A DISCURSIVE ANALYSIS OF RANGATIRATANGA IN A MÄORI FISHERIES CONTEXT Anne- Marie Jackson* Abstract Rangatiratanga is a nodal discourse that subsumes a number of smaller discourses. This paper utilises critical discourse analysis to examine the emergent discourses of rangatiratanga within the context of Mäori fi sheries management. Three Tiriti o Waitangi translation texts and six Waitangi Tribunal texts relevant to fi sheries were selected as the texts. The main conclusions are that there are multiple understandings of the discourses of rangatiratanga that allows for certain meanings and not others, and while the principles of the Treaty of Waitangi retain the spirit of the Treaty, the principles in fact limit and restrict the full authority of rangatiratanga that is guaranteed under the Treaty. It remains to be seen whether rangatiratanga that is provided in a Mäori fi sheries context allows for the myriad of understandings discussed in this paper. Introduction Possession is a widely discussed topic in Polynesian Linguistics in part because of the complex dual system shared by most languages in the Polynesian family and retained largely unchanged until today. This possession system is represented by the notion of A/O possession: a dual possessive system with a strong semantic component, most often related as the presence or absence of control between possessor and possessee. Some linguists (Mutu, 2011) have alluded to the possibility of some levelling occurring in certain languages, but most point to a surprisingly strong retention throughout the Polynesian language family. Despite this supposed unity throughout Polynesia, linguists are less than unified in their interpretation of this possessive system. Wilson, for example quickly dismiss the idea that the Maori and Hawaiian systems exhibit an alienable/inalienable distinction (Wilson, 1982). Others, such as Schutz (on Maori, 1995) and Du Feu (on Rapa Nui, 1996), however, describe the system in exactly those terms. Understandably, authors such as Wilson resist the label of inalienability in order to suggest the semantic complexity underpinning the system. A cycle of complexity has thus been created in the literature, and most writings on Polynesian possession focus on the precise semantic motivation behind the synchronic possessive system. Few if any linguists, however, have considered the possessive system diachronically as a process of gradual levelling of a Proto-Polynesian possessive system that was most likely to a greater extent semantically motivated. -

PAUL MOON Maketu’s Execution and the Extension of British Sovereignty in New Zealand The execution of a minor chief in 1842 in Auckland Prison for the crime of murder would normally be of little significance in the evolution of a nation’s statehood, unless it triggered some form or rebellion or even revolution. The history of colonial rule in the British Empire in the nineteenth century contains many examples of murderers receiving capital punishment for their crime. However, the constitutional significance of the Governor’s determination to execute the criminal was of substantial, principally because it signified the Crown’s willingness – at this relatively early stage in Crown Colony Government in New Zealand – to extend its jurisdiction so that British law would apply to Maori communities. Too often, it has been taken for granted that the Treaty of Waitangi asserted (initially in principle and gradually in practice) British sovereignty over Maori as well as Europeans in the country. However, what the Maketu example illustrates is that the limits of British sovereignty in New Zealand prior to 1842 were confined exclusively to the non-Maori population, as had been the expectation of the Colonial Office in the two years leading up to the conclusion of the Treaty. PAUL MOON A Chequered Renaissance: The Evolution of Maori Society, 1984- 2004 Introduction In the wake of Labour’s euphoric victory in the 1984 General Election, two conferences were swiftly organised by the new Government. The first was an economic summit that took place in September of that year. It sought to proclaim a new period of prosperity for the country – one which would be achieved primarily by means of an extensive liberalisation of the economy. The following month, the Hui Taumata was convened by the Minister of Maori Affairs, Koro Wetere. It was a summit of Maori leaders that its organisers hoped would herald a period of vigorous and substantial progress for Maori. Not since the height of the Kotahitanga movement in the 1890s had so many hapu and iwi representatives gathered together with the intent to foster Maori development in such a concerted manner. The overriding emphasis of the 1984 Hui Taumata was on the need for significantly increased Maori access to and management of resources. Maori – according to Prime Minister David Lange at the opening of the Hui – were to be the authors of their own subsequent development. 1 This emphasis on greater Maori self-determination and development, though, was not merely a spontaneous gesture on behalf of the Government. It was as much a reaction to the culmination of forces for change that had been building up for at least a decade. Its immediate paternity included the rise of activist groups such as Nga Tamatoa in the early 1970s, increased Maori politicisation in general, the inception of the Waitangi Tribunal in 1975, a growing Maori population, and the emergence of a strong and articulate Maori intelligentsia. -

PAUL MOON Links between Maori Cultural Well- Being and Participation in Sports: A Literature Review INTRODUCTION The purpose of this literature review is to explore various dimensions of the relationship between participation by Maori in sports, the creation and maintenance of sustainable cultural infrastructures, and the contribution of these elements to an enhanced sense and practice of cultural identity. This is achieved through undertaking a qualitative survey of the present domestic literature on the topic, as well as drawing on the more extensive corpus of international research which addresses these types of topics, themes, and links. The issue of cultural wellbeing has the potential for a profound impact on sustainable Maori success, which is one of the prescribed potential outcomes identified by Te Puni Kokiri for this research. This review will contribute to that process by providing specific analyses of the types of connections between participation in sports and the potential enhancement of cultural identity. Structure This review commences with a general introduction that prefigures some of the main themes that will be addressed, followed by the rationale behind the review, the methodological approach, and the definitions used. This is then succeeded by the five main sections of the review. The Christchurch Mosque Murders and What Came After
SHARON MAZER From Performance to Performativity: The Christchurch Mosque Murders and What Came After Time, arrested by trauma, unwinds toward interpretation. (Nichols 2007:95)1 On Friday 15th March 2019, a white Australian man armed with assault weapons attacked Muslim worshippers at two mosques in Christchurch, New Zealand.2 Fifty-one people were murdered. Another 49 were injured. Families and their communities were devastated. Almost a year later, they are evermore deeply into the hard, impossibly sad process of recovery. The city of Christchurch, still reeling from the catastrophic earthquakes of 2010-2011, took the blow to its determinedly imperturbable façade hard, but is now moving on. Aotearoa New Zealand likewise. Staged as a series of performances, the attack and its aftermath were also acutely performative.
