Subject Expansion of applicable ports subject to regulations on the sulphur content of fuel oil within Chinese emission control areas starting on 1 January 2018 Technical Information No. TEC-1138 Date 8 December 2017 To whom it may concern As previously informed in ClassNK Technical Information Nos. TEC-1060, TEC-1063, TEC-1068, TEC-1088 and TEC-1130, the Chinese government has implemented regulations limiting the sulphur content of fuel oils used onboard ships to 0.5% m/m. Currently, as shown in the following table, ships only berthing at core port areas within the Pearl River Delta or the Bohai Rim, or at any ports within the Yangtze River Delta are required to use fuel oils whose sulphur content does not exceed 0.5% m/m; however, starting on 1 January 2018, all ships berthing at any ports within the Pearl River Delta, the Bohai Rim or the Yangtze River Delta will be required to use fuel oils whose sulphur content does not exceed 0.5% m/m. Therefore, at the time of bunkering, please make sure that the sulphur content of the fuel oil used onboard ship on and after that date satisfies the new limit value (0.5% m/m). From SLM and PAM viewpoints, we would produce monosyllabic words in SM that included minimal expect Shanghai speakers’ production of Mandarin tones to contrasts among the four Mandarin lexical tones. Since SM differ from those by native Beijing Mandarin speakers given developed from the Beijing dialect, their pronunciations were that SM has four lexical tones (i.e., T1 has high-level pitch, T2 compared to the same Mandarin words produced by four high-rising pitch, T3 low-dipping pitch, and T4 high-falling Beijing female speakers. Regional Mandarin speakers pitch [10]), but the five-tone inventory of the Shanghai dialect successfully produced the four Mandarin lexical tones, but their lacks a dipping tone. Since Tone 3 in SM has a low falling- productions varied from SM. -

Most studies mainly focus on changes of ecological vulnerability concerning the temporal trend, but rarely take arid and semi-arid areas into consideration to explore the spatial heterogeneity of the ecological vulnerability index (EVI) there. In this study, we selected the Ningxia Hui Autonomous Region on the Loess Plateau of China, a typical arid and semi-arid area, as a case to investigate the spatial heterogeneity of the EVI every five years, from 1990 to 2015. Based on remote sensing data, meteorological data, and economic statistical data, this study first evaluated the temporal-spatial change of ecological vulnerability in the study area by Geo-information Tupu. Further, we explored the spatial heterogeneity of the ecological vulnerability using Getis-Ord Gi*. Results show that: (1) the regions with high ecological vulnerability are mainly concentrated in the north of the study area, which has high levels of economic growth, while the regions with low ecological vulnerability are mainly distributed in the relatively poor regions in the south of the study area. -

Human Rights Watch is concerned that China’s support for the war against terrorism will be a pretext for gaining international support—or at least silence—for its own crackdown on ethnic Uighurs in the Xinjiang Uighur Autonomous Region. Beijing has long claimed to be confronted with “religious extremist forces” and “violent terrorists” in Xinjiang, a vast region one-sixth of China’s land area. Xinjiang has a population of 18 million and is home to numerous Turkic-speaking Muslim ethnic groups, of which the Uighurs, numbering eight million, are the largest. (The second largest group is the Kazakhs, with 1.2 million.) The percentage of ethnic Chinese (Han) in the population has grown from 6 percent in 1949 to 40 percent at present, and now numbers some 7.5 million people. Much like Tibetans, the Uighurs in Xinjiang, have struggled for cultural survival in the face of a government- supported influx by Chinese migrants, as well as harsh repression of political dissent and any expression, however lawful or peaceful, of their distinct identity. Some have also resorted to violence in a struggle for independence Chinese authorities have not discriminated between peaceful and violent dissent, however, and their fight against “separatism” and “religious extremism” has been used to justify widespread and systematic human rights violations against Uighurs, including many involved in non-violent political, religious, and cultural activities. -

Mizuho concludes memorandum of understanding for business cooperation with the Suzhou Xiangcheng Economic Development Zone Administrative Committee in China’s Jiangsu province Mizuho Bank, Ltd. (President & CEO: Koji Fujiwara) and our China-based subsidiary, Mizuho Bank (China), Ltd., today signed a memorandum of understanding (MOU) for business cooperation with the Suzhou Xiangcheng Economic Development Zone Administrative Committee in China’s Jiangsu province, for the purpose of promoting investment in the region and developing policy aimed at attracting foreign firms. The Xiangcheng district of Suzhou is centrally located within one of China’s three major economic zones, the Yangtze River Delta. Xiangcheng is often referred to as the “only intersection of the Yangtze River Delta” and this geographically advantageous location makes it a key target for transportation infrastructure development, including a high-speed railway currently being constructed to connect the cities of Nantong, Suzhou, Jiaxing, and Ningbo. The Economic Development Zone was established in 2002 and is a national level development zone. A broad range of industries are concentrated in the zone, including auto parts, precision machinery, and information technology, and further growth is expected going forward. Currently, a China-Japan smart manufacturing innovation industrial park is being established with the aim of creating a hub for smart manufacturing. This industrial park will be designed to attract Japanese companies specializing in advanced technologies in fields such as next-generation information technology, robots, and new materials. Based on this MOU, Mizuho will provide a range of support including providing advice on how to further develop and attract corporations to the Suzhou Xiangcheng Economic Development Zone, and holding investment seminars. -

Byler University of Washington Abstract Spirit Breaking: Uyghur Dispossession, Culture Work and Terror Capitalism in a Chinese Global City Darren T. Byler Chair of the Supervisory Committee: Sasha Su-Ling Welland, Department of Gender, Women, and Sexuality Studies This study argues that Uyghurs, a Turkic-Muslim group in contemporary Northwest China, and the city of Ürümchi have become the object of what the study names “terror capitalism.” This argument is supported by evidence of both the way state-directed economic investment and security infrastructures (pass-book systems, webs of technological surveillance, urban cleansing processes and mass internment camps) have shaped self-representation among Uyghur migrants and Han settlers in the city. It analyzes these human engineering and urban planning projects and the way their effects are contested in new media, film, television, photography and literature. It finds that this form of capitalist production utilizes the discourse of terror to justify state investment in a wide array of policing and social engineering systems that employs millions of state security workers. The project also presents a theoretical model for understanding how Uyghurs use cultural production to both build and refuse the development of this new economic formation and accompanying forms of gendered, ethno-racial violence.
