Analysis of Alternatives Eastern Peripheral Expressway ANALYSIS OF ALTERNATIVES 3.1 SELECTION OF ALTERNATIVES The term alternatives in this context refer to the reasonable and potentially viable alternatives for the proposed project activities. Selection of appropriate highway design decisions, specifically from the environment point of view, is considered with different alternatives. Also social issues like displacement is to be considered in selection of alternatives. The major issues where alternative proposals need to be considered are discussed below :- 3.2 ALIGNMENT SELECTION The alignment selection is the first issue in selection of alternatives. Different alignment selection can have different impacts. There can be two options. Option 1: No action, the project is not proposed and land use remains as it is. Option 2: Acquisition of land upto required ROW of 100 m and considering environmental and social aspects. The above comparison shows that Option 2 will be more suitable for the proper road design and future traffic requirement 3.3 ALTERNATIVE ALIGNMENT STUDIED 3.2.1 Selection of Alternative Alignments To provide an alternate route for the transit traffic destined to places other than Delhi from State Highways & National Highways converging on Delhi, in order to implement the Hon’ble Supreme Court ‘s Judgment of 11th February 2005. Keeping in view the necessity of Expressway, its national importance and involvement of various government agencies, it was felt that a mutual consent is necessary for a smooth execution of the project. The High Powered Monitoring Committee headed by Secretary MoSRT&H decided to have a number of alternate alignment options with its merits and demerits, technical advantages as well as cost effects. Accordingly, survey for seven alignment options was carried out in and around the areas of Kundli, Ghaziabad, Noida and Faridabad. The seven possible alternate identified alignments are presented in three groups below: GROUP-I 3 - 2 Eastern Peripheral Expressway This group of alignments viz; Alignment A-1 and Alignment A-2 as described below is just on the Eastern side of Upper Ganga Canal. ALIGNMENT A-1 It starts at km 36.490 on NH-1 and ends at km 63.330 on NH-2. It crosses river Yamuna near village Toki Manauli, SH-57 in km 34.500 near village Katha, river Hindon near village Nekpur, Upper Ganga Canal near village Sanda, NH-24 in km 32.640 and thereafter dips south-westwards to again cross Upper Ganga Canal near village north of Dadupur Narla and traverses beyond Sikandrabad to cross NH-91 in km 57.050, river Yamuna near village Khodar to end at km 64.330 on NH-2. Its total length is 155 km. 3 - 3 Eastern Peripheral Expressway ALIGNMENT A-1 ALIGNMENT A-2 3 - 4 Eastern Peripheral Expressway It starts at km 36.490 on NH-1 and ends at km 64.330 on NH-2. It Crosses Yamuna, SH-57, NH-58 and NH-24 at the same locations as those for Alignment A-1 and thereafter near village Nagala Gajju dips southwards to cross NH-91 in Km 47.210, river Yamuna near village Arwa and again joins near village Katesara to end up on NH-2 in Km 64.330. Its total length is 155 km. ALIGNMENT A-2 GROUP-II 3 - 5 Eastern Peripheral Expressway This group of Alignments are:- Alignment A-3 & Alignment A-4 are just on Western side of upper Ganga Canal and are described below :- ALIGNMENT A-3 It starts at km 36.490 on NH-1 and ends at km 64.330 on NH-2. Earlier it was suggested that the start pt. Should be at km 36.083 but subsequently decided that start point at km 36.490. The alignment also follows the traverse of Alignment A-1 from start pt. To cross river Yamuna and SH-57 in the same location but thereafter dips southwards to cross river Hindon near village Nekpur, NH-58 in Km 27.100, NH-24 in Km 29.925, NH-91 in Km 42.500, cross river Yamuna near village Arwa to end up in Km 64.330. its total length is 134 kms. ALIGNMENT A-3 ALIGNMENT A-4 It starts at km 36.490 on NH-1 and ends at km 64.330 on NH-2. The Alignment A-4 follows the Alignment A-3 to cross river Yamuna, Sh-57, river Hindon, NH-58, NH-24 and NH-91 in 3 - 6 Eastern Peripheral Expressway the same locations. Near village Atta Gujran it dips south-westwards to cross river Yamuna near village Majauli Shekhpur and joins NH-2 at km 41.500. Its total length is 123 km. ALIGNMENT A-4 GROUP-III 3 - 7 Eastern Peripheral Expressway This group of Alignments are:- Alignment A-5, A-6 & A-7 investigated with the purpose of adopting the alignment of K-G & F-N-G to the maximum extent to utilize the land earmarked/ reserved by