    PIDE KNOWLEDGE BRIEF No. 2021:35 August 13 The Electronic Media Economy in Pakistan: Issues and Challenges NAZAM MAQBOOL, RASTA CGP, Pakistan Institute of Development Economics, Islamabad. The influence of media on society is unquestioned. Its reach penetrates nearly every corner of the world and every aspect of life. But it has also been a contested realm, embodying class politics and the interests of monopoly capital. The paper aims to study certain aspects of the media, focusing primarily on: the political economy of media; size, growth, concentration and content of electronic media; the television rating system; financing model and business operations; the way that these practices are shaped by governments’ laws, regulations, and other policies; and the impacts of these business/regulatory interrelationships not only on media content and media audiences but also on societies’ politics and culture more broadly. 1. THE POLITICAL ECONOMY OF ELECTRONIC MEDIA IN PAKISTAN Historically, the media in Pakistan has been used both to advance the agenda of military and civilian governments and in support of pro-democracy movements. The state used it for a unified national position on domestic and foreign policy issues. In the words of Raza Rumi, “There were more than 50 years of unstoppable, concerted, well-funded propaganda by the state and the state construction of a [national] identity that is completely fictitious.”1 Since 2002, the liberalisation of media led to an explosion of local, privately-owned satellite television channels distributed via cable networks. Since then, it has earned a reputation as vibrant and critical of the state. Often, such incidents follow a similar narrative: a young Hindu woman disappears from her house or place of work for some days and reappears again as a married and newly converted Muslim. Since changing one’s religion from Islam to any other faith would mean denying the Prophet Mohammad, apostasy in Pakistan is mutatis mutandis: an illegal act covered by the blasphemy laws (§295 Pakistan Penal Code). Beyond such legal issues, the street power of extreme religious groups is a significant factor.2 Once a conversion has taken place and is publicised, it is almost impossible for the newly converted to revert to her former life—the acceptance of Islam in Pakistan is often a one-way street. In recent years, incidents of alleged forced conversion have become highly charged topics of discussion within the Islamic Republic of Pakistan. The advent of social media has helped kindle national and international outrage, which also exacerbates and cements antagonism between Islamic groups and liberal representatives. Upon deeper scrutiny, however, cases of forced conversion reveal many layers of FORUM complexity, which thwart simple mono -causal explanations offered by both sides—either the liberal groups or the religious right.

    Challenges before Electronic Media Channels in Pakistan Asim Bashir Zubair Shafiq Farzana Arshad Naudir Bakht Primary focus of the study is to dig out the challenges that are faced by the electronic media channels. Administration of channels faces the ban on transmission while Journalists are murdered by the known and unknown forces in Pakistan. The study also provides the research conducted on the murdered journalists during 2002 to 2013 in Pakistani areas. Pakistan could not achieve the benefits of free media since its emergence from 1947 to 2002, for about 55 years because Pakistani people were forced by the powerful authorities to listen and watch to what the powerful groups in Pakistan wanted. There was only one state owned channel PTV (Pakistan Television) who had the responsibility to show the truth but people had become fed up with the performance of only one channel because there was no competition and choice for people to dislike the PTV’s transmission. In 2002, General Musharraf who was although a military ruler did to what democratic governments could not. He established a new institution “PEMRA” and deputed him to issue the licenses to private channels so that they may show the truth to Pakistani nation. He had never imagined that the free media established by his own hands, would turned against him and will oppose his dictatorship but he did not care about it and constructed the first brick to establish a concrete based building for the freedom of electronic media field in Pakistan. Later, it was proved that free media criticized the non-democratic activities performed by the General Musharraf as a ruler.
