The Board of Trustees (BOT) Operation and Maintenance of Property Policy (VI.F.1.1.3) calls on the Presidents, in collaboration with the Chancellor, to establish procedures to ensure the prudent management of environmental health and safety in compliance with applicable state and federal laws. Those procedures shall include coordination with a Council on Environmental Health and Safety with representation from each component institution. These procedures shall also include, where appropriate, a mechanism for measuring compliance through appropriate means including periodic environmental audits. The Chancellor shall coordinate presentation to the Audit Committee of an annual report describing the state of the University System's environmental health and safety efforts at each institution, including the findings of any environmental audit conducted during the reporting period. The COVID-19 pandemic presented new and unexpected challenges for EHS programs at each member institution. While the pandemic may have limited our ability to perform some aspects of routine safety programs, we have adapted to support our campus needs. The pandemic response highlighted our strengths in communicating essential safety information to our campus communities and the collaborative nature of the EHS Council to solve common problems. The Council prepared this Annual Report following the elements and objectives stated in the USY Administrative Board Operation and Maintenance of Property Policy (VI.F.3.3.3). The Annual Report contains a summary of compliance status for each component institution, individual campus environmental health and safety reports, and a comparison of institution specific compliance progress spreadsheets for 2019 and 2020. Sincerely, AndyAndy Glode, Glode Interim Director and Chair USNH Council on Environmental Health and Safety Cc: Peter Conklin, GSC Ralph Stuart, KSC Katie Caron, PSU David DeLuca, USNH Lorna Jacobsen, USNH Ashish Jain, USNH Executive Summary University System of New Hampshire Annual Report 2020 This report details USNH Environmental Health and Safety (EH&S) program activities for 2020 and presents operational data that represents environmental management efforts conducted by USNH EH&S Offices and other University collaborators. The consistent theme for 2020 was the extraordinary efforts by EHS staff across component institutions in assisting their systems with response to the global pandemic COVID-19. EHS staff across program areas were tapped for their knowledge and expertise to not only keep programs running, but to provide guidance on new ways to do business and research safely. Activities are described by the disciplinary groups responsible for the respective EH&S functions at each institution and reflect individual management system plans (goals and objectives) of the campuses. All EH&S activities that monitor and otherwise influence operations that present potential environmental impacts are described together. Although described in more detail elsewhere in the report, certain accomplishments credited to this year must be highlighted in order to understand the very scope and long-term value of the Environmental Health and Safety program at each campus. Each of the accomplishments listed below is the culmination of persistent efforts of professional USNH EH&S staff and all involve extensive collaborations with other USNH departments and support programs. Granite State College Environmental Health and Safety (EHS) planning at Granite State College (GSC) in 2020 was focused on responding to the COVID-19 pandemic. On March 18, 2020, GSC went remote with both administrative staff, faculty, and academic programming. Pandemic mitigation planning was instituted for the essential staff that still had to access GSC Facilities. A bi-weekly COVID-19 status update was presented to the College with important information on health and safety guidance from public health professionals. Routine safety work like ergonomic evaluations had to be adapted to remote/distance modalities. In addition, EHS continued to support routine workplace health and safety issues including ergonometric evaluations, personal safety/security audits, safe staffing protocols, and code of conduct response. GSC has a very small EHS footprint: there are no laboratories, no storage tanks, no dangerous occupational duties, no residential programs, etc. 1 Keene State College 2020 was an unusual year for the academic community surrounding Environmental Health and Safety issues. Addressing the risks of the COVID pandemic in legacy facilities presented many unusual challenges for the entire campus management system. KSC EHS office played a supporting role in addressing the technical questions that arose in the campus planning work, particularly about personal protective equipment and ventilation on campus. In doing this work, the office partnered with facility and academic offices across campus while monitoring national technical discussions about the pandemic to address COVID concerns that arose. In 2020, the effort associated with addressing COVID concerns did impact the office’s ability to maintain its ongoing EHS oversight on campus. As a result of concerns about regulatory compliance, EHS hired a third-party consultant to provide a review of KSC’s compliance status. Over the course of 2021 the EHS Office will work to address program gaps identified by Powers Engineering. The EHS Office continues to contribute to Keene State’s academic mission by direct involvement with student education. In 2020 and 2021, six student interns have been employed in the office to address COVID operational needs as well as on going compliance activities. In the spring of 2020, the EHS manager taught an undergraduate course in the safety program. Teaching these courses is an important opportunity to identify future interns; four of our six 2020 interns have been recruited in this way. Plymouth State University The impact of the Covid-19 pandemic has been worldwide with organizations of all types faced with finding both different and creative ways to operate with little to no time for preparation. 2020 was no different for higher education and Plymouth State University as it found itself amidst the global health crisis having to rethink what was previously considered normal and develop mitigation strategies, public health policies and operational procedures to navigate the unprecedented health challenges presenting to the campus as a result of the pandemic. The Office of Environmental Health and Safety led by Director, Katie Caron, played an instrumental role in the University’s response to the pandemic and its ongoing planning, monitoring and adaptation of measures to ensure the safety of the campus. Appointed by Tracy Claybaugh, Vice President of Finance and Administration, the Office of Environmental Health and Safety co-lead an interdisciplinary rapid response team of professional staff and faculty from across the University and worked collaboratively to develop comprehensive contact tracing and testing infrastructure processes and protocols for the Plymouth State University campus. To ensure that all processes and protocols 2 aligned with best practices, the EHS Office coordinated its efforts and drew upon the collective expertise of organizations well versed in public health, emergency preparedness, epidemiology as well as hospital, research, government and state agencies and worked closely with its peer institutions across the University System of New Hampshire. In collaboration with Plymouth State University’s President, Dr. Donald Birx, Vice President for Communications, Enrollment & Student Life, Marlin Collingwood and Director of Public Safety and Emergency Management, Chief Steven Temperino, PSU’s EHS office played an instrumental role in the development of an action plan for the initial campus community pandemic response Spring 2020. In addition, representing Plymouth State University as a member of the University System of New Hampshire’s Coordinating Council, a system-wide Covid-19 coordination group, the Coordinating Council worked diligently throughout the spring and summer to prepare and present the Fall 2020 re- opening plans to each component institution within the University System as well as to the Board of Trustees. As our nation continues its efforts to navigate the unprecedented global pandemic, Plymouth State University’s Environmental Health and Safety office will continue to act as a resource for campus pandemic related questions and provide guidance on response protocols to mitigate and help manage risk to the health, safety and well-being of our campus and surrounding community. Pandemic related guidelines and protocols followed by the campus continue to be produced using an iterative, collaborative, and dynamic process.
