JOHN HOEVEN, U.S. SENATOR FROM NORTH DAKOTA The CHAIRMAN. We will call this hearing to order. We are having a vote right now, so members are working their way back and forth. We truly appreciate the Secretary joining us. Thank you for being here, Mr. Secretary. Mr. WILKIE. Yes, sir. The CHAIRMAN. We are going to get rolling, so that you have time to give your testimony and still some time for Q&A from some of the members before you need to depart. Again, I call this oversight and legislative hearing to order. In our first panel, the Committee will receive testimony on Recog- nizing the Sacrifice: Honoring a Nation’s Promise to Native Vet- erans. We will hear from the Honorable Robert Wilkie, Secretary of the U.S. Department of Veterans Affairs. Secretary Wilkie was nominated by President Trump to serve as the tenth Secretary of Veterans Affairs. He was confirmed by the United States Senate on July 23rd, 2018, and sworn in on July 30th, 2018. Secretary Wilkie is the son of an Army artillery commander, and spent his youth at Fort Bragg. Today, he is a Colonel in the United States Air Force Reserve assigned to the Office of the Chief of Staff. Before joining the Air Force, he served in the United States Navy Reserve with the Joint Forces Intelligence Command, Naval Spe- cial Warfare Group Two, and Office of Naval Intelligence. Secretary Wilkie holds an honors degree from Wake Forest University, a Juris Doctor from Loyola University Col- lege of Law in New Orleans, Master of Laws in International and Comparative Law from Georgetown, and a Master’s in Strategic Studies from the United States Army War College. Secretary Wilkie is the first sitting VA Secretary to testify in front of the In- dian Affairs Committee since the Committee became a permanent committee 35 years ago. For that, we are deeply appreciative. We are fortunate to have recently hosted Secretary Wilkie in North Dakota, where he was able to see firsthand the good work of our Fargo VA Healthcare Center, which does an excellent job, just an excellent job. You don’t have to take my word for it; talk to a veteran from North Dakota or Minnesota, and they will tell you the same thing. With that, accompanying Sectary Wilkie is Dr. Richard Stone, Executive in Charge for the Veterans Health Administration. With that, Mr. Secretary, again, thank you for being here and we will turn to your testimony. STATEMENT OF HON. ROBERT L. WILKIE, SECRETARY, VETERANS AFFAIRS, U.S. DEPARTMENT OF VETERANS AFFAIRS; ACCOMPANIED BY: RICHARD STONE, EXECUTIVE IN CHARGE FOR THE VETERANS HEALTH ADMINISTRATION AND DR. KAMERON MATTHEWS, DEPUTY UNDERSECRETARY FOR COMMUNITY CARE Mr. WILKIE. Mr. Chairman, thank you, and thank you for the honor. It means a great deal to me. I also want to thank Senator Moran and Senator McSally. I appreciate the fact that I am the first Secretary of this depart- ment to appear in front of this distinguished Committee. As you know, in our conversations, I spent a great deal of my childhood on the Great Plains, southwestern Oklahoma, amongst the Great Nations of the southern plains. I learned of traditions and sac- rifices. We were taught as young children the proper protocols when we approached the gravesites of Geronimo and the last of the great scouts, I-See-O. I would watch my father command honor details at the graves of both. And in that part of Oklahoma, we are re- minded of the courage of the 45th Infantry Division, the Thunder- birds, comprising 50 tribes up and down the Plains. One of the most decorated units in the history of the United States Army. I made a commitment when I was asked to come to VA that I would reach out, reach out to rural Native America, the two places in our Country that have the highest per capita rate of service of any groups in America. There are 31,000 Native Americans on ac- tive duty and 140,000 are veterans. Per capita, they have the high- est rate of award, of the medal of honor. We believe these cuts will further strain our health care system, which is already stressed by the COVID-19 pandemic, and jeopardize patient access to medically necessary services over the long-term. On December 1, 2020, the Centers for Medicare & Medicaid Services finalized the Medicare Physician Fee Schedule for 2021. The fee schedule includes several positive attributes, including improvements for maternity care and much-needed payment increases for physicians delivering primary and other essential outpatient and office-based care to some of our nation’s most vulnerable patients. These changes should take effect on January 1, 2021, as planned. However, a statutory budget neutrality rule requires that any increases in Medicare payments for these office visits, also known as evaluation and management (E/M) services, must be offset by corresponding decreases. As a result, many practitioners including surgeons, specialists, therapists and others face substantial cuts beginning on January 1, 2021, if Congress does not take action to provide relief. Health care professionals across the spectrum are reeling from the effects of the COVID-19 emergency as they continue to serve patients during this global pandemic. The payment cuts finalized by CMS would pose a threat to providers and their patients under any circumstances, but during a pandemic the impact is even more profound.

