Houston, TX Adjudicator Biographies National Presenting Sponsor MUSIC PANEL (alphabetical by last name) Wayne Dillon, Crawford, NJ Wayne Dillon holds a Masters degree in Jazz performance/pedagogy from The University of Miami (Fl). He completed both his Honors Fine Arts and Education degrees from York University in Toronto Canada. Wayne is currently the Director of Bands at the Frank J. Ciccarell Academy in Elizabeth N.J. His teaching responsibilities include Music Technology, along with Jazz, Symphonic and Marching Band. The Elizabeth HS Symphonic and Jazz bands have consistently earned superior ratings during Wayne’s tenure. The Marching Band was awarded three consecutive State Championships from 2005-2007. In 2011,2012 and 2013 the marching band was named USSBA State and National Champions in group VA. Wayne is an active adjudicator for Drum Corps International, Bands of America and Winter Guard International. He has judged the prestigious National championships for all three organizations over the past thirty years. He is currently a judge liaison for DCI, responsible for judge assignments and training. He is currently an educational clinician for the Conn-Selmer music Corporation. Wayne has served as the brass caption head with the Boston Crusaders Drum and Bugle Corps from Boston Mass. He has also worked on the music staff of the ten- time world champion Cadets of Bergen County NJ, serving as the music supervisor in 2002. In 2010-2011, Wayne served as a staff member for the US Army All American Marching Band. As a performer, Wayne has played with The Studio Jazz band and the Art Blakey jazz ensemble from the University of Miami. Outside of school, Wayne has performed and recorded with; Jeff Healey, Albert Collins, KC and the Sunshine Band, Al Chez (from the Dave Letterman band), Steve Brosky, The Meteors, Jay and the Technics, Don Mayer and The Hamilton Philharmonic. He currently plays with Tower Suite. In 2008, Wayne was awarded the State of New Jersey Governor’s teacher recognition award for his work with the music program at Elizabeth High School. Scott Koter, Delmont, PA Scott Koter retired as assistant superintendent for the Kiski Area SD in 2016 and previ- ously served as a principal and band director in the same district beginning in 1982. His ensembles received numerous honors including appearances at the Midwest Clinic, MENC, IAJE and PMEA conventions and captured numerous state and BOA regional titles while being named BOA Grand National finalist seven times and a Grand National class champion two times. Scott received citations for teaching excellence from PMEA, NBA, IAJE as well as Duquesne University, St. Vincent College and California University of PA. During Scott’s teaching and administrative tenure, Kiski HS was named as a Grammy Signature School and the district was named as a Best Community in Music by the NAMM Foundation. Scott presently serves as program coordinator for the 2018 DCI World Champion Santa Clara Vanguard of Santa Clara, CA. and previously served in that same role for The Cavaliers of Rosemont, IL winning five DCI world championships during that time. He also serves as a creative consultant for Fannin Musical Productions and as an educational consultant for Innovative Percussion Inc. Scott was inducted into the DCI Hall of Fame in 2015. Page 1 of 4 David Starnes, Acworth, GA Mr. David Starnes joined the School of Music faculty at Western Carolina University in the spring of 2011, when he was named Assistant Professor in The School of Music and appointed the Director of Athletic Bands. During his tenure at Western Carolina University, The “Pride of the Mountains” Marching Band has performed as halftime entertainment for the Carolina Panthers (2011), the exhibition band at The Bands of America Southeast Regional in Atlanta, Georgia (2011), the Bands of America Grand National Championships in Indianapolis, Indiana (2012, 2015) and the 88th annual Macy’s Thanksgiving Day Parade in New York City (2014). In 2017, he was awarded the WCU College of Fine and Performing Arts Service Award. In 2013, he was selected by the WCU School of Music faculty and students as the recipient of the James E. Dooley “Excellence in Music Teaching” Award. Prior to his appointment at WCU, he served as the Director of Bands at Kennesaw Mountain High School in Kennesaw, Georgia for ten years. As the founding Director of Bands at Kennesaw Mountain High School (2000), the band program grew from its initial 85 students to over 250 members. Under his direction, Kennesaw Mountain High School was recognized in all areas of performance for their achievements at local, state, and national levels including concert band, jazz band, marching band, winter guard and winter percussion. They are a six-time national finalist at the Bands of America Grand National Championships, being named the 2004 Bands of America “AAA National Champion” and a four-time Regional Champion in Bands of America events. In December of 2003, the John Philip