Tuesday, October 24 – Welcome Reception

Honourable Nadine Wilson, Provincial Secretary

• First elected as Member of the Legislative Assembly (MLA) for in the 2007 provincial election, Provincial Secretary Wilson was re-elected in 2011 and 2016.

• As Provincial Secretary she serves as a member of the caucus Management Committee and the Standing Committee on Human Services.

• She has previously served as Legislative Secretary to the Minister Responsible for Immigration (New Citizen Initiative), deputy caucus chair, and as chair of the legislature’s Standing Committee on Private Bills.

• Ms. Wilson studied social service work and later became one of the first women to work as a corrections worker in the Men's Provincial Correctional Centre in Prince Albert. She was twice elected Reeve of the Rural Municipality of Paddockwood before making the move to provincial service.

Ms. Jodi Banks, Acting Associate Deputy Minister of Intergovernmental Affairs, Executive Council

• Jodi Banks is the Acting Associate Deputy Minister of Intergovernmental Affairs, Executive Council. Prior to her current role, she was the Executive Director of the Livestock Branch at the Saskatchewan Ministry of Agriculture.

• Ms. Banks has 25 years of experience in the public sector. She has also worked in the Policy Branch of the Saskatchewan Ministry of Agriculture, as well as in the Canadian Intergovernmental Relations Branch of Intergovernmental Affairs, Executive Council.

• Ms. Banks received her Bachelor of Arts in Sociology from the University of Regina in 1991 and a Master of Public Administration from the Johnson- Shoyama Graduate School of Public Policy, University of Regina in 2006.

Mr. Kent Campbell, Interim Deputy Minister to the Premier and Cabinet Secretary

• Kent Campbell was appointed Saskatchewan’s Interim Deputy Minister to the Premier and Cabinet Secretary on August 28, 2017.

• Mr. Campbell also serves as the Deputy Minister of Intergovernmental Affairs, where he is responsible for leading provincial activities in the areas of Canadian intergovernmental relations, trade policy, international relations, protocol and Francophone affairs.

• Prior to that, he served as Saskatchewan’s Deputy Minister of the Economy and Deputy Minister of Energy and Resources.

• Mr. Campbell has two undergraduate degrees from the University of Regina, a Masters of Business Administration from Queen’s University and is a Chartered Professional Accountant. In 2009, he was selected as one of Canada’s Top 40 Under 40. He has also been the recipient of the Premier’s Award for Excellence in the Public Service.

Honourable Lyle Stewart, Minister of Agriculture

• Minister Stewart was born and raised near Pense, Saskatchewan, just outside of Regina, where he farms with his wife and son.

• He was first elected to the Legislative Assembly as the member for Thunder Creek in 1999. He was re-elected in 2003, 2007, 2011 and 2016. During his two terms in opposition, Minister Stewart served as the Interim Leader of the Party, as well as the critic for Agriculture, Economic Development and Industry and Resources.

• After forming government in 2007, he served as:

o Minister for Enterprise and Innovation;

o Chair of the Legislature’s Standing Committee on the Economy;

o Member of the caucus’ policy committee on the economy; and,

o Treasury Board.

o During 2011-2012 he also served as President to the Pacific NorthWest Economic Region.

• In May of 2012, Premier Brad Wall appointed him Minister of Agriculture and Minister responsible for Saskatchewan Crop Insurance Corporation, a position he has retained ever since.

Honourable Steven Bonk, Minister of the Economy

• Steven Bonk was elected as MLA for Moosomin on April 4, 2016.

• Minister Bonk has extensive experience in the domestic and international agribusiness fields. He has worked on four continents as a consultant in agricultural management and policy development, and has also worked as an advisor on international trade and market access.

• He lived in Europe for nearly a decade, where he was the managing director of livestock-based enterprises and as a management consultant to help companies grow and solve strategic challenges with the transition to a free market economy, particularly in post-Soviet countries in Eastern Europe and Central Asia.

• Minister Bonk communicates in four languages, facilitating his participation on international roundtable discussion panels and is a recognized speaker at agribusiness-related events.

• He is currently a member of the Standing Committee on the Economy, and was previously a member of the Public Accounts Committee.

Mr. Chris Dekker, President and Chief Executive Officer (CEO), Saskatchewan Trade and Export Partnership (STEP)

• Mr. Chris Dekker assumed the role of President and CEO with STEP in May, 2015.

• Before joining STEP, he served as the Associate Deputy Minister of the Economy and CEO of the Global Transportation Hub.