    Jim Inhofe The senior United States senator from Oklahoma recounts his life story. Chapter 1 — 1:27 Introduction Announcer: US Representative and Senator from Oklahoma, James Mountain Inhofe, was born in Des Moines, Iowa, on November 17, 1934. He grew up in Tulsa, Oklahoma, where he attended public schools and received a bachelor’s degree from the University of Tulsa. He served in the US Army and worked in aviation, real estate, and insurance for three decades. He was president of Quaker Life Insurance Company before entering politics. As a Republican, James Inhofe was elected to the Oklahoma House of Representatives in 1966, and became a state senator in 1968. He ran unsuccessfully for governor in 1974, and for the US House of Representatives in 1976. Inhofe was a three-term mayor of Tulsa from 1978 to 1984. In 1986, running again for the US House from the First District, he was elected and reelected three more times. In 1994, when Senator David Boren resigned to become President of the University of Oklahoma, Inhofe ran for Boren’s seat in a special election and won. Enclosed is the application for nomination form for you to complete and return to my office. Before completing your application, I encourage you to verify your correct congressional district. This can be done online at house.gov. In addition to the written application, interviews with the Nomination Board will be held in November. Completed application packets must be received in my district office by Friday, October 16, 2020 in order for you to be considered for nomination. To be competitive for the academies, you should have at least four years of English and mathematics, two years of a foreign language, two years of laboratory science, and a year of history. You should also be an active participant in extracurricular activities such as sports or Scouts. If you have not already done so, you should immediately contact the admissions office of the academies you wish to attend. This will enable them to provide you with a Prospective Candidate Questionnaire and open a pre-admission file. While applying to all four academies may improve your chances of receiving an academy nomination, careful consideration should be given to your choice of an academy. You may change your designation at any time prior to the interview portion of the application process. It takes a special kind of person to dedicate their college years and beyond to serving and protecting our nation.     Oklahoma’s Elected Officials The Oklahoma State Senate There are 48 members in the Oklahoma State Senate. By law, the Lieutenant Governor is president of the Senate, but the role is limited to presiding over special sessions and casting the deciding vote in case of a tie. The law also provides that the Senate will elect a President Pro Tempore, while the House of Representatives elects a Speaker of the House. State senators serve staggered four-year terms. Senators in odd-numbered districts were elected in 2012. Those in even-numbered districts will be elected in 2014. Legislators are paid $38,400 annually, along with certain necessary expenses. The President Pro Tempore of the State Senate and the Speaker of the House of Representatives are paid an additional $17,932 annually, and the majority floor leaders and the minority floor leaders of each House are paid an additional $12,364 per year. The Senate occupies the third, fourth and fifth floors on the east side of the rotunda in the state Capitol. Joint sessions are held in the House Chambers. The Senate Chambers are located on the fourth floor, with the visitors' gallery on the fifth floor. President Pro Tempore Senator Brian Bingman District 12 Bingman was born on December 9, 1953, in Tulsa, OK. He received a BBA in Petroleum Land Management from the University of Oklahoma in 1976. He and his wife Paula, have three children, Annie, Blake and Rebecca. He is currently employed by Uplands Resources Inc. in Tulsa as Vice-President of Land and Operations. Bingman served as Mayor of Sapulpa from 1992 -2004 and served in the House of Representatives for District 30 from 2004-2006.
