This week the Ministerial Committee will discuss MK Yael German's (Yesh Atid} bill seeking to prohibit “conversion therapy” (trying to convert people’s sexuality) for minors. On Tuesday the State Control Committee will discuss the government's treatment of Israel's transgender community. Last Wednesday, in the aftermath of the Pittsburgh shooting, the Knesset held an emergency conference entitled "It's Time for Equality," calling for religious tolerance and closer ties with Diaspora Jewry, and appealing for Israel's recognition of the different Jewish denominations. The conference, held jointly with the Reform and Conservative movements, was the initiative of Deputy Minister MK Michael Oren (Kulanu), MK Nachman Shai (Zionist Union), MK Aliza Lavie (Yesh Atid), MK Rachel Azaria (Kulanu), MK Yael Cohen Paran (Zionist Union) and MK Mossi Raz (Meretz), and was attended by several public http://messages.responder.co.il/3516923/288244783/c3fddac147e891f0dc6f35f0d3292572/? MK Nachman Shai: "We thought it only fitting that, at the initiative of the Reform and Conservative movements, the Knesset should take the time to highlight this issue, to make it heard, so as to find ways to repair the rifts and perhaps lead us to a new chapter in Israel's relationship with the various Jewish communities and streams. Talk alone will not suffice and we must come up with meaningful and concrete actions." MK Sharren Haskel (Likud): "When there are anti-Semitic acts around the world and Jews are massacred, no-one asks if you are Reform, Orthodox or Conservative. We all have the same blood and when they kill one of us they have accomplished their mission." Chairman of Yesh Atid MK Yair Lapid: “So long as the plan for the Wall {refurbishing the egalitarian prayer area} is not implemented and so long as there is no change in the conversion law, we are doing an injustice to ourselves as a society. We will not rest until all streams of Judaism are recognized by the Israeli government." MK Rachel Azaria (Kulanu): "Diaspora Jewry is part of my family and a tremendous asset to the State of Israel. The Conservative and Reform movements are two very important denominations. I am Orthodox and we have differences of opinion but there are always disagreements in families and that is a good thing. The question is how we find a way to live together despite these differences." MK Stav Shafir (Zionist Union): "Part of the State of Israel's purpose not only relates to its own citizens but also to giving legitimacy to all of world Jewry to live their Judaism as they see fit. MK Michal Rozin (Meretz): "Judaism passed me by as a child. I chose to join a Reform synagogue not so as to bolster the Reform or Conservative streams but for my own sake and for the sake of my children because I didn't want them to be cut off from their Judaism as I had been when I was growing up. This struggle is for me and for my children, and for most of Israeli society." MK Amir Ohana (Likud) shared his own experience with the non- Orthodox community while he was In the United States for the birth of his children (by surrogacy): "When my partner and I were in the United States with our newly-born babies and we wanted to attend synagogue on Friday, the synagogue we found was not Orthodox, but Alon and I will never forget the love and acceptance that we received there……We need to unite all the different sides so that we will finally be worthy of being called a Jewish State – a State for all Jews.” Other MK's who participated were Oded Forer and Yulia Malinovsky (Yisrael Beitenu), Leah Fadida, Ksenia Svetlova, Ayelet Nahmias- Verbin, Merav Michaeli and Michal Biran (Zionist Union), Tamar Zandberg (Meretz), Elazar Stern (Yesh Atid) and Dov Khenin (Joint List). The bill proposes to prevent therapy for minors and referrals to such therapy. Conversion therapy aims to alter sexual orientation from homosexuality or bisexuality to heterosexuality or to modify gender identity. The Bush Administration cynically exploits the concept of democracy in an attempt to conceal a cruel policy of conquest, destruction of social rights and impingement on democratic rights within the USA. “The war on terror” is the latest phase of the US attempt to create a “new world order”.

