Early Learning Coalition Hillsborough County FY18-19 Annual Report 3 EVALUATION OF DIRECT ENHANCEMENT SERVICES Comprehensive Consumer Education

Parents who need child care faced with the challenging task in their search for quality services within a program that is also convenient, affordable, and aligns with their goals for their child’s educational attainment. In response, Early Learning Coalition of Hillsborough County’s (ELCHC) Family Services team has developed a holistic approach to delivering a variety of strategies and resources to support parents seeking the right place for their child.

The ELCHC’s Family Services Specialists are trained as Child Care Resource and Referral (CCR&R) Specialists and offer unbiased information and guidance to families about child care options, information to help families identify quality early learning programs, financial assistance strategies and referrals to other community programs and resources as needed.

Permanently staffed at three locations in Hillsborough County, the ELCHC Family Services team has kiosks available to ensure families have access to the technology needed to complete the online School Readiness (SR) and/or Voluntary Prekindergarten (VPK) application process. In addition, the ELCHC has partnered with six Children’s Board of Hillsborough County Family Resource Centers to ensure families in all areas of Hillsborough County can easily access technology.

In addition to supporting the School Readiness and VPK application processes, the ELCHC maintains a comprehensive database of child care providers throughout Hillsborough County, including licensed child care centers and family child care homes as well as license-exempt facilities. Family Services Specialists use this data to create customized lists of facilities for families seeking child care. All CCR&R are available to families and child care providers, even those child care providers not contracted to delivery ELCHC

During FY 18-19: • Responded to 1,025 online inquiries related to child care needs • Assisted more than 22,500 walk-ins from families visiting our three locations • 11, 746 North Florida offices (located within CareerSource) • 5,288 NetPark location • 5,505 Dale Mabry location • Responded to more than 77,000 phone calls from Hillsborough County families interested in School Readiness, VPK and/or additional resources for young children.

To promote awareness about the availability of CCR&R services for all Hillsborough County families with young children, regardless of income, ELCHC team members attend more than 20 events per year in collaboration with local government, faith-based organizations and other non-profit partners. The ELCHC team attends the events to provide parents with young children information about how to locate quality early learning environments, the importance of early literacy programs and age-appropriate milestones that are important in their child’s development.

The ELCHC hosts an annual event called Day of Play, dedicated to advancing the awareness that play is a vital component in the early development of young children. This free day of fun is a play date that highlights a wide assortment of activities for children birth to school age. Day of Play was held Sunday, March 3, 2019 at Al Lopez Park featuring exhibitors from community agencies, partner resources, child care programs and other non-profits with programs and services catered to families with young children. More than 30 exhibitors participated in Day of Play, sharing their organization’s resources, services and program information with more than 5,000 attendees.

The Coalition has initiated key partnerships with media entities that target parents and children within the local . The ELCHC provides outreach and awareness about CCR&R at key events hosted Media and Tampa Bay Parenting Magazine. The ELCHC hosted the Early Learning Construction Zone at Beasley Media’s Kids Day held on Saturday, July 21, 2018 at the Florida State Fairgrounds with more than 10,000 attendees providing information regarding School Readiness, VPK and parent choice. The ELCHC partnered with Tampa Bay Parenting Magazine at their Back to School Bash on Saturday, August 4, 2018 to provide information about VPK to more than 7,000 families.

The ELCHC had the priveledge of incorporating new iniatives to incentivize and motiviate School Readiness providers to successfully adhere to School Readiness state requirements for child care performance standards, implement developmentally-appropriate curricula and related classroom resources that support curricula, provide literacy supports and professional development opportunities which improve the overall consistency and quality of School Readiness programs throughout Hillsborough County.

As a result of a community needs assessment taken by the ELCHC, the Hillsborough Infant/Toddler Initiative was created. Programs selected to participate in the Hillsborough Infant & Toddler Initiative were recruited in areas identified as high-needs areas/communities. These early childhood programs agreed to increase their enrollment of children receiving School Readiness funding by opening new classrooms or enhancing their current classroom environments.

