The Ministry of Environment, Forest and Climate Change amended Principal Notification vide 141 (E) dated 15th January 2016 and included Minor Minerals from 0 Ha to 50 Ha in the Principal Notification S.O. 1533 (E) dated 14.09.2006. Central Government made further amendments to the notification vide S.O. 2269 (E) dated 01.07.2016. In obedience all relevant notifications to the principal Notification dated 14th September 2006, application for the excavation of sand ghat from proposed sand ghat is being submitted to DEIAA, Nagpur. Though any development activity like industry or minor mineral excavation may cause temporary damage to land, forest and induce changes in the quality of air, water, flora and fauna of the area, it has favorable effect of industrialization on social development and progress of the nation.

This will help formulate the correct responses towards environment protection and will provide a logical decision-making structure for responses to planners, policy makers and citizens. Each year, CSIR-NEERI carries out evaluation of different aspects of the environment of the city and formulates recommendations that can be used for improvement. Quality of life is linked with the environment, making this document very essential in planning development of the city. Listed below are the highlights of this year’s study; 1. Climate Change Local climatic factors that would influence Nagpur's exposure to climate change impacts have been studied, viz., (a) Temperature, and (b) Precipitation. Climate change impact of each risk factor on agricultural production, regional groundwater level, and energy use has been analyzed The number of extreme heat events per year is on the rise with 85% of the years (2000-2019) showing an above-average anomaly The annual rainfall pattern over Nagpur city has not changed significantly over the last 50 years. However, seasonal distribution of rainfall demonstrates significant pattern changes that could have a negative impact on agriculture 2. Water Environment The city experienced water scarcity from March to July 2019 96 -97% samples from Orange City Water Works were fit for drinking as per the criteria of Indian Drinking water standards (IS-10500-2012).

    Understanding underdevelopment: Characterizing Regional development in Vidarbha With special focus on water use SJ Phaosalkar· Abstract: Vidarbha comprises of the eleven districts at the Eastern end ofMaharashtra state. The region is underdeveloped in absolute and relative sense. This has often led to a strongly held perception of deliberate state neglect in the minds ofpeople in Vidarbha. All attempt is made here to look at relative development of talukas within Vidarbha. We find that there is significant variation in per capita incomes across talukas in Vidarbha. This variation is associated with the differences in the nature and composition of t~e talukas, the crop mix obtaining in the talulm and most importantly on the extent of grollnd water use. Surface water use seems to have less influence on the income variations. While abundant unused ground water potential exists in some of the most backward talukas, their exploitation seems to be discouraged by a combination of both supply and demand factors. On ·the supply side, it is possible to argue that ground water exploitation is both uncertain and expensive. On the demand side, the associated factors are a weak demand for irrigation caused by a dominance of cotton cultivation that has been sustained all these years by artificial props ofthe monopoly cotton scheme, absence of understanding or skills for cultivation of alternate crops and possibly also a weak drive among the people. 10 Vnderstanding underdevelopment: Characterizing Regional development in Vidarbha With special focus on water use 1.
