As I sit down to pen my final "From President's Desk", I am overwhelmed by the love, kindness and support FROM PRESIDENT'S DESK I was privileged to receive from members of the Association. My orientation into functioning of our Association commenced in May 2006 as a nominated member of the Governing Body. Eight months later I took over as Secretary and remained in that post for the next over five years. In 2012 and 2014 I was elected unopposed as President. The last ten years have been most hectic and full of challenges but, when I look back and see what we were able to achieve, I have a feeling of fulfillment. In May 2012 we were around 1450 strong; this figure has now crossed 1750. This figure could easily have doubled but for our insistence on admitting only those who promise to render service. We opened 5 new chapters to take the total to 11. We started new projects to serve society. The Association is proud to have on its rolls 3 National Awardees in the persons of Brig (Dr) M.L Kataria; Prof Pandit Yash Pal and Sh. Parvesh Sethi for their contributions in various fields. There are over 3000 Associations of senior citizens in the country affiliated to AISCCON - the All body. In 2012 our Association was adjudged "BEST ASSOCIATION". In 2015 our newsletter Golden Years was adjudged as BEST HOUSE JOURNAL. In March 2016, we were granted a singular honour: the President of our Association was made a Privilege Member of the Confederation for 10 years - by post rather than name (which the other 17 such members are). On the Financial front, our Bank Balances and FDs show a net increase of Rs 23.10 lacs during the last 4 years, thanks to the tremendous support given by members, Governments, Sponsors, Advertisers, affiliated units and society at large. I must express my thanks to each one of them for putting their shoulders to our efforts in running of our Healthcare and social welfare projects and, above all, for reposing confidence in our ability to serve not only senior citizens but society at large. I have long been a votary of inducting younger persons into the Governing Body and am glad that my proposal to fix 78 years as the upper age for joining the Governing Body was accepted by the General House. With a lot of personal relief I would be passing the baton to Sh. I.P Puri on 11th June 2016. I will, though, continue in the Governing Body for next 2 years as Immediate Past President. I am indebted to my "Mentors" in the persons of Late Sh. P.H Vaishnav; Maj Gen. M.S.Kandal and Brig Keshav Chandra for moulding me, guiding me and supporting my endeavors. And not to forget my family, my colleagues in Governing Body, Conveners, Sub Committees, Chapter Heads, various Government Departments in Chandigarh and in Central Govt, the Media and in fact everyone with whom I came in contact all these years to enable me to serve the cause of senior citizens. As I prepare to hang up my boots, I have one regret. In spite of our best efforts we could not get a plot of land allotted by the Administration because "there is none available". The only option now is to buy ownership in a ready built complex. We have a corpus of Rs 60 lacs which can be used for this purpose as well as for acquiring other capital assets. In the absence of a permanent Secretariat, Secretary General and Secretary Finance play vital roles in our organization. I had suggested to Sh. Puri, two months ago, to identify them and place them as "understudy" with present incumbents so that they may be fully functional from Day ONE especially in view of some important events coming up in the very first month - election of four office bearers (11th June), passing of budget(by mid-June), Seminar on World Elder Abuse Awareness Day (15th June) and International Yoga Day (21st June). These prospective office bearers are yet to be positioned. I hope this will happen soon. That notwithstanding, I wish the new team "All the Best" in their efforts.

Change of Guard Change is the law of nature which is most welcome. Leadership change of our own Association is due this month which is being looked forward to with anticipation. The achievements of the ORIAL outgoing team under Sh. D.S. Grewal are indeed impressive as our Association has already been adjudged by the Apex body, All India Senior Citizens Confederation, as the best in the Country. EDIT Even our monthly newsletter Golden Years has been found to be the best House Journal. It is now up to the incoming team to keep it up and add more laurels with the willing co-operation of one and all as per their priority. Going by the track record of unity and co-operation, it should be the aim of the new leadership to harness it further to take the Association to greater heights.

