ORDINANCE NO. 96-10 AN ORDINANCE APPROVING AN E.S.D.A. PLAN BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF CHATHAM, ILLINOIS, AS FOLLOWS: SECTION 1: That Village of Chatham Comprehensive Emergency Management Plan drafted by the Village of Chatham Emergency Services and Disaster Agency, a copy of which is attached hereto as Exhibit A, is hereby approved. SECTION 2: The appropriate officers of the Village of Chatham are authorized and directed to carry out the Village of Chatham Comprehensive Emergency Management Plan according to its terms. SECTION 3: The Director of the Village of Chatham E.S.D.A. is directed to provide a copy of this Ordinance and the Comprehensive Emergency Management Plan to the Sangamon County E.S.D.A. January 1, 1992) AN' ACT relating to emergency management. Be it enacted bv the People of the State of Illinois. represented in the General Assemblv; Section 1. Short Title. This Act may be cited as "The nIinois Emergency l\1.anagement Agency Act". Section 2. Policy and Purposes. \ .. (a) I Because of the possibility of the occurrence of disasters of unprecedented size and destructiveness resulting from the explosion in this or in neighboring states of atomic or other means from without or by means of sabotage or other disloyal actions withln, or from ilre, flood, earthquake, telecommunications failure, or other natural or technological causes, and in order to insure that this State will be prepared to and will adequately deal with any disasters, preserve the lives and property of the people of this State and protect the public peace, health, and safety in the I event of a disaster, it is found and declared to be necessary: :11 J (1) To create an Dlinois Emergency i'lfanagement Agency and to authorize the creation of emergency services and disaster agencies in the political subdivisions of the State. (2) To confer upon the Governor and upon the principal executive officer of the political subdivisions of the State the powers provided herein. (3) 'To provide for the x:endering of mutual aid among' the political subdivisions of the State and with other states and with respect to the carrying out of an emergency management program. ' (b)' It is further declared to be the purpose of this Act and the policy of the State that:all emergency management programs of this State be coor­ dinated to the ma'Cimum extent with the comparable programs of the federal government, including its various departments and agencies, of other states and localities and private agencies of every type, to the end that the most effective preparation and use may be made of the nation's resources and facilities for, dealing with any disaster that may occur. 1 of 20 pages 1/92 Section 3. Limitations.- Nothing in this Act shall be construed to: (a) Interfere with the course or conduct of a labor dispute, e."Ccept that actions otherwise authomed by this Act or other laws may be taken when necessary to mitigate imminent or e:'Cisting danger to public health or safety; (b) Interfere with dissemination of news or comment of public affairs; but any communications facility or organi:zation (including but not limited to radio and television stations, wire services, and newspapers) may be requested to transmit or print public service messages furnishina information or instructions in connection with a disaster; to (c) Affect the jurisdiction or responsibilities of police forces, fU"e fighting forces, units of the armed forces of the United States, or of any personnel thereof, when on active duty; but State and political subdivision emergency operations plans shall' place reliance upon the forces available for performance of functions related to emergency management; \ ' .- (d) Limit, modify, or abridge the authority of the Governor to proclaim martial law or exercise any other powers vested in him under the constitution, statutes, or common law of this State, independent of or in conjunction with any provisions of this Act; limit any home rule unit; or prohibit any contract or association pursuant to Article VII, Section 10 of the lllinois Constitution. • 11 Section 4. DefInitions. As used in this Act, unless the context clearly 'J indicates otherwise, the following words and terms have the meanings ascribed to them in this Section: "Coordinator" means the staff assistant to the principal e."Cecutive officer of a political subdivision with the duty of coordinating the emergency management programs of that political subdivision. "Disaster" means an occurrence or threat of widespread or severe damage, injury or loss of life or property resulting from any natural ~ ' .. or tecMological· cause, including but not limited to f11"e, flood, earthquake, wind, storm, b:rzardous materials spill or other water contamination requiring emergency action to avert danger or damage, epidemic, air contamination, blight, extended periods of severe and inclement weather, drought, infestation, critical shortages of essential fuels and energy., explosion, riot, or hostile military or paramilitary action. "Disaster Training Exercise" means a planned' event designed specifically to simulate an actual disaster that will provide emergency operations training for emergency response personnel. Actual response by IE'vIA volunteers to local emergency situations not qualifying as disasters, as dermed in this Section, is considered a 2 of 20 pages 1/92 .. disaster training exercise. Provided, however, that performance of the usual and customary emergency functions of a political subdivision (e.g., police, fIre or emergency medical services) is not included within this detinition of a disaster training exercise. "Emergency ~r.anagement" means the efforts of the State and the political subdivisions to develop, plan, analyze, conduct, implement and maintain programs for disaster mitigation, preparedness, response and recovery. ." "Emergency Services and Disaster Agency" means the agency established by ordinance within a political subdivision to coordinate the emergency management program within that political subdivision and with private organizations, other political subdivisions, the State and federal governments. "Emergency Operations Plan" means the written plan of the State and , . political subdivisions describing the organization, mission, and functions of the government and supporting services for responding to and recovering from disasters. "Emergency Services" means the coordination of functions by the State and its political subdivision, other than functions for which military forces are primarily responsible, as may be necessary or proper to prevent, minimize, repair, and alleviate injury and damage resulting from any natural or technological causes. These functions include, without limitation, fIre . fighting services, police services, emergency aviation services, medical and ··.'