August 2009, gegen 23:00 Uhr, betrat ein maskierter Mann den Jugendtreffunkt ‚Bar Noar‘ in Tel Aviv und schoss auf die anwesenden Jugendlichen, Jugendarbeiter und Jugendarbeiterinnen. Nir Katz (26) und Liz Troubishi (16) wurden erschossen, fünfzehn weitere junge Menschen schwer verletzt. Auf zahlreichen Veranstaltungen in Israel wurde des Anschlags vor vier Jahren gedacht. Überschattet wurden die diesjährigen Veranstaltungen von Berichten über die Verhaftung der mutmaßlichen Täter, die Anfang Juni durch die Polizei bekannt gegeben worden war. Folge waren widersprüchliche Meldungen. Das hatte zu erneuten Belastungen unter den Opfern und zu Betroffenheit unter Angehörigen und Freunden geführt. MANEO-Projektleiter Bastian Finke reiste nach Israel, um die Verbundenheit mit den Opfern und Angehörigen des Anschlags zu unterstreichen. Mit der Regenbogenbrücke waren 2010 Jugendliche, die den Anschlag überlebt hatten, zu Ferien nach Berlin eingeladen worden. Anteilnahme und Solidarität auch aus Berlin Das Grab von Nir Katz nahe Modi‘in, der am 01.08.2009 in der Bar Noar in Der Anschlag hatte weltweit unter den LSBT*-Communities Tel Aviv erschossen worden war. für Entsetzen gesorgt. Zahlreichen Solidaritätsbekundungen und Unterstützungsangebote erreichten LSBT*- Organisationen in Israel. Von Berlin aus startete MANEO die „Regenbogenbrücke“. Spenden wurden gesammelt, so dass im Sommer 2010 Ju- gendliche, die den Anschlag überlebt hatten, und Angehörige, deren Familienmitglieder erschos- sen worden waren, zu Ferien und Erholung nach Berlin und Köln eingeladen werden konnten. Seite 2 Vorsitzenden, Lala Süsskind, unterstützt worden war, hat viele neue Freundschaften zwischen Berlin und Tel Aviv entstehen lassen. Eine vertrauensvolle Zusammenarbeit ist zwischen Agudah und MANEO entstanden. MANEO als Projekt stand Vorbild für das ‚Nir-Katz-Report-Center‘ in Israel Am 1. August 2012 eröffnete Agudah das ‚Nir-Katz-Report-Center‘, mit dem fortan Fälle von Diskriminierung und Übergriffe in Israel erfasst und ausgewertet werden sollen. Dem Projekt stand MANEO Pate, nach dessen Vorbild das neue Report-Center aufgebaut wurde. Am 2. August präsentierte Agudah seinen ersten ‚Gewalt-Report‘. Mehr als 1.000 Fälle wurden seit dem letzten Jahr gesammelt und ausgewertet. Aus diesem Anlass lud die LGBT*-Organisation in die Bar Noar zu einem Runden Tisch ein, um die Ergebnisse zu dis- kutieren und weitere Vorhaben zu bespre- chen. An dem Gespräch nahmen Mitglieder des Vorstandes von Agudah und der Eltern- organisation ‚Tehila‘ teil, außerdem Vertreter der Knesset – u.a. Nitzan Horowitz (Meritz), 2 Merav Michaeli (Meritz), Ofer Shelah, (Yesh Atid), Moshe Mizrahi (Labor Party), David Tzur (Hatnuah), Dov Khenin (Hadash) – Ver- treter der Polizei – u.a. Shimon Nachmani 02.08.2013: Runder Tisch in der Bar Noar von Agudah , (Tel Aviv, Polizei) und Nissim Daudi (Tel Aviv, mit Vertretern von Agudah, Abgeordneten der Knesset und Polizei) – und MANEO-Projektleiter Bastian der Polizei von Tel Aviv . Er informierte über den Stand der Zu- sammenarbeit zwischen MANEO, der Berli- ner Polizei und der Berliner Staatsanwaltschaft, die über viele Jahre wuchs und oft über einen mühseligen Weg führte, ebenso über die fortlaufenden Schulungen und Fortbildungen bei der Berliner Polizei. Allein im letzten Jahr 2012 erreichte MANEO mit seinen Schulungsangeboten über 1.000 Polizeibeamtinnen und –beamte. Von diesen Erfahrungen will zukünftig Agudah lernen und eine ähnliche Kooperation mit der Polizei in Israel anstreben. Bastian Finke hatte zuge- sagt, deren Bemühungen mit den Erfahrungen aus Ber- lin zu unterstützen. Öffentliche Kundgebung in Tel Aviv in Gedenken an die Opfer des Anschlages Nach einer bewegenden Gedenkveranstaltung am Grab von Nir Katz, die am 1. Dazu beigetragen hatte neben der Ergreifung der mut- maßlichen Täter auch die vorübergehende Verhaf- tung und die Einleitung eines Ermittlungsverfahrens gegen einen Jugendarbeiter von Agudah, nach dem einer der Tatverdächtigen erklärt haben soll, die Tat stehe möglicherweise im Kontext einer persönlichen Beziehung zwischen dem Jugendarbeiter und einem Jugendlichen, womit die Tat ein persönlicher Ra- cheakt gewesen sein soll. Nachdem der Jugendar- beiter dieser Version widersprochen hatte und wie- der entlassen worden war, schließt nun auch die Polizei die Möglichkeit eines vorurteilsmotivierten Verbrechens nicht aus. Ayala Katz warnte vor wilden Spekulationen und rief sowohl zur Ruhe wie auch die Strafverfolgungsor- gane zu gründlicher Ermittlungsarbeit. Sie bat eben- falls um mehr Rücksichtnahme gegenüber den Op- 3 fern des Anschlages. Allen Hinweisen muss nachgegangen werden Bastian Finke erinnerte in seiner Ansprache an die Forderungen der OSZE, die in ihrer Beschäftigung mit dem Thema Hate Crime deutlich darauf hinge- wiesen hatte, dass viele vorurteilsmotivierte Verbre- chen deshalb nicht nachgewiesen werden können, weil Ermittlungsorgane oft nicht gründlich oder nur unzureichend ermittelten, deshalb oft Beweise nicht sichergestellt und verloren gingen bzw. Ich erinnere mich an ein persönliches Gespräch mit Dave O’Malley, den ich 2010 in Laramie (WY) traf und der seinerzeit als zuständiger Sheriff mit dem Fall „Matthew Shepard“ beauftrag gewesen war. Er hatte betont, dass nur eine konzentrierte und professionelle polizeiliche Ermittlungsarbeit, die alle Informatio- nen entgegennahm und Beweise nicht von vornherein ausschloss, dazu geführt hatte, eine vorur- teilsmotivierte Tat nachzuweisen.“ MANEO wird an der Fortsetzung der „Regenbogenbrücke“ weiter arbeiten. .

    Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

A Comparative Perspective This policy paper examines the representation of women in Israeli politics from a comparative perspective. Its guiding premise is that women’s representation in politics, and particularly in legislative bodies, is of great importance in that it is tightly bound to liberal and democratic principles.
