TheIUCNhasrequestedacomparativestudywithintheWaddenSeaitselftoenhancethecaseofOutstanding UniversalValueoftheexistingnominationinthebroadercontextoftheWaddenSea.Further,anextensionofTable 2.1ofthenominationdocument,whichentailsmajorsubdivisionsofthelandandseascapesoftheWaddenSea Area,hasbeenrequestedtoreflectthemajorsubdivisionsoflandscapesandseascapeswithinthenominated property.TheextensionofTable2.1providesafulloverviewofthedivisionofthelandandseascapesforthe nominatedproperty,theDanishWaddenSeaAreaandtheremainingareas,ajointresponsehasbeenformulatedto both.

TheWaddenSeaAreaisthecommonlydefinedmanagementareaoftheTrilateralWaddenSeaCooperationfor whichtheWaddenSeaPlanisvalid,asoutlinedinchapters1.eand5.eofthenominationdocument.Thisisthe areareferredtoinTable2.1ofthenominationdocument(page32).InTable2.1 Extended ,thelandand seascapeswithinthenominatedpropertyhavebeencalculatedinconjunctionwithacalculationofthelandand seascapesintheDanishWaddenSeaAreaandareasintheDutchandGermanWaddenSeaAreaoutsidethe nominatedproperty. Thenominatedproperty“TheWaddenSea”encompassestheareasoftheDutchandGerman(SchleswigHolstein andLowerSaxony)WaddenSeaAreaunderstrictlegalprotection,asoutlinedinchapter5bofthenomination document.Ascanbeseenfromthetable,thelargemajorityoftheareaoftheintertidalsandand,andthe subtidalflatsandgullies,andthesaltmarsharea,arewithinthenominatedproperty. Asoutlinedinchapter3ofthenominationdocument,theOutstandingUniversalValueoftheWaddenSeais particularlyconnectedwiththeintertidalsandandmudflatsandthesubtidalflatsandgulliesofmainlyunvegetated shoalsdividedbyanintricatefractalchannelpatternfringedbysaltmarshesrepresentingallstagesofsuccession andtheassociatedgeomorphologicalprocesses,intertwinedwithecologicalandbiologicalprocessestoformthe biogeomorphologicalinteractions,whicharenotablystronganduniqueatallscales. TheintertidalsandandmudflatsoftheDutchGermanWaddenSeaAreaarealmostallwithinthenominated propertywiththeexceptionofasmallportionintheestuaries.Theportionofthesubtidalflatsandgullies,not withinthenominatedproperty,likewiseincludetheriversandtheouterriverestuaries,whichdonotqualifyfor nomination.ThesaltmarshesoutsidethenominatedpropertyrelatetotheSchleswigHolsteinsaltmarshesonthe inhabitedandthe150meterofforelandinfrontoftheseawalls,whicharenotpartoftheSchleswig HolsteinWaddenSeaNationalPark.ThemajorityoftheDutchGermanWaddenSeaAreaofboththeselandscape types,whichareconsideredtoconstitutetheWaddenSeaproperandinessenceconstitutetheOutstanding UniversalValue,ishencewithinthenominatedproperty. ThelargemajorityoftheareaoftheislandsoftheDutchGermanWaddenSeaArea,whichqualifyforinclusion (beaches,dunesandsandyshoals),arewithinthenominatedproperty.Theareanotincludedconcernsthe inhabitedpartsoftheislandsandthoseislandswhichencompassruralareasanddonotqualifyfornomination.The latterislandsarelocatedprimarilyintheSchleswigHolsteinpart.

