They find that many of its proposals have been adopted, although without much fanfare. One area where there has been little change is in the use of schools to engage young people in democracy: the authors argue that electoral registration should take place via schools, there should be enhanced democracy within schools, and they should remain open when used as polling stations. Schools can become sites of democracy, engaging young voters from an early age. Credit: Parliament Week, CC BY-NC-ND 2.0 Established in 2008 by Gordon Brown, the Youth Citizenship Commission (YCC) was invited to examine how young people define citizenship and to explore how that citizenship might better be connected to political activity. It reported to government in June 2009, making sixteen policy recommendations. The Brown government responded positively to the YCC final report, endorsing virtually all of its findings. In places, however, its formal response read a little too much like a trumpeting of existing examples of good practice, confined to a select number of government departments, whereas the thrust of the YCC’s arguments was for a much more comprehensive development and extension of the useful schemes of political engagement already evident. The Labour government was however voted out of office before it could implement any of the policy recommendations.

Foreword Dr Andrew Mycock The proposition supporting the lowering of the voting age for all public elections across the United Kingdom has gained considerable political momentum over the past decade or so, largely due to the concerted campaigning of some leading youth organisations together with an increasing number of young people and politicians. With the majority of mainstream political parties now supporting the introduction of ‘votes at 16’, it is a proposal whose time appears to have come. That 16 and 17 year-olds will be able to vote on the constitutional future of Scotland in September 2014 suggests the ‘genie is out of the bottle’ and the move towards a universal lowering of the voting age to 16 across the UK is imminent. Such a view should however be tempered by a number of issues that might compromise the adoption of votes at 16. First, the Conservatives appear steadfastly opposed to its introduction and are unlikely to adopt the cause if they form the next government in 2015. Second, two noteworthy UK government-sponsored independent commissions on lowering the voting age over the past decade – The Russell Commission of 2004 and the Youth Citizenship Commission of 2008-9 - have both found against the proposition. Both commissions raised important questions about the increasingly fractured age limits for a range of rights and responsibilities and also questioned whether ‘votes at 16’ would induce greater youth political literacy and participation.

    ESTABLISHING YOUR YOUTH PARLIAMENT A PLANNING GUIDE Foreword I am delighted to contribute a foreword to this Youth Parliament Planning Kit. The Millennium Youth Parliament was part of the Commonwealth Parliamentary Association’s (CPA) programme of informing the Commonwealth about the Commonwealth and the CPA. This goal is explicitly expressed in the Association’s Strategic Plan under Objective 8: “To increase the outreach of the Association, its Members and its Branches to non-members and to those outside the Commonwealth. In particular, to sponsor outreach programmes to young people, to make them aware of the value of parliamentary democracy and to encourage them in its promotion.” The CPA Youth Parliament was also, of course, a recognition of the importance of young people to the Commonwealth and its future and we hope that this work will be further strengthened by the production of this Youth Parliament Operational Kit. We trust that publicising such projects, as widely as possible, both within and outside the Association, will ensure that Parliamentarians and the wider Commonwealth are informed of their value. The kit is therefore designed to assist Branches or other interested organisations and individuals to organise and run their own youth parliaments. It draws heavily on the CPA’s experience in organising two international youth parliaments in 1997 and 2000 and I would like to pay tribute to my predecessor, Arthur Donahoe, QC, and the CPA Executive Committee for having the foresight to initiate such programmes at the international level. Two of our younger officials who assisted with the Millennium Youth Parliament have contributed a great deal to the preparation of this kit and I would like to thank them for their work.

Term of Office a) This will run from 1 March to 28/29 February each year. b) MYPs may be elected office for a one or two year term, with the exception of Members of Youth Parliament in Scotland who stand for an 18 month term. 2.6. Election Rules for Members of Youth Parliament 2.6.1. Eligibility to Stand a) Candidates must: i. be aged 11-18 on the first day on their office. ii. live, work or volunteer for a minimum of 14 hours per week, or be in education for more than the equivalent of three school days a week, in the constituency in which they stand for election. They cannot stand in more than one constituency in the same year’s election. 2.6.2. Elections a) All UK Youth Parliament elections should be concluded by the end of February to coincide with the national results week. b) Support staff from the constituency are responsible for the running of the elections and ensuring that they are run appropriately, elections to the UK Youth Parliament are not the direct responsibility of BYC support staff. c) MYPs must be elected, this can be done in the following ways: a. Directly elected (by young people in their constituency) b. Indirectly elected (by a youth council/another body who have previously been elected by young people in the same constituency) c.
