  • Karzai's Governing Strategy
SMALL WARS JOURNAL smallwarsjournal.com Karzai’s Governing Strategy: A Threat to ISAF COIN Implementation by James Sisco Karzai‟s initial governing strategy, focused at centralizing power within the Government of the Islamic Republic of Afghanistan (GIRoA), has failed. He perceives that US and international community support for his regime is eroding. Therefore, Karzai is systematically building a coalition of regional powerbrokers in preparation for a post-American Afghanistan. By strategically reshuffling provincial, district, and ministerial positions, Karzai is gradually reproducing the powerbrokers‟ political and economic patronage structures he tried for seven years to displace with his own. He is doing so to create the political space required to maintain his family‟s influence beyond the 2014 elections or to exit the presidency intact. Implementing this strategy allows President Karzai to achieve his objectives due to three effects. First, and most importantly, he begins to break his dependence on the international community for his administration‟s survival. Second, he is able to leverage remaining international assistance to secure continued powerbroker interest in the short-term viability of GIRoA. Finally, Karzai can choose to reconcile with the Taliban to reinforce his bargaining position. This new Karzai governing strategy mitigates the consequences of the impending decline in international support, though at the expense of the Afghan population and International Security Assistance Force (ISAF) counterinsurgency (COIN) implementation. An effective counter to Karzai‟s power sharing strategy is a bottom-up, grass roots COIN implementation that directs international resources toward village-level and civil society capacity. GIRoA, the Taliban, and local powerbrokers have very little legitimacy with the population.

Boyce Febuary 2008 Gordon Hall 418 North Pleasant Street Amherst, MA 01002 Phone: 413.545.6355 Fax: 413.577.0261 [email protected] www.peri.umass.edu WORKINGPAPER SERIES Number 159 Post-Conflict Recovery: Resource Mobilization and Peacebuilding James K. Boyce Department of Economics and Political Economy Research Institute University of Massachusetts, Amherst * February 2008 Abstract Societies embarked on the fragile transition from war to peace face enormous economic, social, and political challenges. In attempting to support this transition, the international community often provides substantial amounts of external assistance. This aid can play an important and constructive role in meeting pressing social needs and building a durable peace, but it would be naïve to assume either that positive effects are the automatic result of good intentions or that donors are motivated entirely by the objective of peacebuilding. This paper reviews evidence on the impact of aid in “post-conflict” settings and offers suggestions for making aid more effective in supporting efforts to build a durable peace. Part I discusses how economic assistance and conditionalities can be realigned to better serve peacebuilding objectives. Part II considers the other side of the coin: how peacekeeping operations and peacebuilding assistance can better support economic recovery, in particular by helping to build state fiscal capacities. Finally, Part III examines the interests and incentive structures that shape the behavior of aid donors, suggesting that their actions can be part of the problem as well as part of the solution. Key words: Peacebuilding; post-conflict reconstruction; conditionality; revenue mobilization;horizontal equity; polarization; foreign aid.

  • Afghanistan Imbroglio: Impact on the Central Asian States
Central Asia Journal No. 83, Winter 2018 AFGHANISTAN IMBROGLIO: IMPACT ON THE CENTRAL ASIAN STATES Sajid Iqbal & Sarwat Rauf Abstract This paper attempts to find the dynamism in Afghanistan’s relations with Central Asian states. It is explained that prosperity without security is not possible and ongoing imbroglio in Afghanistan is directly affecting Central Asian states. The Central Asian states are surrounded by China, Russia, Afghanistan, Pakistan, and Iran. These states (with significant influence of India and Turkey) are the key regional players and their socio- economic and political interests are converged on various issues. The political conditions in Afghanistan would directly impact the interests of Central Asian states. Drug trafficking, illegal migration, religious extremism, a ramified corrupt network, porous border and terrorism are subverting peace in Afghanistan and its spillover effects are dangerous for Central Asian states. The military and security situation in Afghanistan has a direct impact on the production and transport of energy from Central Asia to the rest of the world. The response of the regional organizations, particularly the Shanghai Cooperation Organization (SCO) and Collective Security Treaty Organization (CSTO), with certain commonalities, towards these issues often contrasts with the North Atlantic Treaty Organization (NATO). This paper focuses on the efforts of major powers (Russia, China, and the US) along with neighbouring countries in the peacebuilding in Afghanistan to avoid its spillover effects over Central Asian states. Keywords: Afghanistan, Central Asia, Peace, Security, SCO, the US, China. Ph.D. Scholar, Department of International Relations, National University of Modern Languages (NUML), Islamabad. Assistant Professor, Department of International Relations, National University of Modern Languages (NUML), Islamabad.

There are considerable gaps in context-specific understanding and empirical evidence base of these and related issues in academic and policy-level research and analysis. This not only confuses the entire discourse on conflict de-escalation and peacebuilding but also questions the context and relevance of the policies and interventions implemented regarding that on the level of state and society.
