko Šumske uprave "Surdulica" u Surdulici, kao sastavni deo J.P. "Srbijašume"-Beograd. Šume i šumsko zemljište gazdinske jedinice "Kijevac" teritorijalno pripadaju Jugoisto čnoj šumskoj oblast Južnomoravskom šumskom podru čju.     Pravilnik o određivanju područja sa otežanim uslovima rada u poljoprivredi (“Sl. glasnik RS”, br. 29/2013) Član 1. Ovim pravilnikom određuju se područja sa otežanim uslovima rada u poljoprivredi, za period od tri godine. Član 2. Status područja sa otežanim uslovima rada u poljoprivredi, u skladu sa ovim pravilnikom, ima naseljeno mesto na teritoriji opštine, odnosno grada ili cela teritorija opštine, odnosno sva naseljena mesta na teritoriji opštine koja ispunjavaju bar jedan od sledećih kriterijuma, i to: 1) nalaze se na nadmorskoj visini preko 500 metara, prema podacima Republičkog geodetskog zavoda; 2) nalaze se u granicama područja nacionalnog parka određenim Zakonom o nacionalnim parkovima ( „Službeni glasnik RS”, br. 39/93, 44/93 – ispr., 53/93, 67/93, 48/94, 101/05 – dr. Zakon i 36/09 – dr. Zakon) ; 3) imaju broj zaposlenih manji od 100 na 1000 stanovnika, prema podacima koje je objavio Republički zavod za statistiku u publikaciji opštine i regioni u Republici Srbiji, 2012. Član 3. Područja sa otežanim uslovima rada u poljoprivredi data su u Prilogu – Područja sa otežanim uslovima rada u poljoprivredi, koji je odštampan uz ovaj pravilnik i čini njegov sastavni deo. Član 4. Danom stupanja na snagu ovog pravilnika prestaje da važi Pravilnik o određivanju područja sa otežanim uslovima rada u poljoprivredi ( „Službeni glasnik RS”, br. 3/10, 6/10 i 13/10). Član 5. Development of tourism in the border region of Bulgaria and Serbia by creating tourist attractions and exhibition of representative cultural and historical sites of the municipalities Surdulica and Pravets Surdulica je gradsko naselje u Srbiji u opštini Surdulica u Pčinjskom okrugu. Prema popisu iz 2002. bilo je 10.914 stanovnika (prema popisu iz 1991. bilo je 11357 stanovnika). Surdulica datira još od 1530. godine. Turci su u njoj živeli do 1888. godine. Nalazi se na nadmorskoj visini od 475 metara. Smeštena je u kotlini okružena planinama: Čemernik, Vardenik i Kukavica. Put koji vijuga izmeĎu planina Čemernik i Vardenik stiže se na Vlasinsko jezero koje je na nadmorskoj visini od 1230 metara. Kroz Surdulicu protiču dve reke i to Vrla i Romanovska reka.     Z A K O N O TERITORIJALNOJ ORGANIZACIJI REPUBLIKE SRBIJE I. OSNOVNE ODREDBE lan 1. Ovim zakonom odreuje se teritorija teritorijalnih jedinica i ureuju druga pitanja od znaaja za teritorijalnu organizaciju Republike Srbije. lan 2. Teritorijalnu organizaciju Republike Srbije ine opštine, gradovi i grad Beograd kao teritorijalne jedinice i autonomne pokrajine kao oblik teritorijalne autonomije. lan 3. Teritoriju opštine, grada i grada Beograda ine naseljena mesta, odnosno podruja katastarskih opština koja ulaze u sastav ovih jedinica lokalne samouprave. Granice jedinica lokalne samouprave utvrene su granicama odgovarajuih katastarskih opština sa njene teritorije. lan 4. Osnivanje novih jedinica lokalne samouprave, spajanje, ukidanje i promena teritorije postojeih jedinica lokalne samouprave, ureuje se u skladu sa kriterijumima predvienim zakonom kojim se ureuje lokalna samouprava, po prethodno održanom savetodavnom referendumu na teritoriji tih jedinica lokalne samouprave. Nazivi opština i gradova, nazivi naseljenih mesta i katastarskih opština, kao i nain njihove promene, utvruju su ovim zakonom. II. NASELJENA MESTA lan 5. Naseljeno mesto je deo teritorije opštine koje ima izgraene objekte za stanovanje i privreivanje, osnovnu komunalnu infrastrukturu i druge objekte za zadovoljavanje potreba stanovnika koji su tu stalno nastanjeni. lan 6. Naseljeno mesto može biti u sastavu samo jedne jedinice lokalne samouprave. Na teritoriji jedinice lokalne samouprave dva ili više naseljenih mesta ne mogu imati isti naziv. lan 7. Naseljenom mestu može se dati naziv koji ima geografska, etnografska, istorijska i druga obeležja, kao i ime umrle znamenite linosti. - 2 - lan 8. Inicijativu za promenu naziva naseljenog mesta utvrenog ovim zakonom, za odreivanje naziva novonastalog mesta, odnosno za utvrivanje da je naseljeno mesto prestalo da postoji, može pokrenuti skupština jedinice lokalne samouprave, graani, mesna zajednica i drugi zainteresovani organi zajednice.