Participating programs apply for grant funds through the program to enhance children’s development through their access to safe play spaces and age-appropriate learning materials. Grant funds are awarded by the ELCHC once action plans are developed by each program stating the purpose of the grant funds and the action steps to document how materials and furnishings will be used once they are received. Updates to the action plan are required by each program and pre and post photos will also be used to document classroom environment changes because of the furnishings and materials purchased with the grant funds.

School Readiness providers on a Quality Improvement Plan had the opportunity to apply for a Support Grant. These providers agreed to participate in classroom observations using the Environment Rating Scales (ERS). Based on the results of the ERS, providers could order classroom materials if developmentally-appropriate as approved by ELCHC staff.

The ELCHC provided T.E.A.C.H. scholar participants and their program sponsors with a stipend to reward their educational pursuits during the 2018-2019 funding year. School Readiness Scholars enrolled in T.E.A.C.H. as of July, 1, 2018, employed by the same program that sponsored their continuing education, received a monetary stipend to acknowledge continued educational goals which helps improve the overall quality in our early learning programs.

The Child Care WAGE$® FLORIDA Project is designed to increase stability and improve child care quality by reducing turnover and encouraging continued education of early childhood educators working in child care centers or family child care homes. This program provides education-based salary supplements for low-to-moderate wage earners who work with young children, ages birth to 5, in School Readiness contracted sites.

Early childhood educators working directly with children for at least 20 hours per week, earning less than $25 per hour, may be eligible for a salary supplement if they have some formal child care training and/or education beyond a high school diploma. The Children’s Forum is the licensee for Child Care WAGE$ in Florida and administers this program in participating counties in partnership with local funders.

Training

The ELCHC partners with Champions for Children, Early Childhood Council of Hillsborough County (ECC), United Way Suncoast, University of South Florida Program-Wide Positive Behavior Support, and WEDU to offer an extensive variety of trainings. For a list and description of trainings offered to School Readiness and/or VPK program providers, staff, and parents, see Attachment A, pages 15 - 22

For any subcontracts, the total number of contracted staff and the related expenditures for salaries and benefits. At the beginning for FY 18-19 The ELCHC had 57 staff and the subrecipent staff number was 61. During FY 18-19 the Coalition merged programs services from former subrecipient, Hillsborough County Public Schools, to create a more cohesive continuum of services and programs for families and providers. Reimbursement, Family Services team members for VPK and School Readiness programs and Provider Relations team members are now fully operated through the ELCHC. At the conclusion of FY 18-19, the ELCHC had 92 staff with 8 subrecipient staff to ensure consistency with inclusion and warm-line services.

Technical Assistance

Early Learning Standards Implementing the Florida Standards in Preschool Classrooms: 3 years old to Kindergarten This training is based on the newly revised Florida Early Learning and Development Standards and pro- vides an overview of the standards used in preschool classrooms serving children ages three years old to kindergarten. This training meets the lead VPK instructor training requirements and incorporates the standards approved for use in VPK programs. Examples of developmentally appropriate instructional strategies for preschool age children are provided throughout the training along with information about purposeful planning, reflective practice and qualities of an effective educator. Through an interactive pre- sentation, video clips, and hands- on activities, participants will become familiar with the Standards and understand the elements of quality instruction in preschool classrooms.

Overview of the Florida Core Competencies for Early Care and Education Participants will explore the “Florida Core Competencies for Early Care and Education Practitioners” to learn how this tool can support a progression of professional development that allows an individual to build knowledge and skills in a cumulative manner from introductory training to advanced level educa- tion.

Child Screening and Assessment

Child Assessment Overview Child assessment is a critical step in intentionally planning meaningful learning activities to further children’s development. In 2019 School Readiness providers will have the opportunity to voluntarily implement an approved child assessment such as Teaching Strategies Gold (TSG). During this overview of TSG, we will demonstrate the current TSG platform and answer providers’ questions.