AverylargeportionoftheoffshorebeltoftheDutchGermanWaddenSeaAreaiswithinthenominatedproperty. Theareasoftheoffshorebeltwithinthenominatedpropertyarethosewhichareofessentialecologicalimportance as(1)calvingandnursingareaforHarbourPorpoise,(2),beinghabitatsformoultingcommonscotersand(3)hard substratesublitoralhabitat. TheGermanoffshorebeltoffandiswithinthenominatedpropertyforitsimportantcalvingandnursing habitatofHarbourPorpoises.TheDutchoffshorebeltisnotusedasintensivelyforcalvingandnursingofHarbour Porpoise.HarbourPorpoisedensityinsummerislowerthaninwinterandisnotconcentratedontherelatively shallow(<15m)watersclosetotheislands.TheDutchoffshorebelthasanoverallmuchlowerdensityof porpoisesinsummerthantheoffshorezoneofSyltandAmrum,andisassuchnotsoimportanttothefunctioning oftheHarbourPorpoise. Furthermore,animportantreasontoincludepartsoftheoffshorezoneintheGermanpartofthenominated propertyisthepresenceofmoultingareasfortheseaduckCommonScoter.TheimportanceoftheWaddenSea offshorebeltasmoultingareaforScotersisdecreasingfromnortheasttosouthwest.TheDutchoffshorebeltis irregularlyusedasamoultinghabitatforCommonScotersandcontributingamaximumof2,2%ofthetotal. Finally,theoffshorezoneofthenominatedpropertyincludestheReefGround.Thisistheonlyareawhere geogenichardsubstratesformpartsoftheseafloorandtheareahasbeendesignatedasamixtureofthehabitat typsreefsandsublitoralsandbanksundertheEUHabitatDirective.Acomparableareacannotbefoundinthe Dutchoffshorezone. Inconclusion,thelargemajorityoftheDutchGermanWaddenSeaAreaofintertidalsandandmudflats,subtidal flatsandgulliesandsaltmarshes,whichareconsideredtoconstitutetheWaddenSeaproperandexpressesin particularitsOutstandingUniversalValue,ishencewithinthenominatedproperty.Theremainingfeaturesofthe offshorezoneandtheislandsinparticularthedrysandyshoalsarewellrepresentedandsupporttheOutstanding UniversalValuesofthenominatedproperty.

2.ComparisonNominatedProperty–DanishWaddenSea

TheDanishWaddenSeaAreais1,545km²ofwhichtheConservationArea,theareadesignatedasNatureand WildlifeReservebyStatutoryOrderaccordingtotheDanishNatureConservationAct,is1,250km².Assetoutin chapter1.fofthenominationdocument,thecurrentDanishWaddenSeaConservationAreaamountsto12,7%of thetotalWaddenSeaConservationArea.

TheDanishWaddenSeaislocatedatthenorthernendoftheWaddenSea.Themostnorthernpartisreceiving naturallyanamplesupplyofsedimentfromtheadjacentcoasttothenorth,allowingtheareanotonlytokeepup withsealevelrisebutexhibitingpartlyaprogressivecoastaldevelopment.Asacorollary,strongmeasuresof coastaldefencewerenotnecessary. Asoutlinedinthenominationdocument,chapter2.a,page32ftheentireWaddenSeamaybedivided geographicallyintoasouthern,centralandnorthernsubregion.TheDanishpartbelongstothenorthernWadden Seawithaboutonethirdofthatsubregion.TheDanishWaddenSeaisnotanaturalphysiographicentity.Instead, theborderbetweenandcutsrightthroughatidalbasin,notfollowingaphysicaldivide.The DanishWaddenSeamaybeviewedasanextensionoftheNorthFrisianWaddenSeataperinggraduallytowardsits northernend.Thetotalfreshwaterinflowislow.Themainriver,VardeÅ,hasacatchmentareaof1,055km²and thetotalvolumeofwatertransportedduringahalftidalcycleis10 6m³.Thisestuaryisonlyslightlymodifiedby coastalengineering.

