Resources and Organizations for Additional Information Version 1.0 Page i - This page is intentionally blank - Coastal Community Resilience Participant Guide Introduction This course provides participants with an understanding: • that coastal communities will repeatedly face natural hazards, • of how Coastal Community Resilience (CCR) can help communities prepare and rebound from hazard events, • of risks associated with natural hazards, • of how to plan for CCR, and • of strategies to integrate CCR into existing plans and programs. This course will raise awareness of (1) hazards facing coastal communities, (2) potential social, economic, and environmental impacts of these hazards, (3) approaches to prevent or mitigate hazard impacts, and (4) tools to increase resilience. This course seeks to raise awareness and spur organizational action to increase CCR, by building on existing planning and mitigation frameworks. Through course lectures, reading materials, and interactive exercises, the following course outcomes will be achieved: • Participants will have an increased knowledge and understanding of risks from natural hazards in coastal communities and how natural hazard processes and events can impact all sectors of the community. • Participants will understand CCR concepts and how they can benefit hazard planning outcomes in coastal communities. • Participants will be familiar with available references, resources, and tools that can assist their organization in CCR planning, including (1) identifying hazard risks in their community, and (2) developing prevention, mitigation, and response approaches within a CCR framework. • Participants will understand that many of the elements to increase CCR already exist in the community. By integrating these elements, a community can strengthen its overall resilience. • Participants will have a broader awareness and acceptance of the CCR concept as a framework for hazard planning, mitigation, response, and recovery in coastal communities in the United States. Welcome, Administration, and Introduction Duration 1.0 hour Scope Statement In this module, participants and instructors will complete course administrative requirements, and participants will learn how their performance will be evaluated. Instructors will administer a pre-test to assist participants in determining their level of knowledge before the course. This module also allows the opportunity for instructors to present an overview of the course and for participants and instructors to introduce themselves. The module introduces the need for increased preparedness in coastal communities and the concept of resilience as a framework for improving hazard preparedness. Terminal Learning Objectives (TLO) Participants will understand the need for coastal communities to focus efforts on building resilience in all sectors of their communities. Course Goal To achieve this goal, the remaining course modules provide participants with an understanding of the concepts of CCR, the hazards and risks that coastal communities face, planning approaches to CCR, and tools and resources to build resilience. We can act as both individuals and as members of organizations to increase resilience. This course will provide tools and information you can use for both of these roles. However, our primary course focus is organizational and exercises will largely focus on our organizational roles. Course Agenda This course is designed to (1) educate participants on building CCR and (2) provide state and local government agencies and other stakeholder groups with resources and tools to: • assess hazards and risks facing their coastal communities; • identify potential social, economic, and environmental impacts of these hazards; and • plan to prevent or mitigate the negative effect of hazards so that the community is more resilient and can rebound when a hazard event occurs. The class consists of five modules. These modules include classroom instruction, instructor-led discussions, and practical activities that are intended to facilitate discussion and understanding of course concepts. Appendices are provided with further detail and information, including (1) Appendix A – Acronym List; (2) Appendix B – Photograph Citations; (3) Appendix C – Resilience Concepts and Definitions; and (4) Appendix D – Resources and Organizations for Additional Information. Version 1.0 Module 1 | Page 4 Coastal Community Resilience Participant Guide Module 1: Welcome, Administration, and Introduction Scope In this module, participants and instructors complete course administrative requirements and participants learn how their performance will be evaluated. Instructors present an overview of the course and participants and instructors introduce themselves. Finally, participants will be introduced to the risks facing coastal communities and the concept of resilience to help improve preparedness for natural hazards. Terminal Learning Objective Participants will understand the need for coastal communities to focus efforts on building resilience in all sectors of their communities. Module 2: Resilience Concepts Scope This module introduces CCR concepts and the components that comprise our resilient coastal community. Participants will understand the framework for CCR and the benefits of CCR actions. Terminal Learning Objective Participants will understand the components of CCR and CCR benefits. Module 3: Understanding Risks from Natural Hazards Scope In this module, participants will learn about the natural hazards facing their coastal communities and the impacts that these hazards can have on the social, economic, and environmental components of the community. In addition, participants will learn how to assess and prioritize hazards for resilience actions based on risk. Terminal Learning Objective Participants will understand natural hazards, their impacts on coastal communities, and how assessing risk supports CCR. Version 1.0 Module 1 | Page 5 Coastal Community Resilience Participant Guide Module 4: Building Resilience Scope With a clear understanding of hazards, CCR concepts, and benefits, this module will review best practices and provide participants with tools and resources to implement the CCR framework in their communities. This module allows participants to (1) put course concepts to work through practical exercises to assess their community’s CCR status and (2) identify appropriate CCR actions. Terminal Learning Objective Participants will be able to identify and act on CCR concepts and practices that can be instituted in their community. Module 5: Going Forward Scope In this module, participants will be administered an objectives-based post- test. They must score 70% or greater to receive a Certificate of Achievement.
