CITRUS BUDWOOD Annual Report 2019-2020 Florida Department of Agriculture and Consumer Services Bureau of Citrus Budwood Registration Ben Rosson, Chief We are now entering the 67th year of the Citrus Budwood Registration Program. And what a year it has been! Who would have thought that the simple things in life like going out to eat and family gatherings would have changed so much? The Budwood program has also changed over the past year with the addition of new employees, shifts in production and adopting department-wide updates in processes and procedures. Throughout the Covid 19 pandemic, we have been steadily working to ensure that we continue to provide uncompromised budwood and services while maintaining a safe, productive working environment for our employees while focusing on remaining the same in quality, controls and distribution. We were fortunate to be able to hire Dennis Connolly to oversee the new Chiefland seed source block on a daily basis to help ensure the success of the project and we harvested the first handful of seeds for the program. We are adding trees to the block as they are produced, and as new information comes in from researchers on promising varieties. Also this year, the first trees were planted in the LaCrosse Foundation backup facility with trees received from Chiefland and new releases from the program. There are currently over 100 trees planted in the facility with room for expansion as necessary. We are continually streamlining the collection and extraction process. We have been able to provide timely results to the industry while still maintaining the cleanup process for the multiple new introductions from within and outside of the State. The Florida program has made thousands of parent tree selections over the years. Our Winter Haven location maintains the Florida Citrus Arboretum which currently showcases over 200 trees including unique and historical varieties. If you haven’t been there lately, please plan a trip to see the updates we have made to the grounds! The Bureau has also been heavily involved in the Indian River Grapefruit Scion/Rootstock trial and with much anticipation it looks like we are coming close to the goal of getting these trees in the ground so that we can gather data and hopefully find a combination that works. While Covid may have changed the way that we interact with the industry, you can rest assured that our commitment and dedication to providing clean material stays the same. 26 Fulltime employees (FTE), 4 OPS positions Bureau of Citrus Budwood Registration Chiefland 4 FTE, 1 OPS Winter Haven 13 FTE, 2 OPS Staff Members LaCrosse 9 FTE, 1 OPS Name Position Title LACROSSE - CITRUS GERMPLASM INTRODUCTION PROGRAM Ben Rosson Bureau Chief Chief of Citrus Budwood Registration – DACS 001347 386-853-6446 Kristen Helseth Biological Administrator III – SES Program Manager 001348 386-853-6447 James Coleman Biological Scientist IV - SES Phase I Lab Manager 001331 386-853-6449 Rinu Kooliyottil Biological Scientist IV Laboratory Testing 001582 386-853-6450 Regina Fairbanks Biological Scientist III CGIP Lab 001922 386-853-6451 Kin-Kwan Lai Biological Scientist IV – SES Phase II Lab Manager 001389 386-853-6452 Dario DiGenova OPS Lab Tech IV Laboratory Testing 913165 352-395-4989 Elizabeth Parrish Agriculture & Consumer Prot Spec Greenhouse Caretaking 001346 352-395-4738 James DeVelario Laboratory Technician IV Greenhouse Caretaking 003772 352-395-4996 Vester Coggins Maintenance Mechanic Phase I & II 001625 386-853-6448 WINTER HAVEN – CITRUS BUDWOOD & CITRUS NURSERY INSPECTION Justin Ezell Operations & Mgmt Consultant Mgr - SES Program Administration Winter Haven 004328 863-298-3042 Karen Ouellette Management Analyst II – SES Source Tree Records 001353 863-298-3045 Randall Dean Environmental Supervisor I - SES Citrus Nursery Inspection Supervisor 004458 863-298-3039 Donald Taylor Environmental Specialist II Citrus Nursery Inspection 004464 863-298-3037 Peter Carbon Environmental Specialist II Citrus Nursery Inspection 000260 352-395-4705 Ashley Nolen Environmental Specialist II Citrus Nursery Inspection 004342 863-201-6095 Johnny Yates Environmental Specialist II Citrus Nursery Inspection 004350 863-298-3037 Craig Landress Environmental Specialist II Citrus Nursery Inspection 004444 863-201-6095 Ana Lebron-Rivera Environmental Specialist II Citrus Nursery Inspection 001435 863-298-3043 Kaleigh Walker Biological Scientist III Parent Tree Cleanup 001252 863-298-3052 Kacie Gmitter OPS Laboratory Technician I Lab Assistant 900395 863-298-3047 Meta Roth Agricultural Technician III Greenhouse Caretaking 001414 863-298-3051 Mercedes Jusino Laboratory Technician II Greenhouse Caretaking 001350 863-298-3051 Joe Hanus Grounds keeping Supervisor II – SES Arboretum Caretaking 001948 863-298-3045 James Bouie OPS Agricultural Technician II Part-time Arboretum Caretaking 901151 863-298-3045 CHIEFLAND – CITRUS BUDWOOD FOUNDATION Marc McCaskill Operations & Mgmt Consultant Mgr - SES Chiefland Foundation Budwood Distribution 004313 352-493-6801 Shelby Sheppard Administrative Secretary Receptionist & Budwood Orders 001352 352-493-6801 George Miller Agriculture & Consumer Protection Specialist Greenhouse Caretaking & Budwood Cutting 001351 352-493-6801 Dennis Connolly Environmental Supervisor I – SES Chiefland Seed Source Block 001342 352-493-6801 Stacy Webster OPS Ag Tech II Chiefland Seed Source Block 914292 352-493-6801 Citrus Budwood Technical Advisory Committee Members Representative Grower Nursery Regulatory Research Peter Chaires Michael Monroe Dr. Susan Halbert Dr. Kim Bowman John Gose Kristen Helseth Dr. Fred Gmitter Nate Jameson Ben Rosson Dr. Mark Hilf *Phillip Rucks Justin Ezell Tommy Thayer *Committee Chairman The Citrus Budwood Technical Advisory Committee provides oversight to the Citrus Nursery Stock Certification Program. The committee last met October 16, 2019. Members voted unanimously to receive and review a list of current Chiefland varieties in order to pare down excessive inventory to address the ongoing shortage of space in the foundation greenhouses. Seven new varieties were approved for introduction into the clean stock program at LaCrosse. Ben Rosson noted that the LaCrosse Greenhouses Phase I and Phase II are being evaluated for approval by the USDA for the process of switching the material housed in these greenhouses in order to be more efficient with the use of available space. 2 Florida Citrus Nursery Participants 37 Florida citrus nurseries and 3 research agencies reported making propagations in the 2019-2020 fiscal year. The data table closed August 12, 2020. Any budwood cutting reports submitted after that date were not recorded. It is imperative to submit budwood cutting reports as soon as propagations have been made in order for the information to be as accurate as possible. USDA Interstate Rule Revision The USDA revised their interstate rule to allow citrus producing states outside of Florida to ship trees to other citrus producing states under federal law. Florida has been getting requests for budwood and tree shipments from other states since that rule came into effect. Currently some states requirements for shipping interstate do not meet the standards of Florida rule which is designed to protect the industry. Texas and California have clean stock programs and have been getting budwood from Florida. The interstate rule gives states authority over that of the federal law. 5030 bud eyes were distributed out of the state in the 2019-2020 Fiscal Year. 3 The 2019-2020 annual report was based on information from 37 registered citrus nurseries. Nursery propagations were obtained from the Citrus Nursery Activity amount budded on the Budwood Cutting Reports, not including research facilities and out of state. There are 59 registered citrus
