United Nations, NewYork 10017 UNITED NATIONS .0 CENTRE AGAINST APARTHEID INTRODUCTION The first Register of entertainers, actors and others who have performed in apartheid South Africa since 1981 was issued in October 1983 at the request of the United Nations Special Committee against Apartheid, as part of the cultural boycott against South Africa mandated by a number of General Assembly resolutions. In December 1984 and February 1986, the second and third Registers appeared, with consolidated lists of such performers. Both Registers also contained lists of those persons whose names had been deleted from the Register after they had pledged not to engage in further cultural contacts with South Africa as long as the apartheid system prevailed. Since the first Register appeared, Governments, intergovernmental and non- governmental organizations and individuals, including performers, have expressed their appreciation for the initiative, which has aided them in their efforts to enforce a cultural boycott of South Africa. Many of the artists whose names were in the Register subsequently stated their abhorrence of apartheid, pledged not to perform in South Africa while apartheid is in existence, and asked to have their names deleted. As monitoring of cultural collaboration has improved and the Register also has become more complete and better known, artists have become increasingly unwilling to suffer the adverse publicity of appearing on the Register. Also, as the situation in South Africa has continued to deteriorate under the state of emergency reimposed in June 1986, it has become less and less acceptable for artists and others to collaborate with South Africa. Nevertheless, many artists, predominantly from some Western States, continue to perform in South Africa. Therefore, despite considerable progress made by the international community in enforcing the cultural boycott, much remains to be done to persuade artists not to collaborate with South Africa. At its forty-first session, the General Assembly, by resolution 41/35 H of 10 November 1986 entitled "Concerted international action for the elimination of apartheid", renewed its call for a cultural boycott and appealed to "all Governments and organizations to take appropriate action for the cessation of all academic, cultural, scientific and sport relations that would support the apartheid r4gime of South Africa, as well as relations with individuals, institutions and other bodies endorsing or based on apartheid". In support of this appeal, and in accordance with other relevant resolutions of the General Assembly, the Special Committee is now publishing this fourth Register of entertainers, actors and others who have collaborated with South Africa, in the hope that, particularly in the light of the grave situation in that country, artists will, by refraining from offering their talents to aid the regime, join the international community in its efforts to put an end to apartheid. The Special Committee wishes to appeal to all those whose names are included in the first part of the Register to end their cultural ties with South Africa and to send a pledge that they will not perform in South Africa until the apartheid system has been eliminated, so that their names can be -ii removed from the Register. It also urges Governments, intergovernmental and non-governmental organizations and others to take further action to persuade those concerned to do so. The Special Committee also wishes to express its gratitude to all those who have shown their support for the people of South Africa in the past and at this critical time, and to urge them to continue their efforts to help bring about an end to cultural and all other forms of collaboration with South Africa.
