    Guidance on Race Discrimination Based on Hairstyle September 2019 This enforcement guidance clarifies and explains how the New Jersey Division on Civil Rights (DCR) applies the New Jersey Law Against Discrimination (LAD) to discrimination based on hairstyles,1 with a particular focus on hairstyles closely associated with Black people.2 As we explain below, the LAD’s prohibition on discrimination based on race encompasses discrimination that is ostensibly based on hairstyles that are inextricably intertwined with or closely associated with race. That means, for example, that the LAD generally prohibits employers, housing providers and places of public accommodation (including schools) in New Jersey from enforcing grooming or appearance policies that ban, limit, or restrict hairstyles closely associated with Black people, including, but not limited to, twists, braids, cornrows, Afros, locs, Bantu knots, and fades.3 A similar analysis applies to discrimination based on hairstyles that are inextricably intertwined with or closely associated with other protected characteristics, such as hairstyles associated with a particular religion. Background on Anti-Black Racism and Discrimination Based on Hairstyles That Are Inextricably Intertwined with or Closely Associated with Being Black Anti-Black racism, along with implicit and explicit bias against Black people, is an entrenched and pervasive problem both in New Jersey and across the country. In 2017 and 2018, respectively, 52 and 54 percent of reported bias incidents in New Jersey were motivated by the victim’s race, ethnicity, or national origin. The oldest mention of hair in Judaism is that in the story of Samson, whose long, never-been- cut locks are the secret source of his strength. One night, Delilah, Samson’s illicit lover, shaves his head in his sleep. He weakens immediately, and is sent to work in a prison with his eyes gouged out. Parts of the Torah imply that a woman’s hair would not be cut unless it was a means of degradation or a sign of mourning. Many men have told me that they don’t like short hair on women; many women have told me that they would never cut their hair short.     Article Semitic Stereotypes: How Being a Jewish Stereotype, Speaking Jewish English and Being a Negative Character Are Correlated on South Park and Family Guy Matias R. Porsgaard Introduction In audio-visual media like cartoons there are two factors creators can manipulate to create an impression: sound and picture. Both provide information about how the creators envision certain characters and social groups. In comedy it is often easier to resort to stereotypes than creating detailed personalities when inventing new characters, especially if the characters’ primary function is to make an audience laugh. This article will examine how the American comedy cartoons South Park and Family Guy construct and present Jewish characters. I will argue that the ‘negative’ Jewish characters of the shows (Mort Goldman from Family Guy and Kyle Schwartz and Sheila Broflovski from South Park) are portrayed as Jewish stereotypes while the ‘neutral’/‘positive’ Jewish characters (Gerald and Kyle Broflovski from South Park and Max Weinstein from Family Guy) are not. The three stereotypical characters also speak a distinct ‘Jewish English’, which includes using certain phonetic variations typically associated with New York English as well as Yiddish loanwords, and the other characters do not. Based on the analysis presented in this article, I argue that on South Park and Family Guy there is a correlation between being stereotypically Jewish, speaking a non-standard ‘Jewish English’ and being a negative character, and this can have serious consequences for real American Jews. The visual and behavioural Jewish stereotypes in South Park and Family Guy One very powerful method of expression in cartoons is the way that the characters are drawn: what type of clothes they wear, what colours they prefer and how their bodies look.

    HAIR TODAY, GONE TOMORROW: UPSHERIN, ALEF-BET, AND THE CHILDHOOD NAVIGATION OF JEWISH GENDER IDENTITY SYMBOL SETS AMY K. MILLIGAN, PHD But these hairs, all and singular, radiate into four hundred and ten worlds. (Zohar vii:67) In my first semester of my doctoral program, Dr. Simon J. Bronner, my academic idol, agreed to do an independent study course with me on hair. Acutely aware that the great folklorist’s time was valuable, I selected Charles Berg’s The Unconscious Significance of Hair (1951) as our first reading. This seemed fitting, as it was one of the earliest comprehensive hair studies texts. At our first meeting, I sat across from Simon in a nervous sweat. What I hadn’t realized was that the book was largely about the phallic motivations of men who shave their heads. Simon ran his hand over his shaved head, a twinkle in his eye, and said, “Well, where do you want to start?” Years later, Simon remains my most trusted and cherished mentor, and I am lucky to also count him as a friend. As I have established myself as a bodylorist working in hairlore, Simon has been an unwavering voice of support and encouragement, reminding me time and again that if the research isn’t there that I need to write it. As I worked on this essay for this journal commemorating his retirement from teaching—because we all know that it does not mark his retirement from writing—I emailed Simon to ask if, in his encyclopedic memory, he could recall any studies mentioning upsherin (a ritual in which an Orthodox Jewish boy’s hair is cut for the first time at the age of three) that I might be overlooking, as my research was turning up scant results.
