J-1 iii Foreword Background and Organization This document highlights the programs of the Department of the Interior and its 2022 President’s Budget request. The DEPARTMENTAL HIGHLIGHTS section summarizes budgetary resource requirements at the Department level and presents major Departmentwide initiatives, programs, and budget propos- als. The BUREAU HIGHLIGHTS section presents a narrative summary of the budget request for each bureau and an in-depth comparison in tabular form of 2021–2022 budgetary resource estimates with brief descriptions of programmatic changes. The APPENDIXES present tabular summaries of pertinent budgetary data. Appendix A is a Departmentwide table, presenting the 2022 request with prior-year amounts. Other appendixes contain summaries of Interior initiatives and crosscutting programs includ- ing land acquisition, maintenance and construction, grants and payments, receipt amounts, energy rev- enue payments to States, and staffing levels. Usage and Terminology All year references are fiscal years unless noted, and amounts presented reflect budget authority unless otherwise specified. Numbers in tables and graphs may not add to totals because of rounding. Numbers shown in brackets [ ] are displayed for informational purposes and are not included in totals. References to 2021 Estimate, 2021 Appropriations, or 2021 Enacted signify amounts appropriated in the Consolidated Appropriations Act, 2021 (P.L. 116-260), for both the Department of the Interior, Environ- ment, and Related Agencies Appropriations and the Energy and Water Development Appropriations. The 2021 amounts appearing in this volume reflect adjustments required in the OMB Report to Congress on the Joint Committee Reductions for Fiscal Year 2021 issued on February 10, 2020. References to 2020 Actual, 2020 Appropriations, or 2020 Enacted signify amounts appropriated in the Further Consolidated Appropriations Act, 2020 (P.L. 116-94), for both the Department of the Interior, Environment, and Related Agencies Appropriations and the Energy and Water Development Appropri- ations.     2022 Grant Application Package and Guidelines TABLE OF CONTENTS MAY 2021 DEAR PROSPECTIVE LOW INCOME TAXPAYER CLINIC GRANT APPLICANT: I am pleased to announce the opening of the 2022 Low Income Taxpayer Clinic (LITC) grant application period, beginning May 3, 2021 through June 18, 2021. We are excited about increasing the number of LITCs and the scope of LITC coverage this year and appreciate your consideration and interest. Under Internal Revenue Code § 7526, the IRS provides matching grants up to $100,000 per year to qualifying organizations representing low-income taxpayers in Internal Revenue Service (IRS) disputes and educating individuals who speak English as a second language (ESL) about their rights and responsibilities as U.S. taxpayers. LITC services must be provided for free or for no more than a nominal fee.     In the morning of 26th December 2004, a devastating Tsunami of incredible magnitude struck 12 countries in South East and South Asia, East Africa and the Indian Ocean. This natural disaster caused varying degrees of damage to lives, livelihoods, infrastructure and economies in India, Indonesia (Sumatra), Malaysia, Maldives, Myanmar, Sri Lanka, Thailand, Somalia and the Seychelles. The countries worse hit were Indonesia and Sri Lanka; India and Thailand also suffered significant damage. The incident, which occurred for only a few minutes in each country, took more than 290 000 lives and devastated many fisheries and coastal aquaculture in all the affected countries. Reports indicate that in Sri Lanka over 70 percent of the coastal fishing capability has been lost, and in Banda Aceh in Indonesia, besides serious damage to fisheries, almost 50 000 ha of aquaculture facilities have been destroyed. The Thai and Indian marine cage culture and shrimp aquaculture (including hatcheries) sectors have also suffered significant damages. The loss in human life is staggering and can never be adequately compensated, but rebuilding the fisheries and aquaculture sector is possible and necessary. In partnership with other agencies, FAO is helping affected countries by providing emergency assistance for relief, rehabilitation, planning and rebuilding of the fisheries sectors under an agency-wide, multilateral assistance programme supported by many countries and development agencies. In doing so, FAO will ensure that the relief and rehabilitation efforts will improve the capacity of the local people to be better prepared for similar natural disasters. The assistance programme is implemented in accordance with the national rehabilitation and rebuilding plans, and in collaboration and consultation with the stakeholders.

    EXECUTIVE OFFICE OF THE PRESIDENT OFFICE OF NATIONAL DRUG CONTROL POLICY Washington, DC 20503 The Biden-Harris Administration’s Statement of Drug Policy Priorities for Year One The overdose and addiction crisis has taken a heartbreaking toll on far too many Americans and their families. Since 2015, overdose death numbers have risen 35 percent, reaching a historic high of 70,630 deaths in 2019.1 This is a greater rate of increase than for any other type of injury death in the United States.2 Though illicitly manufactured fentanyl and synthetic opioids other than methadone (SOOTM) have been the primary driver behind the increase, overdose deaths involving cocaine and other psychostimulants, like methamphetamine,3 have also risen in recent years, particularly in combination with SOOTM. New data suggest that COVID-19 has exacerbated the epidemic,4, 5 and increases in overdose mortality6 have underscored systemic inequities in our nation’s approach to criminal justice and prevention, treatment, and recovery. President Biden has made clear that addressing the overdose and addiction epidemic is an urgent priority for his administration. In March, the President signed into law the American Rescue Plan, which appropriated nearly $4 billion to enable the Substance Abuse and Mental Health Services Administration and the Health Resources and Services Administration to expand access to vital behavioral health services. President Biden has also said that people should not be incarcerated for drug use but should be offered treatment instead. The President has also emphasized the need to eradicate racial, gender, and economic inequities that currently exist in the criminal justice system.

Maria Cantwell to the Hon. Gina Raimondo. Digital Trade. Digital trade and the free flow of information across borders is vitally important to the more than 5,000 technology companies in Washington state and our state’s more than $2.8 billion digital export economy. Nationally, U.S. digital exports were worth more than half a trillion dollars in 2019, an increase of more than 50 percent over the past decade. In Washington state, software industry jobs have increased by approximately one-third since 2016, and now account for around half a million jobs in my state. Unfortunately, digital trade barriers and restrictions are proliferating in many countries, which could undermine our nation’s economic recovery and threaten key trade relationships, including the $1.1 trillion trade relationship between the U.S. and Europe. Question 1. If confirmed, will you prioritize digital trade issues and the continued free flow of digital goods and information across borders? Answer. For U.S. companies to compete, they need the ability to – among other things – access networks, transfer data, and use secure data centers of their choice. If confirmed, I will pursue all available avenues to ensuring data flows and cross-border digital trade, whether that is through trade agreements, the World Trade Organization, expansion of the Asia-Pacific Economic Cooperation Cross Border Privacy Rules System, or enhancement of the EU-U.S.
