California’s Beverly Hills Epitomizes Upscale Travel by Lee Foster Travel in the United States has become decidedly upscale, for some. Observers of travel have watched as this measurable trend developed. For a small, but identifiable segment of travelers, price is no object. What is of concern is the highest quality in accommodations, dining, and experience. This is the traveler whom every destination now seeks to woo. For the majority of travelers, reports on this privileged minority amount to armchair or fantasy travel, an act of vicarious gratification. Nowhere in the U.S. is the phenomenon of upscale travel better expressed than in Beverly Hills , CA . This writer on one occasion immersed himself in this elite travel environment. It is fitting that here the movie industry, the makers of illusion, also finds its home. Beverly Hills passed its 90th birthday in 2004 and headed confidently towards 100. The old gal isn’t allowing herself to show her age, of course, because plenty of cosmetic surgery is ongoing in the hotels, shops, and restaurants. “We see ourselves as an oasis where the traveler can find the highest quality goods, the best hotels and restaurants, and the ultimate in service,” said the Beverly Hills ‘ mayor. LODGINGS: STARTING AT RAFFLES L’ERMITAGE Raffles L’Ermitage Hotel in Beverly Hills may well be the choicest lodging in America . Such objective observers as AAA and Mobil have awarded it their coveted five star/diamond ratings, which are tough to get and rarely coincide in one property. L’Ermitage enjoys plenty of competition in Beverly Hills from the Beverly Hills Hotel, Regent Beverly Wilshire, and Beverly Hilton. -

Monday, August 30, 2021 Clerk of the Board, South Coast AQMD, 21865 Copley Drive Dimond Bar, CA 91765-4178 South Coast Air Quality Management District Governing Board Members: The Sierra Club submits the following 560 digital signatures on the behalf of our members and supporters, urging the South Coast Air Quality Management District to implement a strong Refinery Rule (1109.1). Petition Language: Dear Governing Board Members: We submit this letter in support of Refinery Rule 1109.1, which would bring our region closer to meeting air quality standards to protect public health. Our region continues to have the worst ground-level ozone pollution in the nation. This pollution threatens the health of residents in the region with a range of harms, including asthma, diminished lung function, and premature death. These harms, in turn, cause negative socio- economic impacts, such as increased health care costs, missed workdays, and school absences. Petroleum refineries are a major source of ozone-causing pollution. For decades, refineries have avoided installing available life-saving pollution controls on hundreds of pieces of equipment, such as large boilers and heaters. As a result, refineries have saved millions of dollars. Refinery Rule 1109.1 would require refineries to finally install available controls on equipment that will improve public health and create jobs. We encourage you to adopt a strong Refinery Rule 1109.1 that secures the maximum amount of emissions reductions at petroleum refineries as quickly as possible. Refineries have had five years to install these pollution controls but have delayed making these necessary investments and are currently lobbying to keep delaying indefinitely. -

South Coast AQMD will issue an update if additional information becomes available. Two major local wildfires as well as wildfires in Northern and Central California are affecting air quality in the region. A wildfire named the Bobcat Fire is burning north of Azusa and Monrovia in the Angeles National Forest. As of 6:50 a.m. on Wednesday, the burn area was approximately 44,393 acres with 3% containment. Current information on the Bobcat Fire can be found on the Incident Information System (InciWeb) at https://inciweb.nwcg.gov/incident/7152. A wildfire named the El Dorado Fire is burning in the San Bernardino Mountains near Yucaipa in San Bernardino County. As of 6:51 a.m. on Wednesday, the burn area was reported at 18,092 acres with 60% containment. Current information on the El Dorado Fire can be found on the Incident Information System at: https://inciweb.nwcg.gov/incident/7148/. In addition, smoke from fires in Central California, Northern California, Oregon, and Washington are also being transported south and may impact air quality in the South Coast Air Basin and Coachella Valley. Past and Current Smoke and Ash Impacts Both the Bobcat Fire and the El Dorado fires are producing substantial amounts of smoke on Wednesday morning. -
Facts About the Malibu Lagoon Restoration and Enhancement Plan
FACTS ABOUT THE MALIBU LAGOON RESTORATION AND ENHANCEMENT PLAN The project is not intended to “clean up” the water quality for recreation, but it will have water quality benefits for the aquatic ecosystem. The lagoon is not healthy • The lagoon is listed on the federal 303(d) list of impaired water bodies, due to excess nutrients and low oxygen levels. • Data collected continuously since 2006 show oxygen levels are frequently below 5 mg per liter, a level that causes stress to aquatic organisms. • Excess nutrients and bacteria attach to fine sediments that settle on the bottom of the channels. • The excess sedimentation is due to poor circulation. • The poor circulation is caused by the pinch points of fill that support the pedestrian bridges, and by the unnatural alignment of the channels, perpendicular to the main lagoon channel. The only way to correct the poor circulation is to remove old fill and reconfigure the channels to a more natural pattern. • The three channels will be reconfigured into a single branched channel that angles towards the ocean. • A single branched channel will cause the water to move faster and will help prevent excess sedimentation. This is similar to the Venturi effect, where the velocity of a fluid increases as the cross section of the tube carrying it decreases. The work will occur only in the western channels and the Adamson boat house channel, not in the main body of the lagoon. • The sand berm beach will not be changed. • The surf break will not be impacted. • The location of the breach and the timing of breaches will not change. -