TheDanishWaddenSea:ThebarrierislandsFanø,MandøandRømøwiththehighsandsandthemainland.Inthe fardistance,theGermanislandSyltcanbedistinguished(Photo:SvendTougaard). TheDanishWaddenSeahasnofeatureswhichmakesitdistinctfromtheotherpartsoftheWaddenSea.The barrieralongtheoutercoastisformedbytwoelongatedislands,RømøandFanø,andSkallingenpeninsulawith somehighsandsinbetween.Skallingenpeninsulainthenorthisofaratherrecentoriginbuthasanerodingbeach withhighdunesverysimilartothelongsandyspitsontheislandofSyltjustsouthoftheDanishborder.Rømøand Fanøhavewideaccretingbeacheswithlowduneridges,resemblingthecoastalconfigurationofthewesternpartof EiderstedtpeninsulaatthesouthernedgeofthenorthernWaddenSeaaswellasthebarrierislandinthesouthern WaddenSea.AparticularlywidebeachhasdevelopedattheislandofRømø.Thisisaresultofthesouthwarddrift ofsedimentfromerodingmorainedeposits(Hornsrev)submergedintheNorthSeajustnorthoftheDanishWadden Sea.ThissedimentdriftendsattheislandofRømøandthereprovidesanexampleforagrowingbeachandnew dunedevelopmentinspiteofsealevelrise. ConspicuousarethedynamichighsandsintheDanishpartoftheWaddenSea,whichagainaresimilartotheones furthersouthbetweentheGermanislandAmrumandEiderstedtpeninsula.Thetidalwaterspassthroughfourinlets ofwhichthelargestanddeepestone,theListerDyb,isdissectedbytheDanishGermanborder.Tidalrange decreasesfromabout2minthesouth(Listtidalbasin)to1.3minthenorth(HoBugt).Asinallotherpartsofthe WaddenSea,thetidalflatsaremainlysandy.Muddyflatsareconfinedtothemostshelteredareas,mostlyfringing thesaltmarshesalongthemainland.SimilartotheadjacentNorthFrisianWaddenSeainGermany,extensive seagrassbedsabound,andmusselbedsaroundlowtidelevelarewelldevelopedintheListerDybandGrådybtidal basins. AsaspecialfeatureofthenorthernsubregionoftheWaddenSea,thelagooncockle Cerastodermaglaucum occursinsaltmarshcreeksandinshelteredseagrassbedswithsomecoverofwaterthroughoutlowtideperiod. Thissisterspeciestotheotherwisewidespreadcommoncockle C.edule ontidalflatsoccursinafewsemi isolatedpatchesscatteredthroughouttheDanishandNorthFrisianWaddenSea.Connectionbetweenthese patchesaswellastomoredistantpopulationselsewherealongEuropeancoastsisprobablymaintainedbymigrant birdswhichcarrytheadhesiveeggsofthisbivalveoverlongdistances.

InterspersedinthebackbarriertidalareaoftheDanishWaddenSeaarethesmallislets,Mandøand .TheseresemblethehalligenoftheadjacentNorthFrisianWaddenSea,however,Mandøhasbeen protectedinpartbyadike,whileJordsandgraduallyerodedawayandsince1998onlyabarehighsandhastaken itsplace.Ontheotherhand,thehighseawardofMandømayeventuallygiverisetoanewbarrierisland, providedthisdevelopmentwillnotbereversedbytheexpectedaccelerationinsealevelrise.

AttheleesideofSkallingenpeninsula,alargeandnaturalsaltmarshextendswhichhasbeencloselystudied.It developedonahighsandplainattheonsetofthelastcenturywiththepioneeringplants Salicornia and Puccinellia . Accretionrateswerehighestatthelandwardandseawardedges,leavingacentraldepressionwithhighsalinities duringevaporationinsummer.Thengraduallymeanderingcreeksformed,drainedthecentralareaandthisallowed forvegetationdevelopmentthereaswell.Themarshispartlygrazedbydomesticsheepbutotherwiseisina naturalstate.AtthemainlandnearthetownofRibe,adifferenttypeofnaturalsaltmarshdevelopmentisongoing (Råhede).Thisisaninterestingexampleforalternatingeffectsofanddeposition.Theedgeofthemarshis erodedbytheprevailingwaves.Infrontoftheemergingcliffofabout0.5minheight,arunnelparalleltothecliffis developingandcreatesasandyridgeonitsseawardside.Oncethisridgehasgrownuptohightidelevel,pioneer vegetationbeginstoaccretefinematerialandanewsaltmarshisgrowingupinfrontoftheoldone.Inthecourse oftimethenewmarshmergeswiththeoldoneandwavescreateanewcliffonitsseawardside.Thisprocess repeatsandaregularpatternofridgesatdistancesofabouthundredmetersemergesatatimescaleofafew decades.IntheDanishWaddenSea,suchrecentandongoingsaltmarshdevelopmentscanbeobservedalong partsofthemainlandcoastbecauselandclaimoperationshavebeenlessintensivethanintheotherregionsofthe WaddenSea.