Ages and Stages Questionnaire: Social Emotional 2nd Edition In this training, participants will learn about the features of the ASQ SE 2 and learn how to administer, score and discuss results with families. This workshop will cover the updates and revisions to the new ASQ: SE 2 for screening young children at risk of social emotional delays. The workshop will also cover effective strategies that promote social-emotional development.

Ages and Stages Questionnaire This two hour Information Session educates participants on the benefits of using developmental screenings with children, and explains the local and state mandate regarding developmental screenings with School Readiness children. It describes the ASQ 3rd Edition, and offers practice completing and scoring the ASQ-3 in accordance with Law 7165. In addition, information will be provided regarding the Early Learning Coalition Hillsborough County mandate on submitting and maintaining completed ASQ’s, as well as your partnership with the School Readiness Screening & Assessment team.

Introduction to Teaching Strategies Gold Teaching Strategies Gold is an authentic, ongoing, observation-based assessment system that helps teachers and administrators focus on what matters most for children’s success. This training will explore the basic Gold platform which allows documentation to be added and used to track a child’s educational progress.

Observation, Documentation and Intentionality in Early Childhood Classrooms This learning event will provide information on writing purposeful, objective observations of children. Participants will have many opportunities to distinguish between subjective and objective observations

Early Learning Coalition Hillsborough County FY18-19 Annual Report 15 and practice writing factual, purposeful observations. We will explore a variety of strategies for recording, organizing and using observations to inform planning, assessment and communication with families. These activities will benefit early childhood teachers using any curriculum or assessment of learning.

Child Development and Developmentally-Appropriate Practices This learning event is designed for preschool teachers who are involved in providing early care and education for all children, including children with special needs and/or developmental differences. This learning event is designed with an emphasis on the importance of the foundations of learning in every area of development. With expectations escalating throughout the early years of development, it is essential that childcare providers have thorough knowledge of how young children grow and develop and learn. In addition, this learning event will incorporate positive and supportive information about child development and developmentally appropriate practices with all young children. This learning event incorporates foundational information and learning activities that providers can use to promote a variety of learning experiences for children ages 2 months to 5 years.

Creative Curriculum for Infants, Toddlers and Twos During this two-day training participants will explore the three volumes of the Creative Curriculum for Infants, Toddlers and Twos in order to understand the importance of responsive care and to learn how to incorporate the 38 research- based objectives for development and learning in order to focus on what matters most for young children.

Creative Curriculum for Preschool During this two-day training participants will explore the five volumes of the Creative Curriculum for Preschool in order to understand the importance of responsive care and to learn how to incorporate the 38 research-based objectives for development and learning in order to focus on what matters most for young children.

Building Future Engineers through STEM This training is specifically designed to educate practitioners on how to solve design challenges with young children. Practitioners will have the opportunity to make and tinker while learning how to conduct design challenges which include Math and Literacy using NAEYC’s Making & Tinkering with STEM.

A Tisket, A Tasket, A Little Steam Basket This training is specifically designed to incorporate all Dimensions of the CLASS Infant & Toddler Observations Tools and educate learners on how to introduce STEAM concepts Infants and Toddlers. Practitioners will have the opportunity to explore STEAM Baskets and the many ways Infants and Toddlers are born ready to develop these Math, Science and Art concepts.

The Why and How of Talking with Babies This workshop is part of the Talk with Me Baby campaign being sponsored locally by United Way Suncoast. 85% of brain growth occurs in the first three years of life. Back-and-forth conversations with Early Learning Coalition Hillsborough County FY18-19 Annual Report 16 babies while you are caring for them helps to develop their brains and early language skills. This sets them up for success in school and life. This workshop will share the Talk with Me Baby website and Language Nutrition™ techniques. The TALK (Tune in, ask questions, Elevate Language, and Keep it Going) technique will also be shared. Participants will view real life examples and practice implementing TALK in teams.

