Progress Report to IAAF Council Portland marks a welcome November 2015 return of the world indoors to the United States of America. In 1987 Indianapolis, USA played host to the inaugural edition of the IAAF World Indoor Championships*. Since then there have been non- stadia events (race walking and cross country) and a wonderful world juniors in 2014. The IAAF World Indoor Championships, Portland 2016 therefore represent the most significant IAAF World Athletics Series competition to be hosted in the USA in three decades. The USA is historically the strongest athletics nation as measured by overall participation and the medals won by its athletes. Many of the legends of our sport are American. USA, the world’s first economic power, is a heartland of our sport yet general public perception of track and field athletics is low. The IAAF World Indoor Championships, Portland 2016 (17-20 March 2016) in the Oregon Convention Center will do much to raise awareness in America. Aside from the Rio Olympic Games these championships are the most important athletics event in 2016. Sullivan Vice-Chairperson of the State Election Board Dear Secretary Raffensperger and Mrs. Sullivan, As I am sure you have seen over the past month, many Georgians, including my colleagues who have signed this correspondence, have serious concerns about Georgia’s elections. As we approach a critical election on January 5, 2021, it is clear that Georgia voters must have confidence in the election process going forward. To that end, below you will find two common-sense suggestions: a rule that should be promulgated by the State Election Board (the “SEB”) and additional resources of which the Office of the Secretary of State (the “SOS”) or the SEB could take advantage. I. Absentee Ballot Application and Mail-In Absentee Ballot Signature Review Process. As the process currently stands, when a voter wishes to vote early by mail, they submit an Absentee Ballot Application (“Application”) either through the mail or online. When a local Board of Registrars (the “BOR”) receives a paper Application, typically, a single employee of the BOR is responsible for the initial review of a signature on a paper Application. If that paper Application is accepted, the BOR mails an Absentee Ballot to the voter. The process for reviewing signatures on the external envelope of a returned Absentee Ballot is the same – a single employee of the BOR is allowed to “approve” a signature without oversight by other employees or independent observers.

The organization charged with growing that brand and administering the U.S. team, USA Track & Field (USATF) is the national governing body for track and field, long distance running and race walking in the United States. Part of the Olympic Family, with the power of “The Rings” behind it, USATF also is a modern, professional sports organization who views its peers as the NBA, MLS and other pro sports leagues. USATF’s raison d’etre is to advance the sport of track and field in the American psyche and in the American sports business and entertainment industries. The sport is international, elemental and eternal. Among the most ubiquitous and accessible activities in the world, track and field has universal appeal, with 213 national member federations competing on the international level. He was 87 and had been writing about track and field for more than 60 years. He also meant a lot to this organi- zation, both as a past president and as a staunch advocate behind the scenes for our independence. Jim had been recuperating from emergency surgery last month in his adopted hometown of Austin, where he moved two decades ago after a career in the advertising business in New York. He was a graduate of Penn State, where he ran cross country, and wrote countless freelance articles for Track & Field News, American Track & Field, The New York Times, the Austin American-Statesman, the Kansas City Star and numerous other publica- tions.
