INVITATION TO THE MAIN PLANNING CONFERENCE FOR THE EADRCC CONSEQUENCE MANAGEMENT EXERCISE "CRNA GORA 2016"

Note by the Head, Civil Emergency Planning Outreach Section (CEPOS)

1. In accordance with the Civil Emergency Planning Exercise Policy1, the CEP Crisis Management Training and Exercise Activities for 20162 and Partnership Cooperation Menu (PCM) for 20163, a consequence management field exercise will be jointly organized by the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Ministry of the Interior (MoI) of . It is planned that the field exercise will be preceded by a training programme, a Table Top Exercise and a Command Post Exercise with the aim to train and exercise procedures for the Local Emergency Management Authority (LEMA), the UN model On-site Operation Co-ordination Centre (OSOCC), the liaison officers, as well as the team leaders of participating consequence management teams.

2. The consequence management activities on the ground will be based on a floods response and chemical incidents scenario which will also affect the civil population and critical infrastructure in the exercise area. 3. The Head of the EADRCC visited Montenegro from 16 to 18 December 2015. During this visit, he met with representatives of Montenegro’s Directorate for Emergency Management (DEM) of the MoI, visited the proposed exercise sites and had an in-depth discussion on the scope of the exercise and host nation support arrangements. 4. The purpose of this notice is to invite representatives from NATO Allied and partner countries and the NATO Military Authorities (NMAs) to attend the first and Main Planning Conference (MPC) for this exercise. The MPC will take place in , Montenegro from 21 to 24 March 2016. 5. The MPC will be dedicated to develop the exercise scenario and the Draft Exercise Instructions (to be circulated in due time), as well as to discuss host nation support, including border crossing procedures. 6. An exercise site visit will be organised for all participants on 22 March 2016. 7. Please find attached annexes with detailed information; 7.1. Annex 1 - Draft Agenda of the MPC. 7.2. Annex 6 - The lead-in scenario 8. Participants are kindly requested to return the forms and the Exercise Support Staff Questionnaire for the MPC not later than 4 March 2016. 9. It is of particular importance for participants who will need a visa to enter Montenegro to indicate this on their registration forms. The Directorate for Emergency Management of Ministry of the Interior of Montenegro will make the necessary arrangements to facilitate the issuance of visas. 10. Countries that need a visa to Montenegro are listed at Annex 4. 10.1. The venue of the Main Planning Conference will be Hotel Podgorica. 11.1. Participants are invited to choose one of the following accommodations: Hotel Podgorica and Hotel City. In all hotels special conference rates will be offered for participants for rooms with breakfast and all major credit cards are accepted (details to be found at Annex 5). 11.2. Hotel room reservations will be made by the Directorate for Emergency Management of Ministry of the Interior of Montenegro. Participants are kindly requested to return the hotel

Participants arriving at Podgorica International Airport will be met in the arrival hall by a person with a poster “Crna Gora – 2016” and will then be escorted to vehicles for transportation to the hotels. Transportation will be arranged for the return to Podgorica International Airport at the end of the conference. This transportation is kindly offered free of charge by Montenegro. 13. Participants are invited to indicate their wish to make use of these transportation arrangements on the registration form at Annex 2. 14. All costs for participation in the Main Planning Conference will have to be paid by the participants or the sending nations. In the event that participants from partner countries may not be able to cover the costs for participation in this meeting, limited NATO funds are available to subsidise 100% of costs for travel and accommodation only. Funds are available for one participant only from each partner country eligible for NATO financial support. All other expenses (including per diem, meals, transportation to and from airport or train station, hotel incidentals, etc) will not be reimbursed. A policy for financial support of eligible partner participation to CEP-related events has been circulated at reference4. 15. EXERCISE “CRNA GORA – 2016” The lead-in scenario

Early warning system

On 21 October 2016 the Institute for Hydrometeorological and Seismological of Montenegro issues an early warning on possible heavy rains in central, south and western parts of the country. This forecast also include basin of the Albanian river Drim which could have the further impact on rising of water level in Skadar Lake.

Affected area

On 25 October 2016 due to heavy rain falls in region of municipality of Niksic where are located two artificial lakes water exceed critical level what cause opening the dam and releasing of high quantity of water. All of that causing floods and flash floods in the basin of rivers of and Moraca. The flash flood soon engulfed the whole village of Rogami, trapping people inside their houses. It is estimated that the floods, mudslides and landslides, directly or indirectly affected over than 14000 people in several municipalities and districts located in the centre-south of the country. This disaster affecting and displacing thousands of people some victims were reported; infrastructure in flooded area was mostly damaged. The capital Podgorica with District of is among the most affected. Additional problem is causing more than double incoming quantity of water from Montenegrin River Moraca and Albanian river Drim into Scadar Lake. Therefore outflow canal of River could not accept that quantity of water and to take it out into Adriatic Sea. All of this has flooding consequences in several regions such as: Municipal District of Golubovci, village of Virpazar (Municipality of Bar) and village of Rijeka Crnojevica (Old Royal capital Cetinje). Many inhabitants in these regions are isolated in their homes surrounded by water, waiting for immediate evacuation. Thousands of people lost their livelihoods and were evacuated from their homes. Provision of clean water, health and sanitation was one of the main concerns. Across the region, key infrastructure, including bridges and roads as well as educational facilities, were damaged in many affected areas. On other areas downstream is expected worse situation in next coming days. In the district of Golubovci there is possibility to spilling out of red mud from Factory of Aluminum which will affect the civil population and environment from Factory of Aluminum to the mouth of the river of Moraca in the Skadar Lake.

Needs and International assistance Montenegrin authorities through the Ministry of the Interior, Directorate for Emergency Management – Operational Communication Center 112, have requested international assistance from Euro Atlantic Disaster Response Centre (EADRCC). Montenegro requested assistance in terms of: Immediate rescue response-flood rescue using boats (FRB), high-capacity pumping (HCP), CBRN detection and sampling, flood containment (FC), generators, water purification sets, gas heaters and sanitation items and other humanitarian assistance like tents and emergency shelters.

There is urgent need for boats, rescue helicopters and motorboats to evacuate people and to transport water, medicines and food. Land transportation is difficult at the moment, with many roads and bridges damaged or inaccessible. Air transportation is preferable due to several inhabited areas unreachable by road.

Local communications are not entirely reliable, and Montenegrin emergency teams recommend to external ones to deploy communication tools. Monitoring instruments are also needed, in order to scan the area and gain dynamic data.