Sonipat, Ghaziabad, Noida & Faridabad District Authorities. ALIGNMENT A-5 It starts at km 36.490 on NH-1 and ends at Km 64.330 on NH-2. It crosses river Yamuna near village Toki Manauli, SH-57 in km 34.500, Hindon river near village Nekpur, NH-58 in km 27.100, NH-24 in km 29.925 and near village Dasna it dips south-westwards to cross NH-91 in km 29.900 and joins the alignment of F-N-G to end up in km 41.500 on NH-2. The total length of this alignment is 111.250 km ALIGNMENT A-5 ALIGNMENT A-6 It starts at km 36.490 on NH-1 and ends at km 64.330 on NH-2. it crosses river Yamuna near village Toki Manauli, SH-57 in km 34.500, Hindon river near village Nekpur, Nh-58 in km 3 - 8 Eastern Peripheral Expressway 27.100, NH-24 in km 29.925, NH-91 in km 27.100 joins alignment F-N-G near village Kulesra and after crossing river Yamuna deflects southwards near village Tigaon to join NH-2 in km 64.330. The total length of this alignment is 130 km. ALIGNMENT A-6 ALIGNMENT A-7 It starts at km 36.490 on NH-1 and ends at km 41.500 on NH-2. It follows alignment k-G to cross river Yamuna, SH-57 upto village Bhadoli on west bank of river Hindon, deflects eastwards to cross NH-58 in km 27.100 and traverses to cross NH-24 in km 29.925, Nh-91 in 3 - 9 Eastern Peripheral Expressway km 27.100. It joins alignment F-N-G near village Kulesra but takes a slight deflection southwards at the end to join Nh-2 in km 41.500. The total length of this alignment is 110 km.     Project Summary The Hi-Tech Township Project is proposed in the villages - Beel Akbarpur, Bhogpur, Chamrawli Ramgarh, Duttawali, Kamairala, Ghori Bachhera, Baraki, Luharli, Basantpur and Samauddinpur, Tehsil - Dadri, District - Gautam Buddha Nagar, Uttar Pradesh. Project is being developed by M/s Uttam Steel & Associates (Consortium). The project was accorded for Environmental Clearance vide reference no. 1566/SEAC/201/2008/AD(H)/ dated 7th October, 2009. The total plot area of the project is 2,504.00 Acres, whereas, net planning area is around 2,385.04 Acres. The total built up area involved in the integrated township project is 1,54,06,130.9 sq.m., however, M/s Uttam Steel & Associates (Consortium) will develop only 21,53, 151.38 sq. m (approx) of the total built up area. Due to delay in land acquisition and slight change in project plan, the project gets derailed from expected completion target. EC extension application has been made before SEIAA UP, however, due to MoEF&CC Gazette Notification No. 2910 dated 9th December 2016, the category of the project has been changed from “B” to “A”. Accordingly Application has been submitted to MoEF&CC for extension of the EC validity with vide proposal No. IA/UP/NCP/62266/2009 dated 27th March, 2017.     AMNESTY INTERNATIONAL Public Statement India: Concerns over harassment and continued detention of protestors against Dadri displacement in Uttar Pradesh Amnesty International is concerned by reports of continued detention of eight activists of the Dadri Kisan Union (DKU) in Ghaziabad district jail in the north Indian state of Uttar Pradesh (UP) since 27 September 2006. They were detained by the UP state police for protesting against displacement of farmers in Dadri following the state government’s recent decision to acquire farmland, part of which would be sold to and part leased to the Reliance Energy Group’s (REG) proposed gas-based 3,740 MW power plant. Reports received by Amnesty International say that the eight persons, including the DKU leader Bhupendra Singh Rawat and two women, were travelling in a vehicle to New Delhi to attend a press conference to highlight the ongoing protests at Dadri when the state police detained them. The police allegedly threatened Mr. Rawat and other detained activists that they should drop their protest plans and accused them of several charges. These charges, including attempting to murder police personnel on duty and resorting to rioting and violence, were reportedly registered in such a manner to delay their release on bail. On 6 October, a team of activists from New Delhi was not allowed to meet Mr. Rawat and other detained activists at the Ghaziabad district jail. Amnesty International urges the UP government to release of Mr. Rawat and other DKU activists immediately and unconditionally. Amnesty International also urges the UP government to ensure that the right to peaceful protest is upheld in the state and that the police should not resort to harassment of activists involved in exercising their constitutionally guaranteed right to peaceful protest.