Understanding Sensory Processing and Behavior This session is designed for preschool teachers who are involved in providing early care and education, particularly those with developmental differences. This learning event will help you see how some children process sensory information differently than others and how their behavior may reflect either an over or under sensitivity to sensory information. Strategies for helping all children develop their sensory systems will be included in this fun and interactive event.

Art Attack! Promoting Children’s Creativity In this session we will review the developmental stages of art for children birth through 9 years of age and examine how this informs appropriate expectations for their artwork. We will compare teacher- directed art projects with child-directed art experiences and discuss how each affects children’s development and learning. Participants will discuss strategies for facilitating children’s creativity and free- expression.

Hook ‘Em with Books Let’s dive into this wonderful resource for new and veteran preschool teachers. Participants will spice up literacy activities with teacher-created and developmentally appropriate materials and activities. Participants will learn how to create a literacy-rich environment preparing preschoolers for Kindergarten. Participants will receive a copy of the NAEYC resource Learning About Language and Literacy in Preschool.

Onset, Rime, Alphabet Time! This learning event is designed to discuss the many hands on methods for teaching emergent literacy skills to preschool aged children. We will discuss skills such as writing in the preschool years and the differences between phonological awareness and phonics skills.

Infant/ Toddler Development – The Total Package The training will go into in-depth review of infant and toddler development. Each session of this five part series will cover one major area of development form birth through age 3. Participants will receive research-based information and data on child development related to each area of development, the progression of developmental milestones, embedding age-appropriate strategies into curriculum activities to support skill development and scaffolding to promote learning through observations of children.

Early Learning Coalition Hillsborough County FY18-19 Annual Report 17 Classroom Environment Make and Take This learning event is designed for preschool teachers who are involved in providing early care and education for all children, including children with special needs and/or developmental differences. This learning event will inspire educators to create a learning environment that is exciting, inviting and developmentally designed. There will be opportunities for participants to understand the importance of creating inspirational and meaningful environments and they will have the opportunity create at least five props along with additional ideas and resources to support positive learning.

Teaching Emotional Literacy An Interactive Workshop for Infant, Toddler and Preschool Educators Learn practical strategies to build in emotional language across all routines including transitions. Practitioners will expand their knowledge on innovative ways to implement positive descriptive feedback during interactions. Participants will learn how to effectively collaborate with colleagues and family members on how to embed emotional literacy into their daily schedule.

Learning Environments for Infants, Toddlers and Twos Providing high quality experiences for infants is vital to their unique development. As children grow, those experiences with their environment shape what and how they learn. This session will focus on the importance of providing children under the age of three with a high quality learning environment. Teachers will learn about ways to provide developmentally appropriate activities which will allow children to learn in an environment that is calming and stimulating.

Walk Like an Egyptian... Over to the Pyramid – Using Universal Practices to Support the PWPBS Pyramid Model This workshop will focus on creating universal social-emotional supports for all children. Come learn from teachers who will share how they implement the Pyramid Model and use strategies and supports to promote clear expectations, schedules/routines, friendship skills and problem solving. Make-and-take materials will be provided.

Ain’t Misbehavin’ – Supporting Children with Challenging Behaviors through the Interactions and Empathy Ain’t Misbehavin’ is an interactive class that will assist learners in understanding the role trauma plays in child development and behavior, with a focus on how offering empathy can impact children’s behaviors. Learners will gain new strategies to improve their interactions with children which will promote social- emotional health and development.

What Do You Do with the MAD that You Feel? During four evening sessions, learners will participate in activities to help children understand their angry feelings, learn appropriate strategies to assist children in managing those feelings and helping children to develop self-control. This learning event is based on Fred Roger’s beliefs and ideas about children and angry feelings.

