1. I have owned and operated a Lincoln Retail Store for the past 14 years.

2. As needed, WHMX-FM Radio provides a valuable option for my a advertising needs in the Lincoln market;

3. Lincoln is a sizeable community with a population ofapproximately 15,500 people and has a work force ofmore than 11,000 people. lincoln also has its own government and courthouse, dozens ofloeal businesses, its own park district, seven (7) elementary schools, a Junior High and High School, three colleges, many churches and recreation and entertainment activities.

4. The Community ofLincoln relies on radio station WHMX-FM for local public service announcements; school closings~ road/traffic information and community affairs and health and safety information.

5. Such important local information is not available to the Lineoln community on other broadcast stations licensed to other communities which Lincoln residents can receive.

6. The signal ofWLLM - AM in Lincoln is weak and subject to interference, and at nighttime cannot be received in parts ofthe city.

7. WLNX-FM in Lincoln is a Lincoln College Educational Station. I spoke with Lincoln College Dean Tom Zurkammer this date and he advised: "Our College Radio Station has been otT the air for three (3) years and we have no iuunediate plans for it's return."

8. WHMX-FM is an important and vital part ofthe Lincoln community and its relocation would cause significant hardship to the residents ofLincoln.

This engineering statement is prepared on behalf of Long Nine, Inc., licensee of

Radio Stations WMAY(AM) - Springfield, Illinois, WNNS(FM) - Springfield, Illinois, and

WQLZ(FM) - Taylorville, Illinois, and proposed assignee of Radio Station WLUJ(FM)-

Petersburg, Illinois. It is prepared in support of comments in MM Docket 01-120, which

proposes to reallot Channel 230B1 from Lincoln, Illinois to Sherman, Illinois and modify

the license for WMHX(FM) to specify Sherman as its community of license.

1 This proposed reallotment would leave Lincoln (population 15,369 ) devoid of full

time commercial service, leaVing only a daytime AM station2 (WLLM) and a low power

noncommercial educational FM station (WLNX) providing local service to Lincoln. On

the other hand, while Sherman (population 2871) presently has no local service, it is,

as shown below, located immediately contiguous to the Springfield Urbanized Area4

and is well served by stations licensed to other communities in the Springfield area.

Figure 1.0 is a map exhibit depicting the boundaries of Sherman in relation to

those for the Springfield Urbanized Area, as defined by the 1990 U. S. Census. As

shown in this map exhibit, while Sherman is not presently considered to be located

within this urbanized area, its southern boundary is contiguous with a portion of the

Also shown in this figure are the present and proposed WMHX sites and the predicted 70 dBu contours across this urbanized area from both ofthese sites. As per FCC policy at the allotment stage, both of these con­ tours were projected assuming uniform terrain and nondireetional operation with maxi­ mum Class B1 facilities of 25 kilowatts effective radiated power at 100 meters above average terrain. As shown in this map exhibit, the present WMHX 70 dBu contour will encompass 45.9 square kilometers, or 34.5%, ofthe land area within this urbanized area, while the proposed WMHX 70 dBu contour will encompass 64.1 square kilome­ ters, or 48.2%, of the land area within this urbanized area.

Figure 1.0 also depicts the fully spaced site location area for Channel 230B1 in

Sherman, which encompasses 314.0 square kilometers. Also shown in this figure is a dashed boundary, which subdivides this fully spaced site area. Sites located within this fUlly spaced site area to the south and west of this dashed boundary, which encom­ passes 221.3 square kilometers, would provide 70 dBu service to 50% or more ofthe

Springfield Urbanized Area. Thus, based on this information, sites located in 70.5% of the fully spaced site location area for Channel 230B1 in Sherman would permit WMHX to place a 70 dBu signal over 50% or more of this urbanized area. Furthermore, al­ though there are no fully spaced sites which would permit WMHX to provide 70 dBu service to this entire urbanized area if Channel 230B1 is reallotted to Sherman, it would theoretically be possible to relocate WMHX to a fully spaced site which would provide

70 dBu service to in excess of 99% ofthe land area within this urbanized area if this channel is reallotted as proposed.

Studies were also conducted to determine the number of other stations providing full time aural service to any portion of both Lincoln and Sherman. Because the popu- lation of both communities exceeds 2500, these studies assumed that Class A AM sta- tions provide nighttime service to their 2 mV/m groundwave contours. All other AM stations were assumed to provide nighttime service to their interference free contours, as defined by Section 73.182 of the FCC Rules. Class 0 AM stations operating at night with less than 250 watts were not considered to provide any nighttime service, as they operate on a secondary basis at night and are considered to be daytime only stations.

These studies also assumed that all FM stations provide full time service to their 1 mV/m contours. All AM contours were projected using the notified facilities for each station from the COBS and conductivity data extracted from FCC Figure M3. All FM contours were projected using the notified facilities for each station from the COBS and terrain data extracted from the NGOC 30 second terrain database. Pursuant to FCC policy, all authorized stations, including noncommercial educational FM stations (ex- eluding Class 0 and LPFM) were included in these studies.

Table 1.0 presents a tabulation of all other stations which provide full time aural service to any portion of Lincoln, while Table 1.1 provides a similar tabulation for

Sherman. As shown by this data, Lincoln presently receives full time aural service from seven other stations, six of which provide service to the entire city. Sherman, on the other hand, presently receives full time aural service from fourteen other stations, thir- teen of which provide service to the entire city.
