March 18, 2020 Dear Mesa Union School District Family, The impacts of the coronavirus are touching every aspect of our lives and forcing all of us to find creative ways to adapt to this unprecedented situation. We know the disruption in normal school operations has created many issues and uncertainties – from childcare and meals to promotion plans and academic preparedness. In this letter, we will answer some of your most pressing questions as best we can. When will school reopen? In coordination with the Ventura County Office of Education and all of the other Ventura County school districts, Mesa Union will be keeping our schools closed at least through ​ Friday, May 1, 2020. Our new target date to reopen is Monday, May 4, 2020. As you ​ know, things are changing daily, so there is the potential that the closures could be extended beyond May 1, 2020. Yesterday, California Governor Gavin Newsom advised parents to prepare for the possibility that schools may be closed through the summer break. While that could indeed happen, we remain hopeful that conditions will improve enough to allow us to reopen before the end of the school year. Will promotion ceremonies be held? Like all of you, we want nothing more than to honor our students for their accomplishments. The thought of promotions ceremonies being cancelled is heartbreaking, and we will do all we can to make them happen. In the event that in-person ceremonies are not possible due to public health concerns, we will explore alternative ways to recognize our students for their achievements. Will remote learning be provided for students at home? Students and families will be able to continue to connect with their teacher(s) and access learning activities through Mesa Union’s School’s “Distance Learning'' tab on our school’s website. We also encourage students and families to take advantage of TV-based at-home ​ learning opportunities provided by Southern California PBS stations for kindergarten through th 12 ​ grade students. Additional information about programming can be found at ​ www.kcet.org/at-home-learning. ​ Are students required to participate in remote learning? Students are expected to participate. We understand some families may have situations that make participation difficult or impossible and we are happy to discuss those situations on a case-by-case basis. Will state CAASPP testing take place? The state CAASPP testing in Mathematics and English Language Arts has been canceled for the current school year and will not take place. Will school meals continue to be provided? Yes. Mesa Union School students will continue to be provided “Grab and Go” meals between the hours of 10:00 a.m. and 1:00 p.m. at following locations: ​ ● Camarillo High School ● Channel Island High School ● Hueneme High School ● Oxnard High School ● Rio Mesa High School ● Rio Vista Middle School ● Las Posas Elementary School ● PVSEA School ● Rancho Rosal School A complete list of meal pickup locations and times throughout Ventura County is available at www.vcoe.org/meals or www.vcoe.org/comida. ​ ​ ​ Will schools provide childcare? We are aware that school closures present serious childcare challenges for many families. However, the point of closing the schools is to protect students from exposure to the coronavirus and to slow its spread. This social distancing is for the greater good of our communities. Using schools as childcare locations would defeat the purpose of the closures, so we will not be offering childcare at our school sites at this time. Please know there are dedicated teachers, administrators and support staff working hard to provide for our students’ academic needs and overall wellbeing during these challenging times. This situation is evolving rapidly and we will continue to share new information with you as we have it. Even before the pandemic, we knew that life itself and all its stressors posed a challenge to our students’ mental health. That is why the Oxnard Union High School District introduced Student Intervention Specialists on all of our campuses. The SIS team is there to help students deal with the mental and physical stresses of life as teenagers, and, yes, to deal with the additional stress of remote learning and lack of socialization for our students. The mental health of teens is a major national challenge. Studies show that about 10 million students across the country, ages 13–18, require professional help to deal with their mental health conditions. The most common mental health diagnoses among chil- Superintendent: dren and adolescents are anxiety, depression, attention-deficit hyperactivity disorder Penelope DeLeon (ADHD), and bipolar disorder. Half of all psycho-emotional conditions begin before the age of 14, and 75 percent by the age of 24 and often begin to materialize in the classroom. It could be that a once-successful student is now failing, or a student simply cannot sit still or control the urge to disrupt a class. Maybe a once active student-athlete appears to have lost interest, or a student who has always been something of a loner now talks about doing harm to himself or to others.

