E NVIRONMENTAL MANAGEMENT AND PERFORMANCE LAND AND WATERBORNE TRANSPORT Hong Kong is one of the most densely populated cities in the world. A safe, efficient, reliable and environmentally friendly transport system is important to the sustainable development of the city. On environmental management, we will continue to press ahead with the following initiatives - ¾ priority for efficient and environmentally friendly transport modes; ¾ reduction in traffic congestion and better inter-modal co-ordination; ¾ greater emphasis on pedestrian facilities; and ¾ application of Information Technology (IT) to transport management. Priority for efficient and environmentally friendly transport modes Railways are environmentally friendly, safe and efficient mass carriers in Hong Kong, carrying about 35% of our public transport passengers. With the commissioning of the Sheung Shui to Lok Ma Chau Spur Line in August 2007, the total length of our railway under operation is about 212 km. The railway network will be further expanded to about 219 km through the addition of the Kowloon Southern Link and Tseung Kwan O South Line in 2009. Railway Development Strategy 2000 has recommended the implementation of a number of new passenger lines, as follows - ¾ Kowloon Southern Link; ¾ West Island Line (WIL); ¾ Shatin to Central Link (SCL); 7 ¾ Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL); ¾ South Island Line (SIL); ¾ Northern Link (NOL); and ¾ North Hong Kong Island Line (NIL). The MTR Corporation Limited (MTRCL) is working on the detailed design of WIL and the construction works for this railway project is expected to commence in the coming year. The MRTCL is also carrying out the preliminary planning and design of four other railway projects, namely SCL, XRL, SIL and the extension of the existing Kwun Tong Line to Whampoa as Kwun Tong Line Extension.

Public-Private Partnerships Case Study #1 Traffic Demand Risk: The case of Bangkok’s Skytrain (BTS) by Mathieu Verougstraete and Isabelle Enders (March 2014) The following case study examines the issue of traffic demand risk and sheds light on how the problem of inaccurate ridership forecasts can impact a PPP project by using the example of the Bangkok SkyTrain. TRAFFIC DEMAND RISK FIGURE 1 : ACTUAL/FORECAST TRAFFIC Even though literature is rich about theory and practice of traffic forecasting, insufficient attention has been paid to the predicted accuracy of traffic forecasting models and the consequences of occurring errors. Emperical studies suggest however that traffic forecasts in the transport sector are characterized by large errors and considerable optimism bias.1 This statement goes in line with the review conducted on PPP projects financed by the European Investment Bank which states that major issues in road projects BANGKOK BTS: CASE SUMMARY occurred because of traffic performance has been overestimated. CHAPTER 1 INTRODUCTION 1.1 General Overview of Research Object 1.1.1 Light Rail Transit Figure 1.1 LRT Source : www.kabar3.com The Palembang Light Rail Transit (Palembang LRT) is an operational light rail transit system in Palembang, Indonesia which connects Sultan Mahmud Badaruddin II International Airport and Jakabaring Sports City. Starting construction in 2015, the project was built to facilitate the 2018 Asian Games and was completed in mid-2018, just a few months before the event. Costing Rp 10.9 trillion for construction, the system is the first operational light rail transit system in Indonesia, and utilizes trains made by local manufacturer PT.INKA. The system's only line has a total of 13 stations (6 operational). As Palembang was to host the 2018 Asian Games, the project was pushed to be completed before the event began. Groundbreaking for the project occurred on 1 November 2015, with state-owned company Waskita Karya being appointed as the primary contractor following the issuance of Presidential Regulation 116 of 2015 on Acceleration of Railway Train Operation in South Sumatera Province. The contract, which was signed in February 2017, was initially valued at Rp 12.5 trillion. Construction was scheduled for completion in February 2018, with commercial service beginning in May 2018. However, the completion date was moved to June 2018 with operations beginning in July, only one month before the Asian Games. A test run was done on 22 May 2018 and was inaugurated by President Joko Widodo on 15 July 2018. Operations for the LRT started on 1 August, several days before the Jakarta LRT began running, making it the first operational LRT system in the country.

In Malaysia, the problem issues are related to traffic congestion and many user cars on the roadway in daily lives. One alternative mode of using a rail network is commuter, LRT, Monorail, MRT and ETS. Therefore, the Geographic Information System (GIS) technology is then used to map and produce the railway networks history and developments in urban public transportation (UPT). The goal of this research is to identify the heatmap trends of the Klang Valley railway stations which included Kuala Lumpur as urban public transport sectors. It was based on the OSM image layer from the year 1990 to 2019 and studied the growth of railway networks through a polyline pattern analysis.
