The National Commission for Women is a statutory body constituted on 31st January, 1992 under the National Commission for Women Act, 1990 to protect and promote the interests and safeguard the rights of women and ensure equality in every sphere of life. During the year 2010-11, the Commission continued to follow its mandated role and activities. Prominent among the activities undertaken were the review of existing law and drafting of new laws, looking into the complaints of atrocities, harassment, denial of rights and exploitation of women and taking suo-moto action against the specific cases of complaints to restore women’s legitimate rights and maintain their dignity, sponsoring Research Studies, sponsoring and conducting Legal Awareness Programmes, Parivarik Mahila Lok Adalats, Workshops, Conferences and Consultations (i) ANNUAL REPORT 2010-11 and Public Hearings on various women issues. The Commission has started a system for online registration of complaints through its website so that the Commission could be accessed from every nook and corner of the country to provide speedy redressal to women. One of the special activities/programmes carried forward by the Commission during the year 2010-11 is “Save the Home Save the Family” with the objective to train and sensitize police personnel in dealing with the cases of atrocities against women by adopting reconciliation method in cases of marital disputes and effective implementation of the laws meant for securing the rights of women. A Memorandum of Undertaking (MOU) was signed by NCW with Delhi Police and Tata Institute of Social Sciences, Mumbai for the purpose. Besides, four MOUs with different Organizations/NGOs for taking up the various initiatives/activities for the welfare and empowerment of the women were signed by the Commission during the year to facilitate registration of FIRs, spread of awareness regarding laws, capacity building. I am happy to note that in view of the proactive role being played by NCW in the cause of women, the National Commission for Women was designated as the National Level Nodal Coordinating Agency to receive and process all complaints related to Indian Women deserted by their overseas Indian husbands since 2009 and the NRI cell has continued to be active and effective since then. I hope that implementation of the recommendations contained in this report would substantially strengthen and hasten the ongoing process of securing a better, safe and secured life for women all over the country. A lot has been done and much more is required to be done for the overall Empowerment of Women in the country. The National Commission for Women has been working for this tirelessly. I am confident that the Commission will strive to attain the new heights under the leadership of the present Chairperson, Mrs. Mamta Sharma. (Krishna Tirath) (ii) PREFACE I take great pleasure in presenting the Annual Report for the year 2010-11 of the National Commission for Women as envisaged in Section 13 of the National Commission for Women Act, 1990. During the year under report, the Commission has worked relentlessly to achieve its mandate and carried forward the activities of previous years towards empowering women by taking up gender issues, suggesting amendments in .laws relating to women and taking suo moto cognizance in the case of heinous crimes against women. Recommendations have accordingly been made to the concerned authorities for appropriate action. During the year 2010-2011, the Commission intervened in 15165 complaint cases. The system for online registration of complaints through the website of NCW has facilitated the registration of complaints and the Commission can be now accessed from the remotest corners of the country. In accordance with the mandate of the Commission, the Commission also revised the proposed scheme for Relief and Rehabilitation of victims of rape, suggested amendments in Indecent Representation of Women (Prohibition) Act, 1986 and proposed amendments in Section 125 Cr.Pc regarding maintenance and also in Sexual Assault Bill to amend some of the provisions in the Indian Penal Code particularly relating to 375 (rape) and 376, adding a new Section 329 B and 509 (B) IPC pertaining to acid attack and stalking. Besides, the Commission drafted a scheme for the effective Implementation of PWDVA, 2005 and the Domestic Workers and Social Security Act 2010 and the ‘Prevention of Crimes in the Nature of Honour and Tradition Bill 2010. The Commission had Constituted a seven member Inquiry Committee to “Inquire into the plight of Widows living in Vrindavan, Mathura District in Uttar Pradesh” and conducted a detailed Research Study on the subject which was filed in the Hon’ble Supreme Court in April 2010. During the year, the Commission conducted several legal awareness programmes to impart practical knowledge to women about their basic legal rights and remedies provided under various laws. In addition, the Commission also organized Parivarik Lok Adalats, in collaboration with the State Commission for Women and the State/District Legal Services Authorities for providing speedy justice to women. The Commission also organized several workshops, conferences and consultations on trafficking of women, sexual harassment at work place, Marriageable Age for Girls, Problems in NRI Marriages, etc. and public hearings on issues such as domestic violence, pre natal sex selection, declining sex ratio, (iii) ANNUAL REPORT 2010-11 maternal health services, impact of armed conflict on women and children in the North East region, empowerment of women through Self Help Groups, human rights and women, women rights awareness, care and support for widows of Vrindavan, Muslim women and their contribution in society, migrant trafficked women, role of women in Panchayati Raj institutions, child marriage, awareness generation on HIV/AIDs, implementation of Pre-conception and Pre-natal Diagnostic Techniques (PC &PNDT) Act, crimes against women etc. Apart from this, the Commission has sponsored Research Studies on women related issues to know their grass -root problems. The special programme initiated by the Commission ‘Save the Home Save the Family’ continued during the year 2010-2011. The objective of ‘Save the Home Save the Family’ initiative was to train and sensitize police personnel in dealing with the cases of atrocities against women, emphasize on reconciliation method in cases of marital disputes, implementation of the Protection of Women from Domestic Violence Act, 2005, proper registration of complaints under section 498 A, IPC and ensuring proper networking amongst NGOs, NCW etc for the purpose. The programme is funded by NCW and implemented in association with the Delhi Police Women Cell.