• He has also served as CEO and as Senior Vice President of Marketing and Investment Attraction for Enterprise Saskatchewan, as Manager of Public and Intergovernmental Affairs and Special Projects for the City of Saskatoon, as Chief of Staff to the Leader of the Opposition, and in a marketing capacity with Maple Leaf Foods in Edmonton.

• Mr. Dekker holds an Honours Degree in Commerce from the University of Saskatchewan.

• He is an Accredited Public Relations Practitioner (APR), and two-time winner of the prestigious Premier’s Award for Excellence in the Public Service.

Mr. Jeff Hryhoriw, Director, Government Relations, Cameco Corporation

• Jeff Hryhoriw has been with Cameco’s Government Relations unit since 2008.

• Prior to joining Cameco, he was a partner in a private sector consulting firm providing expertise to clients on public affairs, policy development and strategic communications.

• His career has also involved stints at all three orders of government, including as an advisor to ministers at the federal and provincial levels.

• Mr. Hryhoriw’s academic background includes a Master’s degree in Public Administration from Queen’s University, building upon previous studies at both the University of Saskatchewan and the University of Regina.

• At Cameco, he is responsible for delivering strategic advice to corporate leadership on all aspects of government locally, provincially, federally and internationally.

Mr. Murad Al-Katib, President and CEO, AGT Food and Ingredients Inc.

• Murad Al-Katib is the President and CEO and a Board Member of AGT Food and Ingredients Inc. In 2001, he founded Saskcan Pulse Trading, providing the nucleus for AGT and growing the company to a world leader in value-added pulses, staple foods and ingredients; with revenues exceeding $1.7 billion in 2015, customers in over 120 countries and over 40 manufacturing facilities on five continents.

• Mr. Al-Katib has served on a number of boards, and currently serves on the Board of the Asia Pacific Foundation of Canada and is the current Chair of the Regina Regional Opportunities Commission.

• Mr. Al-Katib holds a Master’s degree from Thunderbird School of Global Management in Arizona and a Bachelor of Commerce from the University of Saskatchewan.

• He has been the recipient of a number of prestigious awards, including most recently the 2017 Ernst and Young “World Entrepreneur of the Year 2017.”

Mr. Keith Ball, Director, Ocean Transportation and Supply Chain, Canpotex Limited

• Keith Ball joined Canpotex as an accountant in 1995 and worked in increasingly senior positions in several departments, becoming Director, Ocean Transportation and Supply Chain in 2011. From 2004-2007, he worked outside of Canpotex for Fednav International in Montreal and for Container Port of Saskatchewan in Saskatoon.

• In his nearly 20 years at Canpotex, Mr. Ball has worked in Finance and Accounting, as well as Marketing and Operations, giving him a deep knowledge of the potash export market and the bulk shipping industry.

• Mr. Ball received his Accounting Certificate from Saskatchewan Polytechnic and also received a Post-Graduate Diploma and a Master’s Degree in Maritime Law from London Metropolitan University.

• He is a member of the Canadian Maritime Law Association and sits on the organization’s Limitation of Liability Committee.

Dr. Thomas Chase, Provost and Vice-President (Academic), University of Regina

• Dr. Thomas Chase has served as Provost and Vice-President (Academic) since July 2011. His academic appointment is in the Department of English.

• He holds a Ph.D. from the University of Glasgow (Scotland), where a doctoral fellowship enabled him to do research in the Department of English Language.

• He became Provost at Regina after having served from 2009-2011 as Vice- President (Academic) and Provost at Royal Roads University in Victoria, British Columbia.

• Prior to his work at Royal Roads, Dr. Chase held a series of academic and administrative appointments at the University of Regina. These include the positions of Coordinator of the Linguistics Program, founding Director of the Centre for Academic Technologies, Associate Dean (Research and Graduate) of the Faculty of Arts and, for four years, Dean of the Faculty of Arts. In 2008, President Vianne Timmons named him to lead the team responsible for preparing the University of Regina's new strategic plan.

• Dr. Chase also holds a licentiate diploma in organ performance from Trinity College (London).

Ms. Livia E. Castellanos, Associate Vice-President International and Chief International Officer, University of Regina

• As Associate Vice-President of the International Department at the University of Regina, as well as the Chief International Officer, Livia E. Castellanos is responsible for leading, managing and spearheading all international initiatives and activities at the University of Regina. She is also responsible for the Confucius Institute at the University of Regina.

• Prior to coming to the University of Regina, Ms. Castellanos served as the Director of Enrolment and Institutional Relations at the University of Winnipeg and at the University of Alberta International.