    MANCOM OCTOBER ISRAEL CENTRE ()*+ Members of Knesset visit A delegation of Members of Knesset had an official visit (August) to South Africa. Organized jointly by the Knesset and The Jewish Agency in partnership with the Israeli Ministry of Foreign Affairs and the South African Jewish community, the trip included high-level meetings with leaders from throughout South African society, as well as a series of meetings and visits aimed at deepening the Israeli lawmakers’ familiarity with South African Jewry. During their time in South Africa, the five Members of Knesset— representing both the coalition and the opposition—met with senior political figures from across the political spectrum. While in Johannesburg, the lawmakers met with the leaders of the local Jewish community and with Jewish Agency representatives, as well as with families who are about to immigrate to Israel. They also KDL and met with Jewish students, youth movement leaders, and alumni of Masa Israel Journey. In Cape Town, the MKs visited the South African Jewish Museum, the Holocaust Centre, and the local Herzlia School, and celebrated Shabbat at the Cape Town Hebrew Congregation (Gardens Shul). Throughout their time in South Africa, the delegates were accompanied by representatives of the South African Jewish Board of Deputies, the South African Zionist Federation, IUA-UCF (Keren Hayesod), and the Embassy of Israel in Pretoria, who helped organize the visit.     The Challenge of Israel’s Election Results I wrote the following for the latest newsletter of the World Union of Meretz, from the J Street Conference in Washington, DC. Representatives of all of the Israeli opposition gathered there, meeting together with its counterparts from American Jewry, who clearly represent the majority of American Jews. The final polls allowed on Friday the 13th, four days before election day, had given the Zionist Union (Labor & Hatnua) led by Herzog and Livni a lead of 24 to 20 seats, with an even chance to lead the next government. Netanyahu then went into emergency mode, using every demagogic trick in the book to turn the results around. He warned the leadership of the settlers that “the left” was on the verge of winning, and would begin to evacuate settlements, so they mobilized en masse, coming in thousands to Likud strongholds in the outlying and development towns to get out the vote. Mobilizing the extreme right to abandon Naftali Bennet’s Jewish Home party, Lieberman’s Yisrael Beiteinu and the ultra-right Yachad party (led by Shas refugee Eli Yishai in alliance with Kahanist Baruch Marzel), Netanyahu renounced his support for a two-state solution, and on election day warned that Israeli Arabs were voting in droves, being “bussed in by Jewish left-wingers” supported by foreign money. This last claim was ridiculous, since Israeli Arab citizens were simply walking to the polling booths, exercising their democratic right to vote, and energized by the fact that the four Arab parties had united in a Joint Arab List to ensure that they would pass the minimum voter threshold that had been raised to try to prevent them from entering the Knesset.

VIEWERS’ REACTIONS TO THE USE OF IRONY IN NEWS INTERVIEWS Galia Hirsch Abstract This research seeks to identify and analyze the reaction to irony in Israeli political news interviews, in view of the specific nature of this genre, which has been known to allow a certain level of adversarialness (Liebes et al. 2008; Blum-Kulka 1983; Weizman 2008; Clayman &Heritage 2002a and 2002b). Our intention was to examine whether the audience regards the use of irony as over-aggressive, and whether they believe interviewees regard it as such, in order to shed light on the potential consequences the use of indirect discourse patterns has for the interviewer. Based on Goffman's (1981) notion of footing, and on the concept of positioning as defined by Weizman (2008: 16), we focused on the audience's capacity to grasp the positioning and repositioning in the interaction as a possible influential factor in their reaction to the employment of irony. The research is based on two conceptual paradigms: Media studies and pragmatic studies of irony. The findings indicate that Israeli audiences tend to regard interviewers' employment of irony in political interviews as slightly hostile, and as such it is viewed as a possible threat to interviewees' face (Goffman 1967), but also as a legitimate and comprehensible tool, especially when the irony is accompanied by humor or mitigating non-verbal signs. Hence, the risk for the interviewer is not as great as we assumed.

    Project Democracy: Fighting for the Ground Rules Chapter 4: Freedom of Speech, Dissent, and Political Activity Freedom of speech is a basic human right and an essential component of any democracy. It is this freedom that enables citizens to exchange views and information, to protest against injustice, to influence the public discourse, and to criticize the actions of the government. As such, freedom of speech represents a necessary condition for the informed and effective political participation of a country's citizenry. Restrictions on free speech cause harm to democratic life and stands in contradiction to the fundamental principles of democracy – that government should impose no more than the necessary minimum of restrictions on individuals, especially regarding their basic rights. The safeguarding of free speech is especially critical for defending the rights of minority groups. Minorities often suffer from limited political influence and limited access to the corridors of power, and so the arena of public expression is where they are best able to give voice to their positions, to protest, and to influence public opinion. In numerous and unrelenting rulings and legal decisions, Israel's Supreme Court has defended freedom of speech, calling it “the lifeline of democracy.” In these principled rulings, time after time the justices have affirmed that the true test of freedom of speech is not the defense of commonly accepted statements – which no one seeks to limit anyway – but of statements considered irritating, extreme, and unexceptional.
