ACTION 4 Notes of the Last Meeting It was resolved that the notes of the meeting held on 20 July 2016 be signed by the Chairman as a true record. 5 Current Policing Issues – Partners and Communities Together (PACT) No update as no officer present. 6 Shropshire Fire and Rescue Firefighter Brad Kingsley spoke about current issues. Mobile phone charging – it is not safe to leave chargers plugged in overnight or unattended. Smoke Alarms – make sure they are regularly tested. Free smoke alarms – are available to disabled people and pensioners. Call 01743 260 200. Fire trucks – some discussion took place about inconsiderate parking that prevents access for the fire truck. Particular problem areas are Hodgecroft and Havelock Crescent. Brad will try to find out if there are any leaflets available to put on cars. 7 Community First Responders Robin Bennett spoke about first responders in Much Wenlock. West Midlands Ambulance Service train volunteers to provide emergency medical care and treatment before the arrival of a full time ambulance. Much Wenlock has its own response vehicle. William Brookes School and Bella Rosa sponsor it and Wenlock Motors maintain it for nothing. Fund raising is essential and they are currently in the process of trying to raise funds for defibrillators in Easthope and Stanton Long. National Non Domestic Rates RURAL SETTLEMENT LIST 2014 1 1. Background Legislation With effect from 1st April 1998, the Local Government Finance and Rating Act 1997 introduced a scheme of mandatory rate relief for certain kinds of hereditament situated in ‘rural settlements’. A ‘rural settlement’ is defined as a settlement that has a population of not more than 3,000 on 31st December immediately before the chargeable year in question. The Non-Domestic Rating (Rural Settlements) (England) (Amendment) Order 2009 (S.I. 2009/3176) prescribes the following hereditaments as being eligible with effect from 1st April 2010:- Sole food shop within a rural settlement and has a RV of less than £8,500; Sole general store within a rural settlement and has a RV of less than £8,500; Sole post office within a rural settlement and has a RV of less than £8,500; Sole public house within a rural settlement and has a RV of less than £12,500; Sole petrol filling station within a rural settlement and has a RV of less than £12,500; Section 47 of the Local Government Finance Act 1988 provides that a billing authority may grant discretionary relief for hereditaments to which mandatory relief applies, and additionally to any hereditament within a rural settlement which is used for purposes which are of benefit to the local community. Sections 42A and 42B of Schedule 1 of the Local Government and Rating Act 1997 dictate that each Billing Authority must prepare and maintain a Rural Settlement List, which is to identify any settlements which:- a) Are wholly or partly within the authority’s area; b) Appear to have a population of not more than 3,000 on 31st December immediately before the chargeable financial year in question; and c) Are, in that financial year, wholly or partly, within an area designated for the purpose.

A Vicar's Life
A Vicar’s Life: Rural communities at the heart of BBC documentary Four clergy in the Diocese of Hereford were the focus of A Vicar’s Life, a six-part documentary series broadcast on BBC Two in 2018. The observational documentary followed three established vicars and a new curate over a six-month period as they ministered at the heart of rural communities, christening babies, marrying couples and burying loved ones. Camera crews spent six months capturing the life and times of parishes stretching from the beautiful small market town of Much Wenlock in the north of the diocese, to Breinton and the west of Hereford and up into the Black Mountains. However, this series was no Vicar of Dibley as their modern day rural ministry sees them tackle pressing social problems of today including, homelessness, dementia, farm sell offs and supporting refugees. This is all against the backdrop of a Church looking to grow today’s generation of Christians, as well as balance the books and maintain hundreds of historic churches. The series shows inspiring local leadership sharing a Christian message of hope and the breadth of church experiences, which are ensuring there is a church for the future for all people in all places. The Bishop of Hereford, the Rt Revd, Richard Frith said: ‘I’m delighted that the spotlight is on the worship and faith in action in our rural diocese and on the incredibly valuable role our clergy and church members play in communities large and small. ‘In these times of austerity cuts and a reduction in the voluntary sector the Church is often the only organisation left helping those in need, particularly in our very rural parts where the church building itself is the only focal place where a community can gather together.

It examines how perceptions of an ideal hunting country, and what constituted an elite quarry, altered in tandem with alterations to the English lowland countryside. The relationship between the landscape and changes bought about by the upheaval of enclosure and agricultural development are discussed, in the context of the evolution in practice and geographical spread of foxhunting, at a national, regional and county-wide level. Several long-held beliefs are challenged. The social history of foxhunting and the increased participation of both ‘polite’ urban neophytes and prosperous tenant farmers during the two centuries is compared with the declining involvement of women. The impact of hunt clubs and the rise of subscription packs in the two study areas is contrasted. The influence of changes in the landscape on foxhunting is considered alongside the reciprocal impact of foxhunters manipulating the physical surroundings to enhance their sport. A detailed study of the history of hunting and its most iconic feature, the covert, in Norfolk and Shropshire highlights the importance of landowners control over the countryside.
