AMERICAN MEMORIAL PARK ANNEX IN TINIAN. 4 (a) SHORT TITLE.—This section may be cited as the 5 ‘‘American Memorial Park Tinian Annex Act’’. 6 (b) FINDINGS.—Congress finds as follows: 7 (1) In 2001 the National Park Service con- 8 ducted a suitability and feasibility study of North 9 Field on the island of Tinian, Commonwealth of the 10 Northern Mariana Islands, for inclusion in the Na- 11 tional Park System. 12 (2) North Field Tinian is listed on the National 13 Register of Historic Places as an historic district 14 and has been designated a national historic land- 15 mark. 16 (3) The Department of Defense holds a 50-year 17 lease over North Field Tinian. 18 (4) The National Park Service determined that 19 North Field Tinian was suitable for inclusion as 20 ‘‘one of the most significant World War II sites in 21 the Pacific’’ because atomic bombs were flown to 22 Hiroshima and Nagasaki from this site. 23 (5) The National Park Service determined, 24 however, that it was not feasible to include North •HR 1103 RH VerDate Mar 15 2010 00:58 Jul 18, 2012 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1103.RH H1103 jbell on DSK7SPTVN1PROD with BILLS 4 1 Field Tinian as a unit of the National Park System 2 because of the ‘‘military’s future long term needs’’. 3 (6) American Memorial Park on the island of 4 Saipan, Commonwealth of the Northern Mariana Is- 5 lands, is managed by the National Park Service, as 6 authorized under Public Law 94–241 and Public 7 Law 95–348, to commemorate the World War II 8 Marianas Campaign. 9 (7) A Tinian Annex to the American Memorial 10 Park could provide the opportunity for on and off 11 site interpretation of North Field without conflicting 12 with military needs. 13 (c) ESTABLISHMENT.—The Secretary of the Interior, 14 acting through the National Park Service, shall develop, 15 maintain, and administer an annex in Tinian, Common- 16 wealth of the Northern Mariana Islands, as an extension 17 of the American Memorial Park located in Saipan, on an 18 appropriate parcel of Tinian Public Land to be agreed 19 upon by the National Park Service and the Governor of 20 the Northern Mariana Islands in consultation with the 21 Mayor of Tinian. North Field was designed for an entire wing of B-29 Superfortresses, the 313th Bombardment Wing, with hardstands to park 265 B-29s. Each of the parallel runways stretched more than a mile and a half in length. Around and between the runways were nearly eleven miles of taxiways. For many years, including the early years of the 9 initial National Park Service takeover period, numerous activities enjoyed 10 by the public were traditionally held at the American Memorial Park as it 11 was spacious and located at a favorite beach spot on Saipan, Micro Beach. 12 People flocked in large numbers to attend these events. (Micronesia), Inc. iinnttoo tthhee jjuunnggllee . AT THE 5th ANNUAL XTERRA SAIPAN CHAMPIONSHIP XTERRA is the world’s premier off-road multisport event. An extreme competition, the XTERRA format combines swimming with mountain biking and trail running. It has been described as one part triathlon, one part mountain bike race, and one part “survival of the fittest”. With its white sand beaches, warm water, jungle trails, and secret caves it’s easy to see how the XTERRA Saipan Championship became the “crown jewel” of the XTERRA Global Tour. In 2006 there will be more than 100 XTERRA races in 17 countries…but none quite like this one! The race starts with a 1.5-kilometer swim in the crystal clear waters fronting Micro Beach, follows with a 30k mountain bike ride that traverses island terrain to the top of Mount Tapotchau (the highest point on the island at 1,545 feet elevation) and finishes with a 12k trail run that takes competitors past World War II relics and through secret jungles and caves. The event is a qualifier for the 2006 Nissan Xterra World Championship held in Maui on October 29 - with 34 slots available to the top finishers in each age group (see page 12 for details). The race will also award points to amateur athletes racing in this year’s Nissan Xterra USA Championship Series.

    The Use of Tinian Island During World War II OUTLINE • Background • Assault on Tinian Island • Seabee Construction and North Field • Tinian and the Atomic Bombs • Tinian Today Background • Tinian and Saipan Islands had been Japanese stronghold since the end of WW I • Ability to reach Japan with long-range B-29 bombers • Saipan was attacked on 15 June 1944 and captured by mid-August 1944 Background Assault on Tinian "An Amtrac loaded with Marines, churns through the sea bound for beaches of Tinian Island" July 1944. Two tiny landing beaches, White 1 and White 2, were used at Tinian to land two entire divisions. Each beach was slightly less than 200 feet wide! One of 10 “doodlebug” landing ramps built by the Seabees mounted on an Amtrac The SeaBees fashioned these ramps from scrap steel taken out of a Japanese Sugar Mill on Saipan. They allowed Marine Amtracs to scale the 8-foot high cliffs along the White Beach landing zone The Americans employed a deception landing off the coast of Tinian Town, holding Japanese forces there while the main landings occurred at White Beaches on the northwest side of Tinian. The deception force then proceeded north and landed at White Beach. Construction of the World’s Largest Air Bases on Tinian Four 8,500 foot runways were eventually constructed by the SeaBees at North Field on Tinian, in addition to two similar runways constructed at West Feld, a few miles southwest. The four runways at North Field on Tinian comprised the largest single airport in world in mid-summer 1945.

Haulman AIR FORCE HISTORY AND MUSEUMS PROGRAM 1999 Hitting Home The Air Offensive Against Japan The strategic bombardment of Japan during World War II remains one of the most controversial subjects of military history because it involved the first and only use of atomic weapons in war. It also raised the question of whether strategic bombing alone can win wars, a question that dominated U.S. Air Force thinking for a generation. Without question, the strategic bombing of Japan contributed very heavily to the Japanese decision to surrender. The United States and her allies did not have to invade the home islands, an invasion that would have cost many thousands of lives on both sides. This pamphlet traces the development of the bombing of the Japan- ese home islands, from the modest but dramatic Doolittle raid on Tokyo in April 1942, through the effort to bomb from bases in China that were supplied by airlift over the Himalayas, to the huge 500-plane raids from the Marianas in the Pacific. The campaign changed from precision daylight bombing to night incendiary bombing of Japanese cities and ultimately to the use of atomic bombs against Hiroshima and Nagasaki. The story covers the debut of the spectacular B–29 air- craft—in many ways the most awesome weapon of World War II— and its use not only as a bomber but also as a mine-layer. Hitting Home is the sequel to High Road to Tokyo Bay, a pamphlet by the same author that concentrated on Army Air Forces’ tactical op- erations in Asia and the Pacific areas during World War II.

The museum collections at War in the Pacific National Historical Park and American Memorial Park began soon after the parks were authorized and they have grown over the years, especially at WAPA.
