In accordance with the Civil Emergency Planning Exercise Policy1, the CEP Crisis Management Training and Exercise Activities for 20162 and Partnership Cooperation Menu (PCM) for 20163, a consequence management field exercise will be jointly organized by the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Ministry of the Interior (MoI) of Montenegro. It is planned that the field exercise will be preceded by a training programme, a Table Top Exercise and a Command Post Exercise with the aim to train and exercise procedures for the Local Emergency Management Authority (LEMA), the UN model On-site Operation Co-ordination Centre (OSOCC), the liaison officers, as well as the team leaders of participating consequence management teams. 1 EAPC(SCEPC)D(2004)0003-REV3+AS1 2 AC/98(EAPC)N(2015)0027 3 E-Prime: IS/OPS/CEP.2.41 and 2.42 NATO/EAPC UNCLASSIFIED -1- NHQD28570 NATO/EAPC UNCLASSIFIED Releasable to Mediterranean Dialogue; Istanbul Cooperation Initiative, Afghanistan, Australia, Iraq, Japan, the Republic of Korea, Mongolia, New Zealand and Pakistan AC/98(EAPC)N(2016)0003, MULTI REF 2. The consequence management activities on the ground will be based on a floods response and chemical incidents scenario which will also affect the civil population and critical infrastructure in the exercise area. 3. The Head of the EADRCC visited Montenegro from 16 to 18 December 2015. During this visit, he met with representatives of Montenegro’s Directorate for Emergency Management (DEM) of the MoI, visited the proposed exercise sites and had an in-depth discussion on the scope of the exercise and host nation support arrangements. 4. The purpose of this notice is to invite representatives from NATO Allied and partner countries and the NATO Military Authorities (NMAs) to attend the first and Main Planning Conference (MPC) for this exercise. The MPC will take place in Podgorica, Montenegro from 21 to 24 March 2016. 5. The MPC will be dedicated to develop the exercise scenario and the Draft Exercise Instructions (to be circulated in due time), as well as to discuss host nation support, including border crossing procedures. 6. An exercise site visit will be organised for all participants on 22 March 2016. 7. Please find attached annexes with detailed information; 7.1. Annex 1 - Draft Agenda of the MPC. 7.2. Annex 2 - Registration Form for the MPC. 7.3. Annex 3 - Exercise Support Staff Questionnaire. 7.4. Annex 4 - Visa Information. 7.5. Annex 5 - Hotel Reservation Form. 7.6. Annex 6 - The lead-in scenario 8. Participants are kindly requested to return the forms and the Exercise Support Staff Questionnaire for the MPC not later than 4 March 2016. 9. It is of particular importance for participants who will need a visa to enter Montenegro to indicate this on their registration forms. The Directorate for Emergency Management of Ministry of the Interior of Montenegro will make the necessary arrangements to facilitate the issuance of visas. 10. Countries that need a visa to Montenegro are listed at Annex 4. 10.1. Additional information about the procedure to obtain a visa can be found at: http://www.mvpei.gov.me/en/sections/consular-affairs/visa-regimes-for-foreign-citizens/ 11. The venue of the Main Planning Conference will be Hotel Podgorica. 11.1. Participants are invited to choose one of the following accommodations: Hotel Podgorica and Hotel City. In all hotels special conference rates will be offered for participants for rooms with breakfast and all major credit cards are accepted (details to be found at Annex 5). 11.2. Hotel room reservations will be made by the Directorate for Emergency Management of Ministry of the Interior of Montenegro. Participants wishing to board in different hotels are requested to make their own arrangements. 12. Participants arriving at Podgorica International Airport will be met in the arrival hall by a person with a poster “Crna Gora – 2016” and will then be escorted to vehicles for transportation to the hotels. Transportation will be arranged for the return to Podgorica International Airport at the end of the conference. This transportation is kindly offered free of charge by Montenegro. 13. Participants are invited to indicate their wish to make use of these transportation arrangements on the registration form at Annex 2. 14. All costs for participation in the Main Planning Conference will have to be paid by the participants or the sending nations. In the event that participants from partner countries may not be able to cover the costs for participation in this meeting, limited NATO funds are available to subsidise 100% of costs for travel and accommodation only. Funds are available for one participant only from each partner country eligible for NATO financial support. All other expenses (including per diem, meals, transportation to and from airport or train station, hotel incidentals, etc) will not be reimbursed. A policy for financial support of eligible partner participation to CEP-related events has been circulated at reference4. 15.     PODGORICE, GRADE MOJ RADILE: POPOVIC MIA, MINIC JANA IX-F PODGORICA . Ime Pogorica dobila je po brdu Gorica, u čijem se podnozju nalazi. Nekoliko puta ime grada je mijenjano: od Birziminijuma i Alate u robovlasničkom poretku, preko predfeudalnog – Ribnica, te feudalnog, našeg i turskog, Podgorica, sve do 1946 kada je ponijela ime Josipa Broza – Tita, tadašnjeg revolcuionara i predsjednika SFRJ i dobila naziv Titograd. 