The incoming editor, Dr Iqbal Singh Dhillon, needs no introduction either to members of the Association or to the task in hand. A former English lecturer and Director Students Welfare at Panjab University, he is a prolific writer in English and Punjabi. He was elected Secretary Media in 2010 but had to leave mid-way to devote time to some of his books then awaiting publication.

“Simple living and high thinking” has been regarded as the best policy for a happy life. Khalil Gibran, the famous Lebanese thinker and author has recorded an anecdote about a poor peasant turning a rich gold hoarder living in a palace and how his conscience pricks him about the loss of his earlier joyful simple life in the lap of Mother Nature. He looks back with piercing regret to the images of his early life woven into patterns by the gods, until he could no longer control his anguish. He cried aloud “Yesterday I was grazing my sheep in the green valley enjoying my life, sounding my flute and holding my head high. Yesterday I was like a singing bird soaring free here and there in the fields. Today I am a slave to fickle wealth. I am prisoner of greed and prisoner of gold, leading me to crushing misery. It gives us great pleasure in presenting the Annual Report for the Year ended 31 March 2016. The year under review has been both challenging and satisfying, in that, not only did we continue our ongoing activities but added a number of new ones and improved on standards. Golden Years is now Best Home Journal in the country. The Association, through its President, is now a Privileged Member of the All India body - AISCCON for next 10 years. MANAGING THE ASSOCIATION Meetings. Thirteen meetings of the Governing Body and two of General Body were held during the year. In addition, several meetings of conveners, chapter heads and members of committees were held to streamline their functioning. New Governing Body. Elections for Governing Body for Term 2016-18 were held on 19th March 2016. The new Governing Body will take over at AGM scheduled on 11th June 2016. Change in Patron. Sh Vijay Kumar Dev, Advisor to Administrator Chandigarh (UT) ceased to be our Patron on his posting out. Sh Parimal Rai, who replaced him, has been requested to be our new Patron Chairman. Maj Gen M S Kandal was appointed Chairman for the balance term of 2014-16 after demise of previous Chairman (Maj Gen J S Bhullar, AVSM, VSM). Revised Constitution. Revised constitution incorporating all the amendments till date was printed and issued. MEMBERSHIP 86 new members were enrolled, we lost 23 of our valued colleagues during the year. By the end of the period under review, we were 1753 strong, drawn from all walks of life. Local Members. Owing to logistic problems, a number of senior citizens in various Sectors are unable to join activities of the Association. Chapters of the Association now enroll them as “Local Members” up to 50% of CSCA members of the Chapter. Affiliated Members. Ten NGOs of the region, with a total membership over 2800, have affiliated with our Association. These affiliated members are entitled to participate in all activities of CSCA, thus enabling us to be a true representative of old/aged people of the region. Eldest Member. LM/215 Sh Daljit Singh, # 1807 Sector 33D Chandigarh completed 100 years of age on 5th January 2016. CSCA office bearers went to his residence to congratulate him as he could not join special celebration on health grounds. Privileged Membership of AISCCON. AISSCON has granted its Privilege Membership to CSCA President for 10 years. As a Body, we are the only Association enjoying this honour. ACTIVITIES During the period under review a variety of activities were organized. Each of these was designed to meet one or the other aim listed in the Constitution. Welfare of Senior Citizens  Healthcare. The main focus of our activities in this area has been our seven physiotherapy centres. (The centre at Marble Arch Manimajra, where patient attendance had been consistently low, was shifted to Sector 37, Chandigarh). In addition, we continued to operate an acupressure centre, the Reiki Clinic and two yoga centres. Around 38000 persons benefitted from our Healthcare activities during the year. A Free Homeopathy Dispensary, with donation received from LM/1363 Dr Sukhdev Raj Prabhakar and his family was started at Vill. Maloya.  