Moshtagh This paper was submitted in partial fulfillment of the requirements fora Master's Degree in Economics at Eastern Illinois University Copyright© 2017 by Ahmed Salim Nuhu All rights reserved Ab stract The dual-economy model predicts that holding productivity constant, labor reallocation from less to more productive sectors, also known as 'structuralchange ' results in improvement in economy­ wide productivity. The objective of this thesis is to test the empirical predictions of this model using sectoral-level data from twenty-eight developing countries. Using the shift-share growth decomposition approach, we find regional growth-enhancing effects of structural change in Asia, Latin America and North Africa from, 1980 to 2000 and growth-reducing effects in Sub-Saharan Africa over the same period. However, as intersectoral productivity gaps disappeared after 2000, technological progress led the growth process in much of Asia and North Africa, while Sub­ Saharan Africa and Latin America benefited immensely from structural change over the same period. At the country level, however, structural change has been growth-reducing in many countries as labor moved in the wrong direction. We then proceeded to investigate the determinants of the contribution of structural change to the growth process at the country level. Contrary to the literature, we findevidence that rigidity in the labor market enhances the contribution of structural change to growth as it slows the wrong labor reallocation process. Beginning the estimation period with high agricultural employment shares as well as investment are also foundto have significantand positive impact on the structural change contribution to growth. This study provides useful insight into the experiences of developing countries. The lesson learnt is simple; productivity-returns to structural change is not a default outcome of just any labor reallocation process. For countries to benefit from labor reallocation, the market must be conditioned to direct labor from less productive to more productive sectors.     Preliminary Working Draft Please do not quote or cite without author’s permission Contact: [email protected] Structural Change, Industrial Upgrading and Middle Income Trap Justin Yifu Liny, Yong Wangz This version: Februrary 2019 Abstract Motivated by several stylized facts about middle-income trap, we develop a simple multi- sector general equilibrium model of structural change and industrial upgrading. The model features the distinction between production service and consumption service and the input- output linkages between di¤erent sectors. We show that the role of production service is asymmetric at di¤erent levels of development. Whereas an underdeveloped sector of production service is not a binding obstacle for development (sometimes even bene…cial) at an early stage of development, it becomes a key bottleneck when the economy reaches a middle-income status. To escape the middle-income trap, government intervention is needed to prevent premature de-industralization and facilitate bene…cial industrial upgrad- ing. Moreover, it also requires a timely reduction of entry barrier to the production service and improvement in its productivity. These theoretical …ndings are shown to be consistent with the stylized facts and also useful to China. The analysis provides a justi…cation for the government’sstrategic use of industrial policies to avoid middle-income trap.     War Reparations, Structural Change, and Intergenerational Mobility Matti Mitrunen* January 2, 2019 Please see the latest version here Abstract This paper presents evidence that government industrial promotion can move labor out of agriculture into manufacturing and have long-term effects via increased human capital accumulation in the next generation. I use variation generated by the Finnish war reparations (1944-1952) that forced the largely agrarian Finland to give 5% of its yearly GDP in industrial products to the Soviet Union. To meet the terms, the Finnish government provided short-term industrial support that persistently raised the employment and production of the treated, skill-intensive industries. I trace the impact of the policy using individual-level registry data and show that the likelihood of leaving agriculture for manufacturing and services increased substantially in municipalities more affected by the war reparations shock. These effects were persistent: 20 years after the intervention, the reallocated workers remained in their new sectors and had higher wages. Younger cohorts affected by the new skill-intensive opportunities obtained higher education and were more likely to work in white-collar occupations by 1970. Finally, I link parents to children to study how the policy affected intergenerational mobility. The shift of labour out of the agricultural sector into other such sectors as manufacturing and services is one important piece of this puzzle. Therefore, understanding not only the driving mechanisms and forces behind the process of structural change but also how these mechanisms interact and reinforce each other is crucial. In the present work we develop a parsimonious computational agent-based model (ABM) where structural change is driven by income and relative-price effects simultaneously. The income effect is generate by the assumption of a simple non-homothetic hierarchical demand structure where consumers spend their income according to a given priority as in Falkinger(1990, 1994) and Andersen(2001). The relative price effect derives from different rates of sectoral productivity growth. Our objective is not to present a full picture of the process of structural change, but to demonstrate that, given certain assumptions regarding agents' behaviour, the two effects proposed by the literature (income and relative-price) are not competing but actually complementary and mutually necessary to replicate the macroeconomic patterns observed in reality. Our results show that since 1990 structural change has been growth reducing – with labor moving from low – to high- productivity sectors - in both Africa and Latin America, with the most striking changes taking place in Latin America. Our results also show that things seem to be turning around in Africa: after 2000, structural change contributed positively to Africa’s overall productivity growth. For Africa, these results are encouraging. Moreover, the very low levels of produc- tivity and industrialization across most of the continent indicate an enormous potential for growth through structural change. We show that unbalanced growth slowdown has considerably reduced past U.S. productivity growth and we assess by how much it will reduce future U.S. productivity growth. To achieve this, we build a novel model that generates the unbalanced growth slowdown of the postwar period. The model makes the surprising prediction that future reductions in aggregate productivity growth are limited. The reason for this is that the stagnant industries do not take over the model economy.