Responsive Café: Adult Interactions with Infants, Toddlers and Twos This is an interactive class that will examine how relationships between children and adults impact child well-being and development. Learners will gain deeper insights into responsive care giving for infants, toddlers, and twos, and learn how to promote their language and communication skills through literacy.

Participants will learn fun and easy lesson ideas to incorporate rules and expectations into their daily routines through video samples and make-and-take activities that can be implemented the next day in their classrooms.

Health and Safety

Ouch and Yuck! This session will take a look at the health and safety practices in early childhood settings. From playgrounds to air vents, we will explore best practices to keep young children safe and secure in their environment so that they can reach their fullest potential. Learning happens when children are healthy and safe!.

No More Boo Boo’s Playground safety is a big concern for not only owners and directors but also teachers. The emotional and financial cost can be draining. The goal of this training is for providers to understand and identify playground safety issues and to implement strategies that can make the outdoor play area a safe and effective learning environment. This is a great training for everyone who supervises an outdoor play space.

Nutrition

No Bake Cooking for Preschoolers - Holiday Edition This engaging session will explore the benefits of cooking in the classroom with young children while exploring Holiday traditions. We will examine the ways that cooking supports all areas of development through healthy Holiday recipes that engage all senses. Participants will create food samples from child friendly recipes that are tasty and nutritious.

This interactive workshop promotes the Seven Executive Function Life Skills, which are evidenced-based skills essential for children’s success in the short- and long-term

Effectively Communicating with Families This learning event is designed for preschool teachers and directors, particularly those with developmental differences. This learning event will assist you in developing effective communication skills with families in order to successfully support inclusion for all children.

Inclusion and Special Needs

CARA’s Kit for Preschoolers: Creating Adaptation for Routines and Activities CARA’s Kit is designed for teachers who are involved in providing early care and education for preschool children, particularly those with developmental differences. The kit provides linkages to Pre-K Learning Standards and curricula and provides a matrix of adaptations that can benefit all children. This training is co-sponsored by Inclusion Support Services and the Early Learning Coalition for VPK teachers and programs participating in Quality Counts for Kids.

CARA’s Kit for Toddlers: Creating Adaptation for Routines and Activities CARAs Kit is designed for teachers who are involved in providing early care and education for toddlers, particularly those with developmental differences. The kit provides linkages to Learning Standards and curricula, and provides a matrix of adaptations that can benefit all children. This is a great training for those who have already attended the CARAs Kit for Preschoolers!

The Invisible Suitcase: A Glimpse into Trauma Participants will become aware of possible trauma(s) a child/children may have experienced in early childhood. They will learn about the effects of those traumas on children’s behavior. Join us to learn about the importance of creating a safe environment, secure relationships, and providing coping skill to young children who have experienced trauma.

The Building Blocks of Attracting and Keeping Quality Staff The most important element in operating a high quality child development program is the people who implement it on a day-to-day basis: your staff. This learning series will address key elements and strategies for recruiting, hiring and retaining quality staff, beginning with establishing a healthy, organized and supportive work environment. This training will help participants develop guidelines and practices for recruitment and hiring that include developing job descriptions, searching for candidates, formatting job applications, interviewing and the selection process, making a job offer, orientation of new staff, and establishing professional development. Participants will also reflect on and evaluate the role of leadership, communication, supporting staff and team building in retaining a quality staff.

Anti-Bias Education: Equal Education for all Children This session will explore the topic of equality for all children as it relates to the children we serve in our community. We will use the National Association for the Education of Young Children (NAEYC) stance on anti-bias education to guide discussions related to equality, equity and identity within our own teaching practices and beliefs.

NAEYC Code of Ethical Conduct The “NAEYC Code of Ethical Conduct” was developed and published by the National Association for the Education of Young Children (NAEYC) to support early childhood practitioners when making professional decisions related to the children and families in their care. During this training participants will become familiar with the “NAEYC Code of Ethical Conduct”, explore several sample ethical issues and practice a process when faced with ethical dilemmas.
