Chapter 2: Chairman’s Message Chapter 2: CHAIRMAN’S MESSAGE It is a pleasure for me to present the fourth annual licence to HK Television Entertainment Company report of the Communications Authority (the Limited (HKTVE). The Authority approved in January Authority) covering the period from April 2015 to 2016 HKTVE’s application to use spectrum, on top March 2016. The year under review was an eventful of a fixed network, as an additional transmission year for the Authority, with new developments means to deliver its free TV service. -

Research Assessment Exercise 2020 Impact Case Study University: The Hong Kong University of Science and Technology Unit of Assessment (UoA): 22-Business Title of case study: Opening China’s Telecommunications Market for Hong Kong Investors 1. Summary of the impact Policies for the telecommunications sector within the significant Closer Economic Partnership Agreement (CEPA) cross-border trade agreement between Hong Kong and mainland China have been influenced by research by Xu Yan, linked to his earlier studies on telecommunications policy in Hong Kong and mainland China carried out at HKUST. Such work has had impact on policy by informing senior government policymakers locally and nationally through recommendations on how to liberalize the Chinese telecommunications market under CEPA, and contributed to economic impact following the opening up of this sector to Hong Kong investors under the agreement, mainly in value-added services and particularly in Guangdong Province. 2. Underpinning research Professor of Information Systems, Business Statistics and Operations Management Xu Yan (joined HKUST in 1997) has established himself as an expert on the telecommunications sector and its regulation in Hong Kong and mainland China through a series of published comparative studies that address telecommunication policy issues, in particular market liberalization. Xu’s distinctive perspective on this area draws on his in-depth east-west knowledge resulting from previous working experience in the Ministry of Posts and Telecommunications of China and its affiliated university, doctoral studies on telecommunications policy in the UK, and a dedicated research focus on telecommunications market over the past 15 years, with almost all of his publications up to 2015 centered on this area and related issues. -

RADIO TELEVISION HONG KONG PERFORMANCE PLEDGE 2015-16 This performance pledge summarizes the services provided by Radio Television Hong Kong (RTHK) and the standards you can expect. It also explains the steps you can take if you have a comment or a complaint. 1. Hong Kong's Public Service Broadcaster RTHK is the sole public service broadcaster in the Hong Kong Special Administrative Region (HKSAR). Its primary obligation is to serve all audiences - including special interest groups - by providing diversified radio, television and internet services that are distinctive and of high quality, in news and current affairs, arts, culture and education. RTHK is editorially independent and its productions are guided by professional standards set out in the RTHK Producers’ Guidelines. Our Vision To be a leading public service broadcaster in the new media environment Our Mission To inform, educate and entertain our audiences through multi-media programming To provide timely, impartial coverage of local and global events and issues To deliver programming which contributes to the openness and cultural diversity of Hong Kong To provide a platform for free and unfettered expression of views To serve a broad spectrum of audiences and cater to the needs of minority interest groups 2. Complaints dealt with by the Communications Authority (“CA”) (released on 7 June 2021) The CA considered the following case which had been deliberated by the Broadcast Complaints Committee (“BCC”) – Complaint Case Television Programme “The Pulse” (脈搏) broadcast by Radio Television Hong Kong (“RTHK”) The CA also considered one case of dissatisfaction with the decision of the Director- General of Communications (“DG Com”) on a complaint case. Having considered the recommendations of the BCC, the CA decided– 1. that the complaints against the television programme “The Pulse” (脈搏) were unsubstantiated and no further action should be taken against RTHK; and 2. to uphold the decision of the DG Com on a case of dissatisfaction with the decision of the DG Com. Details of the case are available in the Appendix. 7 June 2021 Case – Television Programme “The Pulse” (脈搏) broadcast from 6:00pm to 6:30pm on 28 March 2020 on RTHK TV 31 Channel of Radio Television Hong Kong (RTHK) 210 complaints were received about the captioned television programme. The main allegations were – (a) the presentation of the report on the views of Dr Tedros Adhanom Ghebreyesus (“Dr Tedros”), Director-General of the World Health Organization (“WHO”), on China’s contribution in fighting the pandemic was biased; (b) the voice-over’s remark about Taiwan being shut out by China and the WHO was not based on facts, biased and had the effect of instigating viewers’ antipathy towards the nation and the WHO; (c) the interview with Dr Bruce Aylward (“Dr Aylward”), Assistant Director- General of the WHO, distorted his speech and was unfair to him and had damaged his reputation. -

Chapter 17 xx1xx Media and xx2xx Communications 1 foot note 2 Hong Kong’s lively media and world-class foot note telecommunications provide ready access to a wealth 3 foot note of information and entertainment, including the publication of almost 600 daily newspapers and periodicals locally. More than 95 per cent of households are broadband service subscribers and the mobile subscriber penetration rate is about 293 per cent. Hong Kong has one of the most successful telecommunications markets in the world. Fully liberalised and keenly competitive, the market provides a wide range of innovative and advanced telecommunications services to consumers and business users. The city also has a vibrant broadcasting industry, offering a multitude of television and radio channels with diverse programming. Mass Media Hong Kong’s mass media at the end of 2020 included 94 daily newspapers (including electronic newspapers), 500 periodicals, three domestic free-TV programme service licensees, two domestic pay-TV programme service licensees, 10 non-domestic TV programme service licensees, two sound broadcasting licensees and one public service broadcaster. The availability of the latest telecommunications technology and keen interest in Hong Kong’s affairs have attracted many international news agencies, newspapers with international readership and international broadcasters to establish regional headquarters or representative offices here. The production of regional publications in Hong Kong underlines its importance as a financial, industrial, trading and communications centre. Registered Hong Kong-based press at the year-end included 61 Chinese-language dailies, 15 English-language dailies, 15 bilingual dailies and three in Japanese. -

Limited, a company duly incorporated in Hong Kong whose registered office is situated at Level 39, Tower 1, Metroplaza, No. 223 Hing Fong Road, Kwai Chung, N.T., for a domestic free television programme service licence. The particulars of the application in this Notice, as set out below, are provided by City Telecom (H.K.) Limited. Nothing in this notice shall affect or prejudice any powers, discretion and rights of the Broadcasting Authority or the Government. 1. COMPANY INFORMATION Principal shareholders City Telecom (H.K.) Limited (“CTI”) is a publicly listed company in Hong Kong under HKEx (Stock Code: 1137) and the U.S. under NASDAQ (Ticker Symbol: CTEL).