Social Engagement of Members a. Get-togethers. To help members overcome loneliness, boredom, neglect and isolation we organized at least two meetings every month at the central level. In addition, Chapters eleven of them, (with addition of one new chapter at Sector 21, Chandigarh during the year) were encouraged to hold periodic local, and one Association level, get-togethers. b. Picnics. Picnics were organized during the year to Renuka Lake, Morni Hills, Kasauli, Heavenly Palace Doraha, Baba Banda Singh Bahadur Memorial, Chappar Chiri and Garden of Springs. c. Trip to Sri Lanka. A group of 49 members went on a 9-day trip to Sri Lanka d. Affinity Group Programmes. A number of special programmes, where members could interact with experts or exchange views on serious topics, including a mushaira and talks on topics like insomnia, need for installation of CCTV etc were held. Other programmes included ballet and dances on songs written by famous Punjabi poet Shiv Batalvi; a recital by our very own Prof Pandit Yash Pal and a programmeof patriotic songs were organized e. Celebration of Birthdays. A joint celebration for members born in a particular month was held regularly on the last Saturday of every month. Those above 80 who had completed 15 years of CSCA membership were specially honoured. f. Games and Sports. Competitions were organized in yoga, badminton and table tennis. Some of our members participated in Asian and National Masters' Athletic Championships and won medals. g. Computer Training. Our computer training centre remained active round the year to impart training to 22 batches (9 of senior citizens and 13 of EWS girls) making another 45 senior citizens and 79 girls computer literate taking the total number to 726 seniors and 289 girls. h. Golden Years. Golden Years, our monthly newsletter is eagerly awaited not only by members but others, too. E-copies of the publication are being sent to nearly 500 addressees in India and abroad. This year it was adjudged as “BEST HOUSE JOURNAL” by AISCCON Fulfilling Social Responsibility  Helping the Destitute. We organized seven socio-medical / medical camps, in collaboration with the Administration and top local hospitals, to take services to the doorsteps of challenged sections of society. Around 3500 persons benefitted from these camps where, besides free checkups and medicines, assistance was provided for various welfare schemes like Aam Aadmi Bima Yojana, loans and pensions.  Sharing Moments of Togetherness with Lonely Souls. The Association has been spending at least one day every year, usually a traditional festival like Lohri, Baisakhi, Holi, Diwali and Senior Citizens' Day, with residents of Old Age Homes in and around UT Chandigarh.  Helping Destitute Old Women. Under Project VANITA, members of the Association held fortnightly meetings with destitute women at 3 locations and gave material help to them, organized festivals and took them on outings. The activity of Adult Education classes for illiterate women started last year was continued.  Bridging the Generation Gap. We accepted invitation from managements of some schools to participate in their school functions. Fourteenth Annual

Teams from four city colleges debated “ARE SENIOR CITIZENS BURDEN ON SOCIETY”. A panel of three judges assessed their performance. The trophy was awarded to MCM College and individual gifts to individual winners.  Concern for Environment. A cycle rally was taken out in the first week of November 2015, as in previous years, to spread the message of clean and pollution-free environment. Besides our members, a large number of school children and police personnel in civvies participated.  Project SHAKTI to Empower Young Girls. The mission of monitoring health parameters and distributing free medicines for over a year was continued by adopting fresh set of around 100 adolescent girls of Bapu Dham colony in collaboration with another NGO, YUVSATTA. The programme entails routine medical checks and distribution of medicines for ailments like anemia, worms and skin diseases; talks on nutrition and hygiene; free issue of sanitary napkins; distribution of woollens in winter and imparting skills like candle making, mehndi, pickle making and chalk making etc.  Project KALPANA. This project, formally launched three years back to financially support exceptionally gifted girls for achieving their dream of higher professional education, was continued. Strengthening the Movement  President and IPP, had a meeting with Union Minister for Social Justice & Empowerment in July 2015 at New as part of AISCCON delegation and discussed issues concerning senior citizens healthcare, pension etc and early implementation of welfare schemes.  