Summary of the 8Th Session Summary of the 8th session SKOPJE 13 February 2014 – The Agency for Audio and Audiovisual Media Services at today’s meeting adopted the Draft – Registry of operators that retransmit programming packages, the Draft – Registry of Media Publishers, the Draft – Application for registration in the registry of operators that retransmit programme packages and registration of programme services. They will be posted on the website of the Agency and within seven (7 ) days all interested parties will be able to submit comments thereon. The Agency adopted the Report of the extraordinary supervision on a report in the Central News broadcasted at 19.00 hrs., on 1 February 2014 on the TBC Sitel Television, Skopje, and decided to submit a letter to TBC Sitel Television, Skopje, and to the person in charge of the programme at the legal person, in order to indicate that in the performance of the activity they should make sure that they respect the principle of encouraging the spirit of tolerance, mutual respect and understanding between individuals of different ethnic and cultural backgrounds. The Agency adopted the Report on the monitoring of the programmes of broadcasters in the period before the start of the election campaign (from 2 to 9 February 2014 ). The Agency for Audio and Audiovisual Media Services adopted the Report of performed programme supervision of the performance of a public electronic communication network operator on 7 February 2014 in Bitola and in terms of the violations made ​​by the TBC operator of cable network BTV – NET export – import LLC BITOLA decided to proceed as follows: – To issue a decision imposing that it should immediately terminate the retransmission of the following programme services within the analogue package: ATV, Disney XD, Planeta, MEGA and TV5 Monde; – To issue a decision imposing that it should immediately terminate the retransmission of the following programme services within the digital package: FREE XTV, French Lover, MBC 4, MBC 3, MBC 2, MBC Max, MBC Action, Desire X, K3, OBN, BN Sat, BN Music, Hayat, VOX, Super RTL, RTL 2, RTL, N-TV, VH-1, MTV Adria, Universal Channel, Fox Movies, 24 Kitchen, FOX, National Geographic, Fox Life, Fox Crime, Viasat History, TV1000, Viasat Explorer, TLC, Kopernikus, Svet Plus, Duga TV, OTV Valentino, Discovery World, Discovery Science, Discovery ID, Discovery Channel, Animal Planet, SK2, SK1, SK3, Ultra, Fishing & Hunting, Cinemania, Mini Ultra, IQS Life, Boem TV, Uskana TV, Russia Today, Russia Documentary, Vizija TV , Alsat M TV, Alfa TV, Telma TV, Kanal 5 TV, Sitel TV, the Assembly Channel , MRT 2 , MRT 1 and the own channels. After the issuing of the decisions, the Agency will make a control supervision over the operation of the mentioned public communication network operator, in order to determine whether it acted on the decision. Otherwise, the Agency will initiate a misdemeanor procedure. In addition, the Agency decided, in accordance with Article 23, paragraph 1, indent 1 of the Law on Audio and Audiovisual Media Services, to issue to BTV – NET a decision on warning, with a deadline of three days to remove the deficiency in terms of subtitling the following retransmitted programme services: Universal channel, the original language of which is English, with subtitles (translation) in Serbian language, Fishing and Hunting, the original language of which is Hungarian, with subtitles (translation) in Serbian language, Viasat History, the original language of which is English, with subtitles (translation) in Serbian language, FOX Movies, the original language of which is English , with subtitles (translation) in Serbian language and imposed a decision on warning, within three days to remove the deficiency in terms of retransmission of pornographic channels in unencrypted form. The Agency for Audio and Audiovisual Media Services decided to issue the following certificates for the registered programme packages: – to the JSC Makedonski Telekom – Skopje, a Certificate no. 54, whereby the registered programme package, as a whole, is supplemented with the following television programme services: EDO TV (regionally), MTM TV ( regionally), Nasha TV and TBC Zlaten Kanal (regionally); – to the Company for telecommunication engineering, software, trade and services BLIZOO MEDIA AND BROADBAND LLC Skopje, for the City of Skopje,Tetovo, Kumanovo, Veles, Stip, Prilep, Certificate no. 58, whereby the registered programme package, as a whole, is supplemented with the following television programme services: MTV Hits, MTV Rocks, MTV Dance and VH1 Classic..

    Macedonian Radio Television in Need of New Professional Standards Macedonian Radio Television in Need of New Professional Standards Dragan Sekulovski Introduction The functions of public service broadcasting in the Republic of North Macedonia (RNM) are performed by the Macedonian Radio Television (MRT)1 as stipulated in the Law on Audio- and Audio-Visual Media Services (LAAVMS). The Republic of North Macedonia is the founder of the MRT pursuant to the same Law and it operates as a public enterprise in accordance with the provision and conditions stipulated by law and the relevant implementing bylaws. According to applicable legislation the MRT is a public broadcasting service that operates independently of any government body, other public legal entities or business undertakings and must pursue an impartial editorial and business policy. 7KH057KDVWKHWDVNRISURGXFLQJDQGEURDGFDVWLQJFRQWHQWLQWKHȴHOGVRI information, education, science, culture and art, documentary and feature programmes, and music and entertainment content in Macedonian and in the languages of other non-majority communities. The MRT is also required to produce content for people with disabilities and special needs (news and special programmes for viewers with impaired hearing). Through radio and TV satellite and/or via the internet, the MRT broadcasts 24-hour content that LVDYDLODEOHWRYLHZHUVDQGOLVWHQHUVLQ(XURSHDQGEH\RQG7KHDɝUPDWLRQ and nurturing of traditions, the spiritual and cultural heritage and values of all ethnic communities, as well as the preservation of the cultural and national identity are part of the essential mission of the MRT. In 2008 the Air Force used a Modified Rhyme Test (MRT) to evaluate the Speech Intelligibility (SI) of a new voice communications system on the Global Hawk UAV. The raw data from these tests were analyzed for differences in SI between a full MRT of 50 words and subsets of progressively decreasing size, hereafter referred to as a reduced Modified Rhyme Test (rMRT), using five less words for each subset.

    INTERNATIONAL ELECTION OBSERVATION MISSION The former Yugoslav Republic of Macedonia – Municipal Elections, 24 March 2013 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS Skopje, 25 March 2013 – This Statement of Preliminary Findings and Conclusions is the result of a common endeavour involving the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the Congress of Local and Regional Authorities of the Council of Europe (Congress). Ambassador Geert-Hinrich Ahrens is the Head of the OSCE/ODIHR Election Observation Mission (EOM), deployed from 25 February 2013. Mr. Jüri Landberg leads the delegation of the Congress. The assessment was made to determine whether the elections complied with OSCE commitments and Council of Europe standards, as well as with domestic legislation. This statement of preliminary findings and conclusions is delivered prior to the completion of the electoral process. The final assessment of the elections will depend, in part, on the conduct of the remaining stages of the electoral process, in particular the tabulation of results and the handling of possible post-election day complaints and appeals. The OSCE/ODIHR will issue a comprehensive final report, including recommendations for potential improvements, some eight weeks after the completion of the electoral process. The Congress Report will be adopted at its Plenary Session in October 2013. PRELIMINARY CONCLUSIONS The 24 March 2013 municipal elections were efficiently administered and highly competitive. Although the campaign was active, partisan media coverage and a blurring of state and party activities did not always provide a level playing field for candidates to contest the elections. Inter- ethnic tensions overshadowed the campaign.
