IN RE: THE MATTER OF THE RETIREMENT OF ROSE M. BENNETT

O R D E R

Before the Court is the matter of the retirement of Rose M. Bennett. Before Ms. Bennett became our colleague at the Court, she had already enjoyed a distinguished career in the and served at the United States Court of Appeals for the Armed Forces. In uniform, Ms. Bennett first served as Assistant Non-Commissioned Officer in Charge (NCOIC) of the 35th Tactical Fighter Wing at George Air Force Base, California. Thus began her work as a paralegal and legal executive, and her commitment to helping others has been the hallmark of her long and distinguished career. Ms. Bennett went on to serve as the NCOIC of the Claims Division of the at Kunsan Air Base, Korea, and later as the NCOIC of the General Law Division at the Legal Office, , , Alaska. In this position at Elmendorf, her section was responsible for providing legal support to a community of more than 22,000 active duty, retired personnel, and dependents. She completed her last Air Force assignment at the Air Force Legal Services Agency, where she served as the Law Office Manager to the Chief Trial Judge of the Air Force, Bolling Air Force Base, Washington, D.C. Ms. Bennett's extensive and highly regarded military experience and her reputation for excellence next led to her selection as Confidential Assistant to the Chief Judge of the United States Court of Appeals for the Armed Forces, whom she served until she joined our Court in 2013. As Confidential Assistant to Judge William S. Greenberg over the last 7 years, Ms. Bennett has been indispensable to the efficient operation of his chambers. Her background, training, and experience, together with her unique ability to collaborate with and inspire Judge Greenberg's law clerks and legal interns, ensured the swift completion of all tasks entrusted to his chambers. Team effort is the key to Judge Greenberg's system of case review and decision preparation, and Ms. Bennett proved herself an effective and efficient team leader. Ms. Bennett's no-nonsense work ethic combined with her friendliness toward members of Judge Greenberg's chambers, the Court, and the larger veterans bar, ensured efficiency, comity, and collegiality, and served Judge Greenberg extremely well. Ms. Bennett is recognized for her outstanding public service as a respected, distinguished, knowledgeable public servant who led by example in the highest traditions of American military and civilian public service. These distinctive accomplishments reflect great credit upon her and the United States Court of Appeals for Veterans Claims.