• She has served as a member of multiple boards and committees provincially, nationally and internationally, including as the Executive Secretariat for Canada in the Inter-American Organization of Higher Education providing the Canada- Latin America international education joint strategy.

• Ms. Castellanos has received a number of awards including recognition by the United States Government as the recipient of their premier award of the 2016 International Visitor Leadership Program for foreign emerging leaders.

Ms. Alison Pickrell, Assistant Vice-Provost, Strategic Enrolment Management, University of Saskatchewan

• Ms. Pickrell is currently the Assistant Vice-Provost, Strategic Enrolment Management with the University of Saskatchewan.

• In the past, she has held positions as Director of Enrolment at the University of Saskatchewan; Associate Vice President, Student Affairs, and Provincial Registrar for the Saskatchewan Institute of Applied Science & Technology (SIAST); and other various administrative and leadership roles within the former Office of the Registrar and within the Student and Enrolment Services Division at the University of Saskatchewan.

• She has worked internationally as a recruitment professional, developing recruitment strategy for various markets, initiating strategic partnerships and participating in international development projects. She is also a Senior Consultant for Academica Group, Canada's largest research-based marketing consultancy focused exclusively on the higher education sector.

• Ms. Pickrell holds a Bachelor of Arts in Psychology from the University of Saskatchewan and a Master’s of Post-Secondary Education from Memorial University.

Ms. Lisa Shepard, Director, Strategic Enrolment and International Education, Saskatchewan Polytechnic

• Lisa Shepard has served as Saskatchewan Polytechnic’s Inaugural Director for Strategic Enrolment Management since 2015, and is responsible for the implementation of the institutional Strategic Enrolment Management Plan and the International Student Strategy, now known as Strategic Enrolment and International Education.

• With over 10 years of experience in student enrolment and student services in the university and polytechnic sectors in the areas of Admission and Strategic Enrolment, Ms. Shepard is committed to helping organizations achieve optimal enrolment and ensure student success.

• She is a passionate champion of international education, leading both international enrolment growth and education abroad initiatives at Saskatchewan Polytechnic. Current projects include international enrolment strategy implementation, student persistence and success initiatives, student transition and onboarding support strategies.

Honourable Brad Wall, , President of Executive Council, Minister of Intergovernmental Affairs

• Brad Wall was first elected Premier of Saskatchewan in the November 2007 provincial election.

• His government was re-elected in the 2011 provincial election with 64% of the popular vote and in the 2016 provincial election with 62% of the popular vote – the highest percentages of any political party in Saskatchewan history.

• Premier Wall’s government can point to a remarkable list of achievements, including:

o The largest personal income and property tax cuts in the history of Saskatchewan;

o The second-best job creation rate in Canada over the last decade after Saskatchewan had the worst job creation rate among provinces the decade previous;

o Saskatchewan receiving a AAA credit rating from Moody’s Investors Service for the first time; the highest level possible for a provincial government;

o Population growth of 163,000 people in the last 10 years – more growth than the previous 75 years combined;

o Implementing a Patients’ First Review of the province’s health care system and reducing surgical wait times from the longest in Canada to among the shortest;

o The most aggressive youth retention program in the country to ensure Saskatchewan’s young people stay and work in the province; and

o Record infrastructure spending to improve roads, schools, hospitals and senior's facilities all across Saskatchewan.

• Premier Wall is also a passionate advocate for the province’s most vulnerable, often saying that the purpose of pursuing economic growth is to “secure a better quality of life for all Saskatchewan people.”

• His government created a new direct income support for people with disabilities called the Saskatchewan Assured Income for Disability (SAID) program, eliminated service wait lists for those with intellectual disabilities and has increased autism support and services by 1500%.

• During the last few years, Premier Wall has been consistently rated as Canada’s most popular premier in public opinion polls. He has earned a national reputation as a forceful and articulate defender of Saskatchewan’s and Canada’s trade interests, particularly in the areas of energy and agriculture. He has been a vocal opponent of the federal government’s plan to impose a job-killing carbon tax on Saskatchewan.

• Premier Wall was first elected to the in 1999, representing the constituency of . Prior to entering elected politics, he was active in his local business community and involved in service work spanning local events, economic development and health care recruitment.

• Premier Wall was born and raised in Swift Current, which is in Saskatchewan’s southwest. He still lives there with his wife, Tami. He and his wife have three children.

• Premier Wall received his post-secondary education at the University of Saskatchewan, where he earned an Honours degree in Public Administration.

