Countries that have modelled after the aforementioned casino-cities have had mix results of success; e.g., Singapore, which followed Macao, yielded considerable success, while other states of the US which modelled Las Vegas, such as Atlantic City, did not have as much luck. In this respect, the countries adhere to the words of the wise; “Standing on the shoulders of the giants”. Yet, perhaps explaining why no country can really replicate the successful development experiences of Las Vegas and Macao, most countries fail to see beyond the glitz and glamor to recognize the key challenges and opportunities that helped make Las Vegas and Macao; e.g., with respect to the presence of domestic organized crime groups. This paper delves deep into identifying the key actors and circumstances that made the aforementioned cities what they are today, elucidating the integral development strategies used during their formative years.

In competition with other cities in the region, it capitalizes on its role as the only place in China where casino gambling is legalised. Since the handover of the former Portuguese enclave to the People’s Republic of China (PRC), Macau has experienced various deregulations ranging from the end of its gambling monopoly, and the liberalisation of planning regulations, to the easing of travel restrictions. These liberalisation s were followed by an inflow of foreign direct investments (FDI) and visitors, and eventually led to a significant change of Macau’s urban landscape. Macau’s urban image construction can be discussed in the context of neo-liberalism under consideration of its specific characteristics as a free port, offshore haven and “free market” which however is manipulated by casino corporations, a small local elite, and the Chinese government in Beijing. The paper investigates how changes of Macau’s urban image are related to these characteristics and if the urban development after the credit crunch can have a more sustainable direction.     A Conceptual Framework and a Case Study of Macao

    Balancing Institutional and Agency Dominance in Enterepreneurial Ecosystems: A Conceptual Framework and A Case Study of Macao Fiona SUSSAN* Abstract: A longitudinal study of entrepreneurial ecosystems (hereafter EE) and its evolvement is important. Extending organizational-based ecosystem as a relationship building phenomenon in which all stakeholders continously negotiate power (Pfeffer, 1992), this paper proposes a new conceptual framework to study EE longitudinally through the lens of the balance of power between institutional and agency dominance. The new conceptual framework has a 2 (Institutional dominance: high, low) x 2 (Agency dominance: high, low) configuration resulting in four scenarios of EE that are labeled as inertia, top-down, bottom-up, and co-creation. To illustrate the conceptual framework, five decades of historical and political events of Macao, to include change of sovereignty, are highlighted to depict the evolution of its EE in stages that can be labeled as inertia, bottom-up, and top-down. The new conceptual framework and the case study of Macao have managerial implications for policy makers and researchers. Generalised claims of illegal junkets in the Singapore market have been made before. The issue has been discussed in this magazine. This time, more specific allegations have surfaced in a court case. High roller Lester Ong Boon Lin claims he doesn’t after all owe LVS S$250,000 in gambling losses because he got the money to play via credit issued by an unlicensed junket. LVS’s instinct will probably be to fight the case. One wonders whether Mr Ong would have been quite so keen to cry wolf with claims of unauthorised junkets at MBS if he had stayed on a Publisher winning streak.

The focus is on the evolu- tion of the system of concessions and sub concessions, the regulation of gaming promoters, the complex VIP segment, as well as the anti-money laundering requirements. A final section considers the rapidly growing competition posed by the spread of gaming in various jurisdictions in the region. Overall, while casino gaming grew exponentially in recent years, there are numerous issues from the past which pose future challenges. I. INTRODUCTION: A TOTAL DEPENDENCY ON GAMING Macau, while under colonial Portuguese rule,1 first legalized the commer- cial operation of games of chance in 1849, starting with the game of fantan .2 This decision of then Governor Ferreira do Amaral (g. 1846-1849) was made in order to generate desperately needed tax revenue, essential to sustain * Jorge Godinho, PhD (European University Institute, Florence), Law lic.