Usually marginalized people have less economic opportunities and have over bearing dependence on their natural resource base in their immediate surroundings. So is the case of our Uttarakhand Himalaya. Over exploiting of natural resources are exposing the mountains of our working area to the risks of natural calamities likes landslides, earthquakes, wildlife depletion, etc. Hence, to avoid these threats to human lives in various forms, there comes an urgent need of conservation of the ora and fauna of these noble but Fragile Mountains. To resume the delicate balance between the nature and the human activities, people need to actively and skillfully engage in preservation of this precious Himalayan heritage. Youths and rural households have to position themselves for self-employment and alternative occupations for their livelihoods. Drain and canals are being cleared to contain and carry more water during the rainy season; Pump Houses are made fully operative to drain out excess water in the time of need. All front line departments have already established their flood control room along with smooth working condition of all resources inventory of their own.

No.S.O. 46/C.A.59/1988/S.99/2010.- Whereas, the Haryana Roadways, a Haryana State Transport Undertaking is providing transport services on all the inter-state and inter-state routes except certain routes on link roads in Haryana allotted to the unemployed youth through their co-operative transport societies under the Scheme 1993 and Scheme 2001, and that the need for passenger transportation has been increasing constantly which is resulting into proliferation of unauthorized operation of traffic in the State; therefore, in order to bridge the gap between demand and supply of transport services, the Governor of Haryana is of the opinion that for the purpose of providing an efficient, adequate, economical and properly co-ordinated road transport service, it is necessary and in the public interest that passenger roads transport services in general should continue to be run and operated by the State Transport Undertaking, namely Haryana Roadways to the complete exclusion of other persons except on routes specified under this scheme and those routes situated on link roads and allotted to private Transport Co-operative Societies of unemployed youth under the Scheme 1993 and Scheme 2001. Now, therefore, in exercise of the powers conferred by sub section (i) of section 99 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988), and in supersession of Haryana Government, Transport Department, notification No. S.O. 90/C.A. 59 /88/S.100/93, dated the 3rd November, 1993 and notification No. SO 422/AT1/CA 59/1988/S (3)/100, dated the 19th January, 2001, the Governor of Haryana hereby formulates a proposal regarding the following policy and publishes it in the Official Gazette for information of persons likely to be affected thereby.

Many parts of the state of Haryana including Jind are prone to flooding. The devastating floods hit Haryana many times. We are not at the forefront of the flood control technology but we tried to give the best at our own level. Flood Control Order, Jind has adopted a novel, concise and action-oriented approach towards structuring of the document. The structure adopted has tried to minimize the impact of all losses due to multi hazards and has focus sharply on vulnerable areas for planning and implementation with Dr. Aditya Dahiya, IAS clearly defined roles and responsibilities regarding heavy rain/flood. Deputy Commissioner, Jind Floods are caused by many factors: heavy precipitation, severe winds over water, unusual high tides or failure of dams, levels, retention ponds or other structure that contained the water. Effects of floods: flooding has many impacts. It damages property and endangers the lives of human and other species. Rapid water run off causes soil erosion and concomitant sediment deposition elsewhere, flood can interfere with drainage and economic use of land, relates with farming. Structural damage can occur in bridge, building, houses, bank lines, sewer lines and other structures within flood ways, all turns into financial losses.
