New Delhi - I I Sub Release of Central Assistance under Pradhan Mantra Awas Yojana —Urban [PMAY -LI Housing for All Mission to State Govt. of West Bengal for the financial year 2020-21 Sir The undersigned is directed to convey the Sanction of the President of India to release of Rs. 17,88,100/- (Rupees Seventeen Lakh Eighty Eight Thousand One Hundred only) to State Govt of West Bengal as 3 instalment of central grant (Scheduled Tribe ...- Component) for Creation of Capital Assets under Pradhan Mantri Awas Yojana —Urban [PMAY-U] for the FY 2020-21 2 The statement showing details of the 17 BLC projects (out of 38 BLCprojects) considered in 6 CSMC meeting against which the above Grant is rekased towards 3rd instalment of the Central Assistance is annexed 3 Based on decision and recommendations of CSMC under Pradhan Mantri Awas Yojana —Urban [PMAY-UJ in its 6thineetlng held on 18th February 2016, the amount of central grant is being released subject to the following conditions I The funds shall be utilized for the purpose and within the selected categorized beneficiaries for which these are gnen Otherwise these will have to be refunded alongwith: interest as per provisions under. GFR-201 7 ii. The expenditure on the implementation of the scheme/projects will shared between the Central and the StaIeIULB/lmplementmg Agency (IA) as committed The committed State share should also be released within 15 days from the date of receipt of Central Assistance in the SLNA account In case of shortfall of StatefULB/IA share, corresponding amount of Central share will be dethicted from the subsequent releases for the projects iii. The funds including Central Assistance and State share will thereafter be released b the State/UT Government to the implementing agencies without any delay failing which the amount would be recovered from the State/UT Government with interest, as applicable, for the period of default iv. Necessary sanctions/approvals/compliances required under the statutory or other regulatory regime as applicable would be obtained by the authority(ies) concerned with the project(s) v 1 he State Government and implementing agency shall put in place a monitoring system to ensure that the project(s) achieve scheduled milestone and envisaged outcomes including implementation of reforms and other contiioa1ities required under the scheme VI The funds shall utilize the grant in accordance with the approved gwdelines for the implementation of the scheme of PMAY-U Mission vii. The State Government shall furnish the Utilization certificates of the Grant released in the prescribed format as per GFR-201 7 as provided in the scheme guidelines. viii. Where there is an element of cash transfer to individual beneficiaries, the same may - be made through DBTIEAT Module of PFMS as applicable. The State Government shall submit an authenticated certificate from the bank showing complete details of disbursement of funds to each beneficiary before further releases for the projects. ix. The State Government shall ensure the geo4a1,11,ging of all houses approved under BLC component of PMAY-U Mission: X. State Government shall ensure that the specifications of the houses conform to NBC/IS Standards and that requisite infrastructure will be provided by the State Goseinment/ULB xi The State Government shall ensure quality monitoring of the said projects by Third Party Qualit) Monitoring Agency (TPQMA) in 2-3 visits and submit the Action Taken Report (Al R) on the observations/recommendations of TPQMA before release of balance amount of and final instalment of Central assistance xii. The balance amount of 3 and final instalment of Central Assistance will be released contingent of achieving all mandatory reforms completion of projects including construction of houses and infrastructure in each project and submission of project completion reports for all appro ed projects as per Anncxure 9 of the Mission Guidelines xiii The State Goernment should ensure that there is no violation of Model Code of Conduct while releasing funds to implementing Agencies/ULBs/Beneficiaries 4 Additional allocation through 2 supplementary. Demand for Grants 2020-21 for PMAY-U is yet to be received..Therefore in pursuance to the DEA 0.M.     PREFACE This Report for the year ended 31 March 2007 contains the results of audit of accounts of Urban Local Bodies in the state of West Bengal. The Report has been prepared for submission to the Government of West Bengal in accordance with the provisions of the West Bengal Municipal Act, 1993 and other respective Acts of six Municipal Corporations. The cases mentioned in this Report are among those, which came to notice in the course of test audit of accounts of 76 ULBs during the year 2006-07, as well as those noticed in earlier years but could not be dealt with in previous Reports; matters relating to the period subsequent to 2006-07 have also been included wherever considered necessary. vii OVERVIEW This Report contains eight chapters, containing observations of audit on accounting procedures and financial management, revenue receipts, establishment, material management, implementation of schemes, as well as other important issues and conclusions and recommendations of Audit. A synopsis of the Audit findings is presented in this overview. As against the recommendation of the Second State Finance Commission (February 2000) for the devolution of 3.2 per cent share of State taxes to the ULBs, the State Government released 0.69 and 0.52 per cent of State taxes in 2005-06 and 2006-07 respectively. During 2005-07, the releases fell short by of Rs.574.32 crore of the recommended entitlement. [Paragraph 1.5.4] Excess expenditure of Rs 9.49 crore over the budget provision incurred by 11 ULBs during 2003-04 to 2005-06 has not been regularized.

There are two schools of thoughts about the name Barddhaman. It might have been named after the 24th Jaina Tirthankar. According to Kalpasutra of the Jains, Mahavira spent sometime in Astikagram which was formerly known as Barddhaman. According to the second school, Barddhaman means prosperous growth centre. In the progress of Aryanisation from Upper Ganges valley, the frontier colony was called Barddhaman as a landmark of growth and prosperity. The name came to stay as the Aryans failed to consolidate their gains further east.