1992 godine Titogradu je vraćeno ime Podgorica, koje i danas nosi. 2 SIMBOLI PODGORICE - Zastava Podgorice, zajedno sa grbom, je simbol grada Podgorice, glavnog grada Crne Gore. Trenutna zastava je na snazi od 2006. godine. Zastava je bijele osnove, sa dvije horizontalne i jednom prelomljenom plavom prugom. Pruge predstavljaju Duklju i Meteon. Metaforički, one predstavljaju temelj današnje Podgorice. Treća, prelomljena linija, predstavlja arhitektonske simbole Podgorice, odnosto most Millenium. - Grb Podgorice je zvanični grb crnogorskog glavnog grada Podgorice, koji je usvojen 30. marta 2006. godine. Autor grba je Srđan Marlović. - Srebrna boja štita predstavlja vodu. Među svim karakteristikama Glavnog grada, najvažnije je bogatstvo vodom (6 reka i Skadarsko jezero, najveće jezero na Balkanu). -Bedemska kruna predstavlja Podgoricu kao glavni grad. - Dva srebrna lava koji pridržavaju grb uzeti su sa najstarijeg poznatog grba Podgorice, onog kojeg je koristio Božidar Vuković-Podgoričanin. - Vinova loza ispod štita i njegovih držača predstavlja vinograde po kojima je podgorički kraj poznat. - Cenar grba ima isti dizajn kao zastava, samim tim I znacenje. 3 OSNOVNE GEOGRAFSKE KARAKTERISTIKE PODGORICE Podgorica je smještena u centralnom dijelu Crne Gore, u predjelu ispresijecanom riječnim koritima. The Montenegrin part of the lake and its surrounding area were declared a national park in 1983 and in Albania a Managed Nature Reserve. In 1996 in Montenegro and in 2006 in Albania, Skadar-Shkodra Lake was included in the Ramsar list of wetlands of international importance. Lake Skadar is a wonderful place with mirrored waters, rocky shores and wetlands full of wildlife with more than 270 species of birds, plenty of natural herbs, traditional fishing villages, numerous islet monasteries and cultural heritage sites, fascinating beaches surrounded by karst mountains, various amusing, social and cultutral events. Lake Skadar area is where some of the best wines and organic food in Montenegro can be found, cultivated by the local producers especially in Crmnica and Godinje valleys in Montenegro and Shtoj village in Albania. There are also numerous accomodation facilities, restaurants and shopping centers, on the Montenegrin and Labanian sides of the lake that make this area attractive to hiome and foreign tourists. Being a tourist attraction with all these natural and cultural resources the aim of this inventory is to prepare a joint Montenegrin and Albanian inventory on tourist facilities and capacities of Lake Shkodra area, to promote Lake Skadar-Shkodra as a joint tourist attraction internally and internationally.

The focus is put on the eastern and southern NATO flanks, where the most advanced partner formats like Partnership for Peace (PfP) and Mediterranean Dialog (MD) have been developed. The first conclusion is that NATO partnership programs and the vari- ous initiatives in the interest of the partners are aimed at achieving stability in the pe- riphery of the Alliance by increasing partners’ resilience to various types of threats. In addition, the author argues that success in countering hybrid threats in the current se- curity environment is impossible without parallel and coordinated action of NATO in coordination with other international organizations, especially the European Union. Over the last two centuries, these sideways glances and the Mediterranean’s geo-historic reality have developed along uneven lines manifested, for example, in European/Western hegemony, embodied in colonialism, and the Arab world’s increasing awareness of its position, expressed through a search for new directions prompted by the Arab Renaissance (Nahda), and for ways to embrace Western European modernity while preserving its identifying codes. Decolonisation was to focus debate within southern Mediterranean Islamic-Arab societies on how to meet the challenge of modernisation and identity preservation.   • Mediterranean Dialogue
    PRESS - INFO - PRESS MEDITERRANEAN DIALOGUE The Washington Summit will give fresh impetus to developing NATO’s Mediterranean Dialogue, which was launched in 1994 and currently involves six non-NATO countries: Egypt, Israel, Jordan, Mauritania, Morocco and Tunisia. The Dialogue is aimed at creating good relations and better mutual understanding throughout the Mediterranean, and at promoting security and stability in the region. It reflects the view that security in that region is linked to security in Europe. Political discussions with participating countries provide an opportunity to share views on a range of security issues relevant to the region. Moreover, an annual work programme sets out measures for practical cooperation that focus on building confidence through cooperation on security related issues in the military field, as well as in the areas of information, civil emergency planning and science. All participating countries are offered the same basis for discussion and activities but the level of engagement varies from country to country. Activities take place on a self-funding basis. This limits the capacity of some countries to participate. In December 1998, NATO Foreign Ministers agreed to explore ways of enhancing cooperation with Mediterranean Dialogue countries. As a result, Heads of State and Government have decided to enhance both the political and practical dimensions of the Dialogue, including through further opportunities for discussion and strengthened cooperation in areas where NATO can bring an added value, particularly in the military field, and where the Dialogue countries have expressed interest. NATO’s Mediterranean Dialogue complements other international efforts in the region such as the European Union’s Barcelona Process, the Middle East Peace Process, and the Mediterranean initiatives of the Western European Union (WEU) and the Organisation for Security and Cooperation in Europe (OSCE).
