(a) Will he inform this House—

(i) the number of dry lease and wet lease aircrafts being used by Mihin Air;

(ii) whether they were selected through a tender process;

(iii) if so, names of the companies quoted and the selection process; and

(iv) the person who decided that?

(b) Will he state—

(i) the cost being charged per month from dry or wet lease basis;

(ii) whether the interviews were held;

(iii) the Panel and their recommendation for the final selection approved by the auditors;

(iv) the number of staff members, working;

(v) their salary scales and the impact to the company, per month basis;

(vi) the accounts of the Mihin Air to-date;

(vii) the date and the amount transferred to Mihin Air from the Government;

(viii) the Head that the money transferred from and the date that the Parliament approved the payment; and

(ix) the Head under which, the Mihin Air got the allocation of funds in the years 2006 and 2007 through the Appropriation Acts?

(c) Will he submit to this House the names of the key officers of the Treasury and Mihin Air, who were involved in Mihin Air Limited financial transactions? (d) Will he admit that the money has not been legally allocated and therefore all the officers are subjected to misuse of public funds? (e) If not, why?

Ravi Karunanayake,— To ask the Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order,—(2) (a) Will he inform this House— (i) the number of times that His Excellency the President has gone overseas; (ii) the names of the countries; (iii) the number of people accompanied; and (iv) the reason for accompaniment? (b) Will he state— (i) the cost incurred on these overseas trips; and (ii) the significant gains from the trips, for the country? (c) If not, why?

Ravi Karunanayake,— To ask the Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—(2) (a) Will he inform this House— (i) the total cost of His Excellency the President’s trip to Iran in November, 2007; (ii) the number of people accompanied; (iii) the benefits received to the country; (iv) the names and the quantity of them; (v) the quantity received to date;

(vi) the dates and the quantity to be received; and (vii) the areas that the benefits are relevant to? (b) Will he state what we have offered Iran in return? (c) If not, why?

Anura Dissanayake,— To ask the Minister of Irrigation and Water Management and Minister of Ports and Aviation,—(3) (a) Will he inform this House whether the aircrafts owned by ‘Mihin Air’ have been purchased or whether they have been obtained on lease? (b) Will he inform this House of,— (i) the procedure followed in purchasing the aforesaid aircrafts, if they have been purchased; and (ii) the price at which they were purchased? (c) Will he submit to this House,— (i) the date on which the leased aircrafts were obtained if there are aircrafts that have been obtained on lease; (ii) if tender procedure was followed in obtaining them, the date on which it was done; and (iii) the basis on which money was paid for aircrafts obtained in this manner, the amount of money that was paid and the relevant conditions? (d) Will he state,— (i) separately, the amount of money that has been paid monthly up to now for the aircrafts that have been obtained on lease; and (ii) the amounts of money outstanding, if there are any? (e) If not, why?

0769/’08 5. Hon. Thilakaratne Withanachchi,— To ask the Minister of Healthcare and Nutrition,—(2) (a) Will he submit to this House— (i) the number of members of the staff of the Niyagama MOH office in Galle at present;

(ii) the number of members of the staff that should be there in relation to the population of the aforesaid area; (iii) separately, the difference between the staff that should be there and the present staff; and (iv) whether payments including traveling expenses have been paid to the staff without arrears?

(b) Will he state— (i) the number of Gramodaya Health Centres situated in the area of the Niyagama MOH office; (ii) whether the facilities such as water, electricity, weighing machines and seating facilities for the mothers who come to these centres have been provided; and (iii) whether necessary toilet facilities have been provided under the aided latrine scheme?

(c) Will he inform this House—

(i) whether the aforesaid office has vehicles; (ii) the amount of fuel allocated monthly for the aforesaid vehicles; and (iii) whether that amount is sufficient for traveling related to official work?

(d) Will he state— (i) whether Public Health Inspectors and Family Health Officers have been given the motor cycles entitled to them; and (ii) if not, the time period within which the aforesaid motor cycles will be given?

(e) If not, why?

0779/’08 6. Hon. Thilakaratne Withanachchi,— To ask the Minister of Industrial Development,—(2) (a) Is he aware that— (i) Chant Lanka Confectionaries situated in Ginimellagaha, Baddegama is run as local factory which provides jobs to a large number of people; (ii) it has not been possible to increase the capacity of the aforesaid factory as it has not been provided with three-phase electricity supply; and

(iii) even though the Ceylon Electricity Board has been requested to provide three-phase electricity supply it has not been provided so far due to the difference of a number of metres in the distance? (b) Will he inform this House whether it has been reported to the relevant Ministry that electricity supply has to be obtained by installing a new electricity transformer as a result of the above mentioned reason? (c) Will he admit that— (i) it is impossible to invest such a huge amount of money on a single occasion as the current cost of production is very high; and (ii) jobs could be provided to many more people, if an electricity sub- station could be provided for this factory under the Mahinda Chinthana Programme of developing domestic industry? (d) Considering the above mentioned situation, will he state whether action will be taken after exploring the possibility of providing at least part of the cost of setting up a new electricity sub-station under the programme of protecting and developing domestic industries? (e) If not, why?