As many as 13 members attended AISCCON National Conference in Goa In March 2015. Seminars and Awareness Programmes  To mark World Elder Abuse Awareness Day a seminar was organized on 11 July 2015 jointly with HelpAge India. Justice Jagdish Bhalla, Chairman Punjab State Human Rights Commission, was Chief Guest.  We spread awareness of cases under Maintenance & Welfare of Parents and Senior Citizens' Act, 2007 through Golden Years.  To highlight and draw attention on issues related to senior citizens and immediate actions needed from Government to alleviate/ reduce their difficulties, P H Vaishnav Memorial Seminar was jointly organized in December 2015 with Mohali Senior Citizens Association and FEDSEN (Punjab). Sh D S Cheema, Education Minister Punjab was the Chief Guest.  Two seminars were conducted by Income Tax Department Chandigarh during May and June 2015 for members of our association to educate them on e-filing of Income Tax Returns and up-to-date provisions of Income Tax Act related to personal income.  A committee of CSCA members was constituted during the year to guide senior citizens on financial frauds involving senior citizens. Felicitation programmes  For UT Chandigarh Police and families was held on 6 October 2015 as a Thanks Giving function for their caring response to needs of senior citizens. Governor Haryana & Punjab and Administrator Chandigarh (UT), who was the Chief Guest, launched UT Police's mobile web based application titled “Online Lost Documents/Articles Reporting System”. The programme included declamation contest for police children and presentation of trophy to Police Beat declared first in Inter-Beat competition besides an entertainment programme..  For Defence Personnel and families was held by CSCA for the second time on Vijay Divas on 16 December 2015 to felicitate serving and retired Defence Personnel and their families, salute the martyrs and honour the brave in recognition of their selfless services in protecting the sovereignty, honour and dignity of the Nation. Lt Gen K J Singh, AVSM**, GOC-in-C was the Chief Guest. 3 veterans and 5 decorated serving soldiers were honoured. Literary Activity.  Book Lovers Forum meetings were continued every month regularly. This activity completed four years in October 2015.  Awards. Three of our members were awarded by Sahitya Academy Chandigarh, Readers & Writers Society of India, Language Department of UT Chandigarh and Advisor UT Chandigarh for their literary activity. CELEBRATIONS As every year, we had three major functions during the year: Baisakhi-cum-Raising Day in April; Senior Citizens' Month in September, International Day for Older Persons on 1st October and International Women's Day in March attended/ presided over by Avisor UT Chandigarh, Member Parliament and Director Social Welfare, UT Chandigarh. Other dignitaries who attended our functions as Chief Guests / Guests included Prof Kaptan Singh Solanki (Governor Haryana & Punjab and Administrator (UT) and our Chief Patron), Justice Jagdish Bhalla (Chairperson Human Rights Commission Punjab), Sh Vijay Kumar Dev (former Adviser to Administrator UT Chandigarh), Sh R P Upadhyay ( former IG Police), Sh Anurag Aggarwal (Home Secretary UT Chandigarh), Smt Bhawna Garg (Secretary Social Welfare), Sh. A.S. Cheema (DIG UT Police Chandigarh), Dr. Sukhchain Singh (SSP UT Chandigarh) and Sh Tilak Raj (former Directors, Social Welfare). INDIVIDUALS SERVING SOCIETY Heading NGOs. Several leading NGOs have, as their heads or key functionaries, members belonging to our Association. Working with Administration. Several of our members are associated with different wings of UT Administration and with a number of cultural, literary and social service organizations in and around Chandigarh, rendering invaluable service to society including two nominated Councillors of Chandigarh Municipal Corporation. Nomination to National Council of Senior Citizens Our President, Sh D S Grewal continued as member of this Council during the year. The Council is headed by Union Minister of Social Justice and Empowerment. He has also been nominated as member of Selection Committee for awards of Vayoshreshtha Samman headed by the Minister. Noble Gestures Fifty Two of our members have so far pledged their bodies for research to PGIMER. Our members donated liberally for Armed Forces Flag Day and the collected amount was sent to Secretary Zila Saink Board, Chandigarh for onward submission. RELATIONS WITH U.T.