·.·..1' health services, rescue, engineering, warning services, communications, I radiological, chemical and other special weapons defense, evacuation of persons from stricken or threatened areas, emergency assigned functions of plant protection, temporary restoration of public utility services and other functions related to civilian protection, together with all other activities necessary or incidental to protecting life or property. "Illinois Emergency Management Agency" means the agency established by 1'-· this Act within the executive branch of State ~vernment responsible for coordination of ,the overall emergency management program of the State and with private organizations, political subdivisions, and the federal government. Illinois Emergency Management Agency also means the State Emergency Response Commission responsible for the implementation of Title III of the Superfund Amendments and Re:luthori:z:ltion Act of 1986. "Mobile Support Team" means the utiliz::ltion of personnel to be dispatched by the Governor, or, if he so authorizes the Director, by the Director, to supplement the State political subdivisions for' emergency management programs in response to a disaster. "l'tlunicipality" means any City, village, and incorporated town. ~ " 3 of 20 pages

    3 HOLISM, CHINESE MEDICINE AND SYSTEMS IDEOLOGIES: REWRITING THE PAST TO IMAGINE THE FUTURE Volker Scheid Int roduction his chapter explores the articulations that have emerged over the last half- Tcentury between various types of holism, Chinese medicine and systems biol- ogy. Given the discipline’s historical attachments to a defi nition of ‘medicine’ that rather narrowly refers to biomedicine as developed in Europe and the US from the eighteenth century onwards, the medical humanities are not the most obvious start- ing point for such an inquiry. At the same time, they do offer one advantage over neighbouring disciplines like medical history, anthropology or science and technol- ogy studies for someone like myself, a clinician as well as a historian and anthro- pologist: their strong commitment to the objective of facilitating better medical practice.1 This promise furthermore links to the wider project of critique, which, in Max Horkheimer’s defi nition of the term, aims at change and emancipation in order ‘to lib erate human beings from the circumstances that enslave them’.2 If we take the critical medical humanities as explicitly affi rming this shared objective and respon- sibility, extending the discipline’s traditional gaze is not a burden but becomes, in fact, an obligation. With that in mind, this chapter seeks to accomplish three inter-related goals. It is fi rst an inquiry into the historical processes whereby Chinese medicine, holism and systems biology have come to be entangled with each other in the present. The term holism is not originally Chinese and was only applied to Chinese medicine from the 1950s onward.

    International Voices in Biblical Studies STORIES OF MINJUNG THEOLOGY STORIES This translation of Asian theologian Ahn Byung-Mu’s autobiography combines his personal story with the history of the Korean nation in light of the dramatic social, political, and cultural upheavals of the STORIES OF 1970s. The book records the history of minjung (the people’s) theology that emerged in Asia and Ahn’s involvement in it. Conversations MINJUNG THEOLOGY between Ahn and his students reveal his interpretations of major Christian doctrines such as God, sin, Jesus, and the Holy Spirit from The Theological Journey of Ahn Byung‑Mu the minjung perspective. The volume also contains an introductory essay that situates Ahn’s work in its context and discusses the place in His Own Words and purpose of minjung hermeneutics in a vastly different Korea. (1922–1996) was professor at Hanshin University, South Korea, and one of the pioneers of minjung theology. He was imprisonedAHN BYUNG-MU twice for his political views by the Korean military government. He published more than twenty books and contributed more than a thousand articles and essays in Korean. Small businesses now provide more than half of all jobs in this country, and also account for just over half of all retail sales. Locally, our economy has taken a hit in recent years from reductions in the state workforce, but the number of small businesses continues unemployment rate has consistently been one ofto theincrease, lowest and in the state.Springfield Small metrobusinesses area are the backbone of our economy, but due to their size they may not individually get the recognition they deserve. Diversity Agreements p. 8 Since 2003, United Community Bank has partnered with Springfield Business Journal to recognize outstanding small businesses in our community. Circulation draft 6-Aug-08 Editor’s Preface The present Nembe dictionary is a revised and expanded version of the Nembe dictionary published by M.H.I. Kaliai at the University of Ibadan in 1964. died in early January 2005, with it still unpublished. During the 1990s, the manuscript was typed without alteration into an Apple-based system under the auspices of the late Professor Kay Williamson. The files transferred to an IBM system in the early 2000s, but without any conversion of the character codes. This was only partly successful, and several sections of the dictionary became corrupted.