Lakshman Nipunaarachchi,— To ask the Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—(1) (a) Will he inform this House— (i) of the number of families that lost their places of residence and the number of houses destroyed due to the Tsunami that struck the Island on 26 th December 2004; and; (ii) the number of families provided with permanent houses or compensation to live in a permanent house, so far, with state intervention? (b) Will he state— (i) the number of families provided with permanent houses by various organizations and individuals with no direct intervention of the Government; (ii) the number of families whose housing problem has thus been solved; (iii) the number of families that lost their houses due to the Tsunami and are still languishing for want of permanent houses; and (iv) on district basis, the number of families which live in temporary shelters, having lost their permanent houses in the Tsunami?

(c) If not, why?

Lakshman Nipunaarachchi,— To ask the Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—(1) (a) Will he submit to this House— (i) the amount of outstanding foreign loans due to be settled by the Government of at the time of the Tsunami on 26 th December 2004; (ii) the value of the total foreign aid (not loans) the Government of Sri Lanka has received so far in cash, on account of the Tsunami; (iii) the amount of foreign loans repayable by the Government of Sri Lanka and yet were written off following agreements with the relevant countries; and (iv) accordingly, the value of the loans thus exempted out of the outstanding foreign loans following the Tsunami of 26 th December 2004? (b) Will he state separately— (i) the foreign organizations and countries that assisted the Government of Sri Lanka financially (not loans) on account of the Tsunami; (ii) the amount so provided; and (iii) the organizations or the countries that waived off the loans granted to Sri Lanka, after the Tsunami? (c) If not, why?

Lakshman Nipunaarachchi,— To ask the Minister of Urban Development and Sacred Area Development,—(1) (a) Will he submit to this House separately,— (i) the total number of Houses demolished in the Colombo district prior to the SAARC Summit 2008, due to Security reasons or became they were unauthorized constructions; (ii) the places where the houses were so demolished ; and (iii) the number of families that lost their houses due to this act? (b) Will he state,— (i) the number of families that were provided with permanent houses with the involvement of the Government, after they lost their houses following their demolition; and

(ii) the number of families that were provided with temporary houses? (c) If not, why?

0939/’08 10. Hon. (Mrs.) Renuka Herath,— To ask the Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order,—(1) (a) Will he inform this House separately of the number of personnel in the Army, Navy, Air Force and Police who died in military operations in the North and East during the relevant period according to the facts submitted in the Emergency debate held in July 2007 (Hansard copy No.170/7)? (b) Will he submit to this House separately— (i) the name of the camp or the place of duty to which the above mentioned personnel were attached; (ii) the military operations in which they were involved at the time of their death or injury and the dates on which they died; (iii) the names and the private addresses of the aforesaid personnel; and (iv) the names of their dependants and the allowances that have been given to them? (c) Will he state separately — (i) if salaries and pensions are paid on behalf of the above mentioned personnel the names of the persons who receive them; and (ii) the names of the Divisional Secretariats or the District Secretariats from which the above mentioned payments are received? (d) If not, why?

Jinadasa Kitulagoda,— To ask the Minister of Local Government and Provincial Councils,—(1) (a) Is he aware of the news items carried by the print and electronic media including the ‘Lanka’ weekend newspaper on 17.08.2008 to the effect that a ‘Montero’ vehicle had been offered as a bribe by the Chief Minister of the North Central Province to the Leader of the Opposition of the same Provincial Council prior to the last provincial council election in order to seek the passage of the annual budget? (b) Will he inform this House— (i) if so, whether any action has been taken against the Chief Minister of the aforesaid Provincial Council and the Leader of the Opposition of the Provincial Council, since the offering of the bribe as well as the soliciting of a bribe are serious and punishable offences; and

(ii) if any action has not been taken regarding this matter, the reasons for not doing so? (c) If not, why?

0997/’08 12. Hon. Y.M. Navaratne Banda,— To ask the Minister of Education,—(1) (a) Will he inform this House of— (i) the number of candidates who sat for the General Certificate of Education (Ordinary Level) examination that was held in December 2007; (ii) out of the aforesaid number, the number of candidates who obtained qualifications for the General Certificate of Education (Advanced Level) examination; (iii) the number of persons who failed the aforesaid examination and their percentage; (iv) whether there are schools in which all the candidates have failed the examination; (v) if so, the names of those schools; (vi) whether the reasons that contributed for such a situation in those schools have been looked into; (vii) whether there are remedies adopted for them; and (viii) if so, what they are? (b) If not, why?