    FROM THE PRESIDENT OXNARD COLLEGE February 29 and March 7, 2016 Chronicle of Higher Education “2016 Trends Report” As I was putting together the sections for this edition of “From the President,” Karla laid on my desk the “2016 Trends Report” from the Chronicle of Higher Education. Taking a break from writing, I scanned the publication, which focuses on the editors’ analysis of ten key shifts in higher education. Among these are four trends that, from my point of view, are particularly relevant to Oxnard College in the coming year, as quoted directly from the report: Efforts by colleges to combat sexual assault by creating new cultural norms on the campus. Under pressure to make sure their handling of sexual-assault cases will stand up under Title IX, some institutions are proactively educating students about the meaning of consent and the importance of intervening to prevent sexual violence. A movement to overhaul the college transcript. Some colleges are adding new types of information to transcripts to better reflect what students have learned and accomplished. An expanded and digitized transcript may lead to “the quantified student,” but it could also provide a powerful accountability metric that allows colleges to track graduates. The rise of the instructional designer. As online learning and new classroom technologies spread, the demand for instructional designers—who develop courses that others may teach—is growing. A reliance on better marketing to survive enrollment challenges and create a stronger institutional identity. The golden rule: Know who your students are, and figure out how best to serve them.     CHAPTER 2 GCTD’S CURRENT TRANSIT SYSTEM FIXED-ROUTE SERVICE OVERVIEW GCTD provides public transit service in the cities of Ojai, Oxnard, Port Hueneme and Ventura, and in the unincorporated County areas between the cities. In Fiscal Year 2013-14, GCTD served almost 4 million fixed-route passenger boardings, an increase of 7.2 percent from the previous year. In the same year, it operated over 2,600,000 miles and 196,925 hours of revenue service. GCTD operates a fleet of 56 full-size (35-foot and 40-foot) buses on fixed-route service all using clean compressed natural gas (CNG). GCTD’s fixed-route service is comprised of 20 bus routes. The service is designed to meet an array of travel needs that connect neighborhoods to jobs, schools, shopping and other destinations. The amount of service available is limited by the level of funding available for transit in the local service area. As all GCTD buses are wheelchair accessible, the District meets all requirements of the ADA. Additionally, GCTD has installed front-mounted bicycle racks that can transport up to three bicycles on all of its fixed-route buses.     Oxnard Union High School District WIRELINE COMPETITION BUREAU ANNOUNCES APPLICATION DEADLINE FOR THE E-RATE DEPLOYED UBIQUITOUSLY (EDU) 2011 PILOT PROGRAM WC Docket No. 10-222 Application Deadline: December 17, 2010 On September 28, 2010, the Commission released the Sixth Report and Order in the above-captioned proceeding. The order upgraded and modernized the schools and libraries universal service support program (also known as the E-rate program) to encourage the expansion of fast, affordable Internet access in schools and libraries across the country.1 As part of the Sixth Report and Order, the Commission launched a pilot program − EDU2011 – to investigate the merits and challenges of wireless off-premises connectivity services for mobile learning devices, and to help the Commission determine whether and how those services should ultimately be eligible for E-rate support.2 As part of this pilot program, the Commission authorized up to $10 million for funding year 2011 to support a small number of innovative, interactive off-premise wireless connectivity projects for schools and libraries. The Commission anticipates that EDU2011 funding will be provided only to wireless projects that have already been planned (but may be awaiting funding) or are currently underway, to enable the Commission to evaluate how best to use E-rate support for successful wireless projects. Support under this program will not be provided for the portable devices or equipment, but rather for the connectivity services. To be considered for the EDU2011 funding, applicants must address the application requirements listed below and submit their applications to the Commission on or before December 17, 2010.

While at the party, he produced a hand gun and fired 4 to 6 shots into the backyard of the residence. Neighbors reported hearing the gun fire and called for police assistance. Deputies responded and identified Mr. Vargas as the suspect in the illegal shooting. Mr. Vargas was located at the party in possession of a semi-auto hand gun at the time the deputies made contact. Mr. Vargas was arrested and charged with 243.3(a) PC, Negligent Discharge of a Firearm and 30305 (a) (1) PC, A Person Prohibited from Possessing a Firearm. He was booked into the Ventura County Pre-Trial Facility. The public is reminded that firing firearms in celebration of the holidays and other events is a crime and always dangerous.