• In his spare time, Premier Wall enjoys spending his time with family, reading, cooking, golfing and cheering for the Saskatchewan Roughriders.

Honourable Corey Tochor, Speaker of the Legislative Assembly

• Corey Tochor was first elected to the Saskatchewan Legislature in the 2011 provincial election. He was re-elected in 2016.

• Prior to entering politics, he was a local Saskatoon entrepreneur who owned and operated Health Conveyance Inc., a communications company that provides electronic messaging in health facilities across the province.

• Mr. Tochor has been very active in his local community as past vice-president of the Kinsmen Club of Saskatoon and has volunteered on the corporate board for Telemiracle 33.

He has also served as treasurer of the Kinsmen Activity Place House, which is a community center supporting Saskatoon’s inner city.

• In government, Mr. Tochor has served as Deputy Whip, a member of the Standing Committee on Human Services, Public Accounts Committee, and Private Bills Committee. He was also vice-chair of the caucus New Ideas Committee and a member of the caucus Management Committee.

• At the opening of the 28th Legislature, Mr. Tochor was elected to serve as Speaker, the Assembly’s presiding officer. He also serves as Chair of the Board of Internal Economy, the Privileges Committee and the House Services Committee.

• Mr. Tochor was born and raised in Esterhazy, Saskatchewan. He currently resides in Saskatoon with his wife Danielle.

Ms. Nicole Sarauer, Interim Leader of the Official Opposition

• Nicole Sarauer was elected in 2016 as the MLA for and became Interim Leader of the Official Opposition in June 2017.

• Nicole grew up in Regina and studied at the University of Regina and the University of Saskatchewan, where she completed a Juris Doctorate in Law with Honours in 2009.

• She returned to Regina and practiced law at a private firm until 2011, when she moved to practice at a provincial charity which provides free legal representation to those who need access to the justice system.

• Nicole was elected in 2012 as a Trustee of the Regina Catholic School Board. She has served as a volunteer and board member with groups such as the Regina Sexual Assault Centre, Regina’s chapter of Amnesty International and the YWCA Big Sisters program.

Her Honour the Honourable Vaughn Solomon Schofield, Lieutenant Governor of Saskatchewan

• Vaughn Solomon Schofield was sworn in as Saskatchewan's 21st Lieutenant Governor on March 22, 2012.

• Prior to this role, Her Honour had a successful career in business and has provided leadership to international, national and provincial organizations.

• Ms. Solomon Schofield is a strong supporter of the Canadian Forces; she served as the Provincial Chair of the Canadian Forces Liaison Council and is currently the Honourary Colonel of 10 Field Artillery Regiment.

In acknowledgement of her many contributions, she was awarded the prestigious Canadian Forces Medallion for Distinguished Service.

• In the 1980s, Ms. Solomon Schofield was Chair of the Board for a 200,000 member crime prevention organization. She travelled throughout North and South America to establish Crime Watch groups. Fluent in English and Spanish, Ms. Solomon Schofield worked with the Government of Guayaquil, Ecuador to establish their Crime Watch group and acted as an interpreter. She also hosted a Crime Prevention television talk show in Fort Lauderdale and was twice voted Florida's Crime Prevention Woman of the Year.

• Ms. Solomon Schofield received the Saskatchewan Volunteer Medal in 2009, the Saskatchewan Centennial Medal in 2005 and the Diamond Jubilee Medal in 2012. She is the Chancellor of the Saskatchewan Order of Merit and Vice-Prior for the Order of St. John in Saskatchewan.

• Her Honour was born and raised in Regina, Saskatchewan and was educated at the University of Saskatchewan Regina Campus and The Rae-Vogue School in Chicago.

Como es de su conocimiento, desde mi llegada a Canada en abril pasado, he venido realizando visitas a diferentes Provincias de este país para desarrollar, actividades tales como conferencias y reuniones con sectores empresariales, comerciales y académicos, y con las comunidades ecuatorianas, al tiempo de aprovechar para presentar saludos protocolarios a sus autoridades. .

En esta oportunidad, solicito a usted, Sr. Viceministro, que se sirva autorizar mi desplazamiento a Saskatchewan, Canadá, para atender una invitación y el programa organizado por el Gobierno de esa Provincia, destinado a cumplir con los objetivos antes señalados de acuerdo con el siguiente itinerario:

Salida: Martes 24 de octubre de 2017: Ottawa-Regina

Retorno: Jueves 26 de octubre de 2017: Regina-Ottawa