0998/’08 13. Hon. Y.M. Navaratne Banda,— To ask the Minister of Education,—(1) (a) Will he inform this House— (i) the number of students who sat for the Grade 5 scholarship examination in the year 2008; (ii) separately, the number of students who passed the aforesaid scholarship examination from each district; (iii) the percentage of the students who have failed the aforesaid examination against the total number of students who sat for the examination; and

(iv) the number of students who have scored zero (00) marks at the examination and their percentage?

(b) Will he admit that all the parties, namely teachers, students and parents are subjected to mental distress as a result of the Grade 5 scholarship examination? (c) Will he state whether the Ministry of Education possesses alternative solutions for it? (d) If not, why?

Ranjith Aluvihare,— To ask the Minister of Environment and Natural Resources,—(1) (a) Is he aware that unauthorized sand mining is done at Ma oya close to the Thunthota bridge area in Yatagama, Rambukkana? (b) Will he admit that Mr. G.D. Aloysius Saparamadu of Yatagama, Rambukkana has submitted a complaint in this regard on 29.02.2008? (c) Will he state— (i) the steps that have been taken regarding this unauthorized sand mining; and (ii) the reason for not stopping this unauthorized sand mining? (d) If not, why?

Hon. ,— To ask the Minister of Finance and Planning,—(1) (a) Is he aware that— (i) a person by the name of Kulasekara has been recruited as the Transport Manager in the Bank of Ceylon, on contract basis; (ii) he has taken three vehicles belonging to the Bank of Ceylon for his personal use; and (iii) several jeeps of Prado make belonging to the Bank of Ceylon have been misplaced at present? (b) Will he admit that action is being taken by the management to give pre- dated permission that is required to use vehicles, to the Transport Manager who is destroying the property owned by the Bank of Ceylon, in an improper manner? (c) Will he take necessary action with regard to the improper use and misplacing of vehicles belonging to the Bank of Ceylon by the person named Kulasekara, the Transport Manager, who has been recruited on contract basis? (d) If not, why?

And this Parliament further resolves that the salaries determined by this resolution, replace the salaries determined by the resolution moved in Parliament on September 09, 2004, relating to the salaries payable to the judges of the Supreme Court and of the Court of Appeal. *23. The Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—Determination under the Constitution (No.2),— That this Parliament hereby determines under Article 108(1) of the Constitution of the Democratic Socialist Republic of Sri Lanka that the monthly personal allowance payable to the Hon. Chief Justice, the Judges of the Supreme Court, the President of the Court of Appeal and the Judges of the Court of Appeal shall be an amount equivalent to 25% of their respective salaries, with effect from 01.07.2008.

And this Parliament further resolves that the personal allowance determined by this resolution, replaces the personal allowances determined by resolution moved in Parliament on March 17 th , 1998, relating to the personal allowances payable to the Judges of the Supreme Court and of the Court of Appeal. (Cabinet approval signified) *24. The Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—Determination under the Constitution (No.3),— That this Parliament hereby determines under Article 108(1) of the Constitution of the Democratic Socialist Republic of Sri Lanka that the monthly rent allowance payable to the Hon. Chief Justice, Judges of the Supreme Court, the President of the Court of Appeal and the Judges of the Court of Appeal with effect from 01.08.2007, be as follows:

Hon. Chief Justice Rs. 27,500.00

Judges of the Supreme Court and the Rs. 25,000.00 President of the Court of Appeal

Judges of the Court of Appeal Rs. 22,500.00

And this Parliament further resolves that the rent allowances determined by this resolution, replaces the rent allowances determined by Parliament on September 09, 2004, as payable to the judges of the Supreme Court and of the Court of Appeal. The Prime Minister, Minister of Internal Administration, and Deputy Minister of Defence, Public Security, Law and Order,—Determination under the Constitution (No.4),— That this Parliament hereby determines under Article 108(1) of the Constitution of the Democratic Socialist Republic of Sri Lanka that the Hon. Chief Justice shall be paid a monthly allowance of Rs. 3,500/- as an entertainment allowance with effect from 01.07.2008.

And this Parliament further resolves that the entertainment allowance determined by this resolution, replaces the entertainment allowance determined earlier by the resolution moved in Parliament, relating to the entertainment allowance payable to the Hon. (Mrs.) Renuka Herath,— To ask the Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order,—(1) (a) Will he inform this House separately of the number of personnel in the Army, Navy, Air Force and Police who died in military operations in the North and East during the relevant period according to the facts submitted in the Emergency debate held in August 2007 (Hansard copy No.170/13)?

(b) Will he submit to this House separately—

(i) the name of the camp or the place of duty to which the above mentioned personnel were attached;

(ii) the military operations in which they were involved at the time of their death or injury and the dates on which they died;

(iii) the names and the private addresses of the aforesaid personnel; and

(iv) the names of their dependants and the allowances that have been given to them?

(c) Will he state separately —

(i) if salaries and pensions are paid on behalf of the above mentioned personnel the names of the persons who receive them; and

(ii) the names of the Divisional Secretariats or the District Secretariats from which the above mentioned payments are received?

(d) If not, why?