TheDanishWaddenSea:KnudedybbetweentheFanøandMandøinthedirectionofMandøandthemainland (Photo:SvendTougaard) AnotherfeatureoftheDanishWaddenSeaaretwowelldevelopedPleistocenecliffswheremorainedepositsofthe lastbutoneglacialperiodareeroding.TheseprovideaninterestingglanceintothedistantpastoftheNorthSea coast.Inthecentralandsouthernsubregions,suchcliffsarenowadayspositionedfurtherinlandbecauseof extensivemarshdevelopmentinfrontaftertherapidpostglacialsealevelrisehaddeclinedtoitspresentrate. ThevaluesthatareuniquetotheWaddenSeaandofoutstandinguniversalvalueareextensivelydescribedand justifiedinthenomination,inparticularinchapter3.Asoutlinedinchapter3.b(ProposedStatementofOutstanding UniversalValue)theWaddenSeaformsthelargestunbrokensystemoftidalsandandmudflatsworldwidewith naturaldynamicprocessesproceedinginawidelyunimpairednaturalstate. ItisanoutstandingexampleoftheHolocenedevelopmentofasandycoastunderconditionsofrisingsealeveland isuniqueinthatitistheonlyextensivetidalflatandbarrierislanddepositionalsystemintheWorld.Itsgeological andgeomorphologicalfeaturesarecloselyentwinedwithbiophysicalprocessandprovideaninvaluablerecordof theongoingdynamicadaptationofcoastalenvironmentstoglobalchange.Thehighprimaryandsecondary productionintheWaddenSeahelpstosustainspeciesofbirds,fishandcrustaceansandsealswellbeyondits

6 MemoHDV0859 borders.Therichanddiversehabitatsareofoutstandinginternationalimportanceasanessentialhabitatfor migratorywaterbirds. TheDanishWaddenSeaisanintegralpartofthenorthernsubregionoftheWaddenSeawhichisdefinedbythe occurrenceofawelldevelopedouterbarriercomposedofislandsandhighsands,anextensivetidalareawith somescatteredmarshyisletsinterspersedofwhichsomebecomesubmergedduringstormtidesbecausethey haveremainedundefendedbyhighseawalls.Abiologicallyoutstandingfeaturearethelargeintertidalseagrass beds,thelargestwithinEurope,whichextendbothintheGermanandtheDanishpartofthenorthernWaddenSea andcomplementeachother.TheDanishWaddenSeaisanaturalmarvelbuthasnouniqueattributessettingit apartfromthenominatedWaddenSeaareaorconversely,thenominatedarealacksnonaturalvalueswhichare universallyoutstandingfortheentireWaddenSearegion. Inconclusion,alltheoutstandinguniversalvaluesthatarefoundwithinthenominatedpropertyareequallyfound withintheDanishWaddenSea.Assetoutinthenominationdossierchapter1.fandfurthersubstantiatedbythe aboveTable2.1 Extended ,thenominatedpropertyincludesallelementsnecessarytoexpressitsOutstanding UniversalValueandisofadequatesizetoensurethecompleterepresentationofthefeaturesandprocesseswhich conveytheproperty’ssignificance.
