THAT the minutes of the Regular Meeting of Council held Tuesday, November 22, 2016 be adopted. THAT the minutes of the Special Council (to Close Meeting) held Tuesday, November 29, 2016 be adopted. THAT the minutes of the Special Council (to Close Meeting) held Tuesday, December 6, 2016 be adopted. THAT the minutes of the Regular Meeting of Council held Tuesday, December 13, 2016 be adopted. Consent Agenda Note: Council may adopt in one motion all recommendations appearing on the Consent Agenda or, prior to the vote, request that an item be removed from the Consent Agenda for debate or discussion, voting in opposition to a recommendation, or declaring a conflict of interest with an item. Finance Committee 5.1 Recommendation: Resolutions for Ratification THAT the following recommendations from the Finance Committee Meetings of Tuesday, December 6, 2016 and Tuesday, January 3, 2017 be ratified: Tuesday, December 6, 2016 Festival and Special Event FC16/133 to 135 Funding THAT the Festival and Special Event Assistance Program be approved for implementation as recommended in the report dated November 25, 2016 from Community Services Department regarding Festival and Special Event Funding; AND THAT the application forms for category 1 and 2 events include a requirement for the group to report back post-event with attendance and financial information; AND THAT the financial limits to funding be removed from category 2. 2017 Financial Plan FC16/136 Operating Budget Draft THAT the Police Board be asked to report back on potential reductions in the 2017 operating budget. FC16/137 THAT the 2017 budget reductions be reinstated into the 2017-2021 Operating Financial Plan Draft resulting in an estimated tax increase of 0.70% as recommended in the report dated November 25, 2016 from Financial Services Department regarding 2017 Financial Plan Operating Budget Draft; AND THAT the proposed new services be included in the 2017 Financial Plan Operating Budget Draft resulting in an estimated tax increase of up to 0.79%; AND THAT a targeted tax rate increase of 5.09% be used for the Public Budget Consultation on January 31, 2017. Port Moody Foundation – FC16/138 Canada 150 Fund THAT the $15,000 funding contribution to the Port Moody Foundation for the Canada 150 Fund be funded from Accumulated Surplus. Festive Tree Lighting on FC16/139 Clarke Street THAT a budget of up to $11,550 for the installation of festive tree lighting at Queens Street Plaza and along select portions east and west along Clarke Street be approved and funded from Council Contingency. Economic 5.3 Report: Economic Development Committee, dated Development December 23, 2016 Committee – 2016 File: 01-0360-20-03 Annual Report Recommendations: Pages 51-60 THAT the report dated December 23, 2016 from Economic Development Committee regarding Economic Development Committee – 2016 Annual Report be received for information; AND THAT the 2017 Economic Development Committee be asked to review this report and bring forward its annual work plan by March 2017.
