Emma Elinor Lundin ABSTRACT This thesis discusses the struggle to increase women’s participation in public and political life by focusing on the activism of women within the Swedish Social Democratic Party (SAP) and the African National Congress of South Africa (ANC) from 1960 until 1994. It argues that internationalism was key to these women’s success, providing them with a source of support and funding as well as a stage to develop policies away from overwhelmingly patriarchal national settings. Creating and steering political trends and discussions in international fora, and bolstered by the approval of others in the international community, the women who feature here gained a foot in the door of power and created environments conducive to their presence, abilities and voices. -

Regeringskansliet är huvudsakligen lokaliserat till Södra Klara-området, dvs. kvarteren kring Drottninggatans nedre del, från Tegelbacken i väster till Gustav Adolfs torg i öster. Regeringskansliets årsbok för 2001 har producerats av Regeringskansliets förvaltningsavdelning på uppdrag av statsministern. Strasbourg, 7 January 2000 EG (99) 13 GENDER MAINSTREAMING: PRACTICE AND PROSPECTS Report prepared by Ms Mieke VERLOO, Consultant University of Nijmegen, The Netherlands December 1999 2 GENDER MAINSTREAMING: PRACTICE AND PROSPECTS A wider diffusion of gender mainstreaming Since 1995, gender mainstreaming has been adopted more widely as a strategy for gender equality than before. In the process of increasing awareness of the importance of this strategy, a number of international actors have played a major role. It is quite evident that the role of the United Nations has been prominent, both as initiator and organiser of the World Conference on Women, and as a result also as distributor of the Platform for Action. The idea of gender mainstreaming, or as it is put most frequently in the Platform for Action “taking into account the impact on gender before decisions are taken” has been diffused widely. Other important international actors in this field have been the European Union and the Council of Europe. The European Union has been quite active, both by starting a process of gender mainstreaming within the European Commission itself, and by diffusing information on a number of conferences and seminars (in Brussels, Bled, London). The Council of Europe took the important initiative in 1996 to form a Group of Specialists on Mainstreaming. The report of this group was delivered in 1998, and it has been widely distributed and discussed since, most recently at a conference organised by the Council of Europe in September 1999 in Athens, where more gender mainstreaming projects were presented.1 For the present report, as much material has been gathered as possible, yet it would be over ambitious to pretend to cover each and every initiative. -
