Estonia’s Divided Border Cities – Co-operation and Conflict Within and beyond the EU Thomas Lundén Boundary Theory Aboundary is a line, usually in space, at which a certain state of affairs is terminated and replaced by another state of affairs. In nature, boundaries mark the separation of different physical states (molecular configurations), e.g. the boundary between water and air at the surface of the sea, between wood and bark in a tree stem, or bark and air in a forest. The boundaries within an organized society are of a different character. Organization means structuration and direction, i.e. individuals and power resources are directed towards a specific, defined goal. This, in turn, requires delimitations of tasks to be done, as well as of the area in which action is to take place. The organization is defined in a competition for hegemony and markets, and with the aid of technology. But this game of definition and authority is, within the limitations prescribed by nature, governed by human beings.

In the present article, the species diversity of farmland birds has been correlated with different landscape indexes. Research areas were located in three counties: Valga county, Jõgeva county and Lääne‐Viru county. For each research area, 10 research squares were randomly chosen (4 counting points were located in each square). In 2002 and 2004 two point counts were carried out in each test square. For gathering landscape data, vector‐shaped Estonian Basic Map was used which was re‐classified according to the ecologic importance on the birds of agricultural landscape. Vector data were rastered and after that landscape indexes were calculated: Patch Density, Edge Density and Shannon’s Landscape Diversity Index. According to all the landscape indexes the most heterogeneous were the landscape squares in Valga county whereas average heterogeneity was found in Jõgeva county and the landscape of Lääne‐Viru county was found to be the most homogenous. It appeared that there is a connection between the diversity of bird fauna of Estonian agricultural landscape and landscape structure (expressed through landscape indexes). In almost all studied cases it appeared that there was a stronger correlation between the landscape indexes calculated for larger area and bird variables. The correlation coefficients were the lowest in counting points with 100‐ meter buffer zone and the highest in 1 km² research squares. The result indicates that a too small area around the counting point may not give adequate information about landscape structure essential for birds.

IDEOLOGY AND TRADITION IN LANDSCAPE CHANGE: A CASE OF THE HELME PARISH, ESTONIA HANNES PALANG, ANU PRINTSMANN, MARGE KONSA & VALTER LANG This paper traces the territorial structures of power in the Helme Parish in south Estonia. Territorial power structures convey abstract ideology upon a landscape: it shows who makes the decision, who owns the land and how it is celebrated, and how far the influence lingers. These structures involve taxation and administration units as well as property etc., which also determine social behaviour, e.g. which villages get along better with each other. Sometimes it seems that long established social ties in landscape can survive new territorial power structures, i.e. that tradition prevails over ideology. We hypothesise that: a) Changes in power structures find their way through the ideology and new regulations to inscribe new layers in material and immaterial culture, e.g. settlement patterns, and ways in which landscapes are understood; b) These changes could happen only if the ideology of change is supported and carried out by all members of society, not only the elite; and c) Different power levels practise diverse territorial strategies. The study demonstrates that the primary power relations are stable in the landscape. Their location has been constant since the Early Iron Age.
