    Educated Youth Should Go to the Rural Areas: A Tale of Education, Employment and Social Values* Yang You† Harvard University This draft: July 2018 Abstract I use a quasi-random urban-dweller allocation in rural areas during Mao’s Mass Rustication Movement to identify human capital externalities in education, employment, and social values. First, rural residents acquired an additional 0.1-0.2 years of education from a 1% increase in the density of sent-down youth measured by the number of sent-down youth in 1969 over the population size in 1982. Second, as economic outcomes, people educated during the rustication period suffered from less non-agricultural employment in 1990. Conversely, in 2000, they enjoyed increased hiring in all non-agricultural occupations and lower unemployment. Third, sent-down youth changed the social values of rural residents who reported higher levels of trust, enhanced subjective well-being, altered trust from traditional Chinese medicine to Western medicine, and shifted job attitudes from objective cognitive assessments to affective job satisfaction. To explore the mechanism, I document that sent-down youth served as rural teachers with two new county-level datasets. Abstract. The highly correlation between the development and resources incurs the serious problems of employment during the economic transition, such as greater re-employment population, lower elasticity of employment, greater unemployed workers in coal industry. These problems not only hinder the social stability, but also slow the economic transition and industries updating process. We hope to push forward the economic transition of resource-based cities and therefore solve the employment problems through the following measures: developing specific modern agriculture and modern service industry, encouraging and supporting entrepreneurships, implementing re-employment trainings, strengthening the public services systems for SMEs etc. Background According to the latest statistics from the State Council for 2013, there exists 239 resource-based cities in China, including 31 growing resource-based cities, 141 mature, and 67 exhausted. In the process of economic reform, resource-based cities face a series of development challenges. In December 2007, the State Council issued the Opinions on Promoting the Sustainable Development of Resource-Based Cities. The National Development and Reform Commission identified 44 resource-exhausted cities from March 2008 to March 2009, supporting them with capital, financial policy and financial transfer payment funds. However, few studies on TB-related stigma have been completed in China. The aim of the current study was to explore the status of TB-related stigma and its associated predictive factors among TB patients in Dalian, Northeast China. Methods: An institution-based, cross-sectional survey was conducted among outpatients at Dalian Tuberculosis Hospital in Liaoning Province, Northeast China. Data were collected by using a questionnaire that measured TB- related stigma, treatment status, anxiety, social support, doctor-patient communication and so on. A multiple linear regression model was used to determine the predictors of TB-related stigma. Results: A total of 601 eligible participants were recruited. The mean score for TB-related stigma was 9.07, and the median score was 10. The average scores for anxiety, social support and doctor-patient communication were 4.03, 25.41 and 17.17, respectively. Multiple linear regression analysis revealed that patients who were female (β = 1.19, 95% CI: 0.38–2.01, P < 0.05), had self-assessed moderate or severe disease (β = 1.08, 95% CI: 0.12–2.03 and β = 1.36, 95% CI: 0.03–2.70, respectively, P < 0.05), and had anxiety (β = 0.38, 95% CI: 0.30–0.46, P < 0.001) were more likely to have a greater level of TB-related stigma than their counterparts.

Since 2008, many local governments have deferred the plan of adjusting minimum wages due to the financial crisis. As economic results are improving, the government of Jiangsu Province has decided to raise the minimum wages. On January 23, 2010, the Department of Human Resources and Social Security of Jiangsu Province declared that the minimum wages in Jiangsu Province would be increased from February 1, 2010 according to Interim Provisions on Minimum Wages of Enterprises in Jiangsu Province and Minimum Wages Standard issued by the central government.     Summary on Marine and Coastal Protected Areas in NOWPAP Region (NOWPAP DINRAC, March 2010) 1. Overview This summary is based on the Database on Coastal and Marine Nature Reserves in the Northwest Pacific Region (NowpapNatureReserve, http://dinrac.nowpap.org/NowpapNatureReserve.php) which is developed and maintained by NOWPAP DINRAC. The data was collected and provided by the National Focal Points of DINRAC started from 2006 and updated periodically. The WDPA (World database of protected areas, http://www.wdpa-marine.org), and the Ramsar Sites Database (http://ramsar.wetlands.org) were also taken as reference. The summary intends to give an overview and understanding on current situation of marine and coastal protected areas (MPAs) in NOWPAP region. The MPAs - marine and coastal protected areas comprise the nature reserves, national parks, wetland protected areas (Ramsar Sites) in NOWPAP Region. The sea area mainly covers the Yellow Sea and Eastern Area of NOWPAP region. Based on the existing data, there are total 87 MPAs in NOWPAP region covers an area of 4,090,046ha (Table 1 to Table 3). The earliest MPA was established in October 1916 and the latest was in August 2007 (Table 4). The smallest area is 10ha in Japan and largest area is 909,000ha in China (Table 5). Statistics tables and figures below are conducted on number, area, protected level, protected type and protected objectives (species) for MPAs in NOWPAP (Table 6 and Fig.1 to Fig.5).     Adequate Areas in China for the Application of Vetiver System Liyu XU (China Vetiver Network, Nanjing 210008) Abstract: Vetiver System was introduced into China by Mr. Grimshaw from the World Bank in 1988. Beginning from the Fuzhou Symposium in 1997, the system was applied for infrastructure protection in China. Since the Nanchang Symposium in 1999, it was extended quickly countrywide, and in particular, it was extensively applied and extended in South China. On the basis of reviewing successful research cases all over China, this paper deals with adequate areas where vetiver grasses can be planted, and lists related issues that should be further studied in the future. Key words: Vetiver system, Slope protection, Adequate planting area Environment protection is one of the most urgent missions faced by the contemporary world and also one of the basic tasks faced by the Chinese people in their economical construction and social development. Therefore, it should be considered as a basic state policy to be adhered in a long historic period. In its broad sense, environment protection consists of two fields, i.e., soil and water conservation as well as pollution control. To practice environment protection, various measures may be adopted. However, among those measures, bioengineering technology has been becoming favorite one frequently adopted by more and more people in recent years. Vetiver (Vetiveria zizanioides) is characterized by its strong stress tolerance, wide adoptability, quick growing vitality, huge biomass, highly developed root system with fantastic mechanical properties, and powerful soil bounding capacity as well as is to be easily planted and simply managed at very low cost.

To maintain a sustainable urbanization, two important issues of land-use need to be quantified: the comprehensive variation of urban-rural construction land and the specific models for consolidating these lands. The purpose of this study is to develop a framework to assess the change of urban-rural construction land and build a decision-support system for consolidating these lands. Four sub-layers were first built in the assessment framework, including the characteristic layer, the coordination layer, the potential layer and the urgency layer. Each layer encompassed specific indices for evaluating the change of urban-rural construction land in different aspects. The entropy method was then applied to the data resources from Landsat TM (Thematic Mapper) images, statistical data and overall land-use and land consolidation planning of Nantong city in coastal China to allocate weightings to the indices in each sub-layer.