Sousa Foundation presented the Kennesaw Mountain High School Band the prestigious “Sudler Shield of Excellence” for outstanding achievement in marching band. In 2005, the band appeared in the 79th Annual Macy’s Thanksgiving Day Parade in New York City. The Kennesaw Mountain High School Wind Symphony performed at the 60th Midwest Band and Orchestra Clinic held in Chicago, Illinois in December of 2006. Mr. Starnes is sought out nationally and internationally as an adjudicator, clinician, guest conductor, and creative designer. In 2016, he was appointed a member of the John Philip Sousa Foundation’s Sudler Shield Jury. In 2013, he joined the staff of Carolina Crown Drum and Bugle Corps, where he currently serves as Design Advisor and a member of the creative team. Mr. Starnes served as Board Chairman for United Sound, a nationally recognized special needs music education program from 2014-2017. Throughout his career, he served as an adjudicator for several state, national, and international organizations including Bands of America, Winter Guard International, and Drum Corps International from 1994-2012. In addition to his position at Western Carolina University, he serves as an Education Consultant at Music For All in Indianapolis, Indiana. While fulfilling this role, he serves as the program director for The Honor Band of America, who appeared in the Tournament of Roses Parade in Pasadena, California 2005, 2009, 2013 and 2017. As a native of Chattanooga, Tennessee, Mr. Starnes graduated magna cum laude from The University of Tennessee, Knoxville in 1988. He is married to Rhea Jeanne Starnes, an Architect, and has a daughter, Hannah, who works as an Interior Designer in Knoxville, Tennessee. Kyle Weirich, Elkhart, IN Kyle Weirich is in his 26th year of teaching instrumental music in the public school system. He is currently the Director of Orchestras at Elkhart Central High School and Assistant Orchestra Director at Pierre Moran Middle School in Elkhart, Indiana. Since his arrival in 2006, the Elkhart Central Symphony Orchestra has been an ISSMA state finalist nine times. The Symphony Orchestra has also performed at the IMEA Professional Development Conference and as a clinic ensemble at the Midwest Clinic. He received Teacher of the Year at Elkhart Central in 2015. Previously, Mr. Weirich earned music education degrees from Western Michigan University and VanderCook College of Music and performed with the Star of Indiana Drum and Bugle Corps for three seasons. He then served as Director of Bands at Central Noble High School, Knox High School, and East Noble High School, where his groups were consistent ISSMA state Page 2 of 4 finalists. He continues his involvement with the marching arts as a music judge for Drum Corps International, Bands of America, Indiana State School Music Association, and various other marching band contests. He has judged state qualifying and finals events throughout the country. He has also been chosen as a presenter at Indiana Music Educators Association Professional Development events and the Conn- Selmer Institute. In his free time, Kyle enjoys spending time with his wife of 24 years, Tracey, and their daughters, Carol and Lauren. VISUAL PANEL (alphabetical by last name) William Chumley, Littleton, CO As a marching member, instructor, consultant, judge, and color guard director, William Chumley has committed over 35 years to the pageantry arts, where his various roles have included: serving on the Board of Directors for the Rocky Mountain Color Guard Association for 21 years; judging worldwide for Drum Corps United Kingdom, Drum Corps Japan, Color Guard Netherlands, Winter Guard International, Bands of America (BOA), and Drum Corps International (DCI) for 25 years; and training, mentoring, and scheduling judges for 25 years. William Chumley is the Design Analysis and General Effect Caption Manager for Winter Guard International (WGI); he is a sought after clinician and judge around the world; and he balances his pageantry judging with his daily work as Chief Customer Officer for the Colorado Governor’s Office of Information Technology. Kim Corney, Westland, MI Adam Sage, Delray Beach, FL Adam Sage is an active choreographer, designer, and adjudicator in the pageantry arts. Adam has worked with numerous programs in the southeast including Tarpon Springs High School, East Lake High School, Seminole High School (1993 WGI A class Bronze medalists), Clearwater High School, Kell High School and Pope High School in Marietta, Georgia. Pope High School was the 2000 WGI Open class Silver medalists and the 2002 WGI World class Bronze medalists. Kell High School was the 2005 WGI A class Silver medalist. In addition, Adam also designed for Spanish River High School Winter Guard in Boca Raton, Florida (2009 Winter Guard International Scholastic A Silver medalists).Adam’s drum corps experience includes being a performing member of the Suncoast Sound from 1988 to 1989, and The Cadets of Bergen County from 1990 to 1991.