3.5 GEOLOGY/SOILS 3.5.1 INTRODUCTION This section describes the project’s impacts related to geology and soils, including such factors as seismology, soils, topography, and erosion. It also includes an examination of potential hazards associated with potential damage to proposed structures and infrastructure from ground shaking, potential liquefaction hazards and soils and soils stability. Applicable laws, regulations and relevant local planning policies that pertain to geology are also discussed. Structural Setting If the water and post-Miocene sedimentary rocks were removed, the Los Angeles (L.A.) area would have huge relief, most of which was generated in the Plio-Pleistocene (Fig. 1; Wright, 1991). The five km-deep L.A. basin would be isolated from other basins to the SW by a major anticline-ridge, the Palos Verdes Anticlinorium (PVA), parallel to the current NW-SE coastline (Davis et al., 1989; Figures 2, 3). The Palos Verdes Hills have been long recognized as a contractional structure, but of dimensions similar to the peninsula (e.g., Woodring et al., 1946). This prominent topographic feature is instead only the exposed portion of the much larger PVA (Fig 2). Submerged parts of the PVA had previously been interpreted as separate anticlines (Nardin and Henyey, 1978; Legg et al., 2004) related in part to bends in strike-slip faults (Ward and Valensise, 1994), rather than a single complex structure above low-angle (oblique) thrust faults. -

3.7 – HYDROLOGY AND WATER QUALITY 3.7 HYDROLOGY AND WATER QUALITY This section describes the existing setting of the project site and vicinity, identifies associated regulatory requirements, and evaluates potential impacts related to construction and operation of the proposed project. Documents reviewed and incorporated as part of this analysis include the Civil Engineering Initial Study Data (KPFF Consulting Engineers, August 2016, Appendix G), the Sewer Capacity Study (KPFF Consulting Engineers, June 2016, Appendix G), the Geotechnical Engineering Investigation – Proposed Robertson Lane Hotel and Retail Structures, and Subterranean Parking Structure Extension below West Hollywood Park (Geotechnologies Inc, Appendix E). 3.7.1 Environmental Setting Surface Hydrology The City of West Hollywood discharges stormwater via regional underground storm drains into the upper reach of Ballona Creek, a subwatershed of Santa Monica Bay. The Ballona Creek Watershed is approximately 128 square miles in size and is bounded by the Santa Monica Mountains to the north and the Baldwin Hills to the south. The Santa Monica Bay monitoring site for West Hollywood and the other Ballona Creek cities discharging into Santa Monica Bay is at Dockweiler Beach, a site located over 10 miles downstream from the City of West Hollywood. Of the Ballona Creek watershed tributary to this site, 81% is under the jurisdiction of the City of Los Angeles. The other 19% of the watershed area is within the jurisdiction of the cities of Beverly Hills, Culver City, Inglewood, Santa Monica, and West Hollywood; the County of Los Angeles; and Caltrans (City of West Hollywood 2010). Existing stormwater runoff from the project site is conveyed via sheet flow and curb drains to the adjacent streets. -
