1. SUMMARY

1.1 The report details an update on the review of the Management Plan for the Saltaire World Heritage Site following the meetings of the Regeneration and Economy Overview and Scrutiny Committee held on Thursday 29th November 2012 and 2 nd May 2013 respectively.

1.2 The Management Plan Review Project has begun to draft an up-to-date Plan that balances the objectives of the World Heritage Convention with those of sustainable economic development including tourism. The Plan Review process includes ongoing public consultations. A Draft Plan is attached at Appendix 1 to provide an overview of what the Plan will cover. 2. BACKGROUND

2.1 This report should be read in conjunction with the Reports of the Assistant Director Planning, Transportation & Highways to the meetings of the Regeneration and Economy Overview & Scrutiny Committee of 29 th November 2012 and 2nd May 2013 and the minutes of those meetings.

2.2 Saltaire was inscribed on the UNESCO World Heritage List in 2001. As the Local Planning Authority, Bradford Council has responsibility for ensuring its protection and conservation through appropriate development plan policies and through the development management process. Bradford Council took the strategic lead in preparing Saltaire’s World Heritage Site nomination in 2000 and produced a Management Plan in partnership with the local community. This provided the strategic framework for the management of the site but the need for review was identified in 2012 (refer to reports and minutes noted above). The new management plan is in preparation in line with previous Overview and Scrutiny Committee resolutions.

2.3 Actions Update

• A range of consultation with stakeholders, local residents, schools and business has been delivered and is ongoing. • The 2000 Management Plan has been reviewed. • Exemplar Plans from other World Heritage Sites in the UK have been analysed. • The above will inform the format and contents of the new Saltaire World Heritage Site Management Plan. A Draft Plan is attached at Appendix 1 to provide an overview of the contents of the new management plan. • The timescales for production of the Draft Management Plan as minuted at the last meeting are able to be maintained and a Draft Gantt Chart is presented at Appendix 2. • The Management Plan continues to be drafted to incorporate public and other consultations. The Draft Gantt Chart at Appendix 2 shows the currently anticipated consultations. The formal consultation stage is currently anticipated to begin in June 2014. 2

3. OTHER CONSIDERATIONS

4. FINANCIAL & RESOURCE APPRAISAL

4.1 The preparation of the management plan is currently funded through the Council’s Landscape, Design and Conservation Team revenue budget, which includes the full time equivalent post of Saltaire World Heritage Site Officer.

4.2 The management plan will provide a framework for future investment from both the Council and other stakeholders and could support bids for capital or revenue in the future where the opportunities arise.

4.3 As the management plan is developed a more comprehensive picture of the likely financial and resource implications will be set out as far a possible including potential sources of funding.

5. LEGAL APPRAISAL

5.1 Government policy on the protection of World Heritage Sites is set out in Circular 07/2009 (refer to background documents detailed at section 12, below).

6. OTHER IMPLICATIONS

6.1 EQUALITY & DIVERSITY

6.1.1 It is anticipated that a full Equalities Impact Assessment will be undertaken as an integral part of the Management Plan Review Project.

6.2 SUSTAINABILITY IMPLICATIONS / GREENHOUSE GAS EMISSIONS IMPACTS

6.2.1 It is intended that these issues will be fully addressed as part of the Environmental Sustainability theme within the new management plan.

8. OPTIONS

8.1 As this report is a progress update in line with previous resolutions, the only option provided is to continue to develop the Management Plan in line with previous Scrutiny Committee resolutions.

Saltaire’s architectural style reflects Victorian philanthropic paternalism and its original design, materials and function continue to thrive and express its universal value. This list will continue to be refined. 1. Stakeholder involvement is critical to the achievement of objectives in the Plan and this was highlighted during all the consultations. Engagement of key land and property owners is a continual process 2. There is a need to make the message and branding of the Site consistent. 3. The story of Saltaire needs to be enriched by improved interpretation facilities and especially a better web presence. 1 4. There is a need to enhance the use of the Site as a learning resource and to extend this to other sectors of education and training to sustain such initiatives 5. Active research should be carried out which extends and improves understanding of the Site and supports its successful management 6. There is a need to transfer learning between World Heritage Sites 7. There is a need to access alternative sources of funding so that responsibility for funding for the Site does not fall disproportionately on the Local Authority 8. There is a need to clarify the relationship between the cultural heritage and economic success and better measure, understand and appreciate the financial and other benefits. 9. There is a need to monitor the Site’s general condition periodically and assess the implementation of the Management Plan 10. There is a need to raise awareness of the relevance and value of the World Heritage status, promote the opportunities and responsibilities the Site provides and to enable property owners to make informed decisions 11. There is an opportunity for greater engagement of the local business community in the Management of the Site 12. There is a need to minimise the threat of potential inappropriate development and to ensure that decisions fully consider the impacts of development proposals and are based on a full understanding of the Site’s Outstanding Universal Value. 13. There is a need to minimise damage to the fabric, authenticity and character of the Site by incremental change 14. There is a need to encourage high quality development schemes in the Site and its setting 15. There is a need to manage the volume of traffic passing through and around the Site, the negative impacts this has on the Site and the extent that this impedes the management of other issues 16. There is a need to manage the amount and location of parking facilities to minimise disruption and damage to the fabric of the site whilst balancing the needs of residents. 17. There is a need to establish mechanisms and processes by which integrated transport systems for the Site can be explored and developed. 18. There is a need for pedestrians to be able to navigate the Site easily, safely and enjoyably. Overarching Themes: These issues generate the need for management objectives (see Part 5 below) and they can be grouped into 6 themes: Theme 1: Protecting and conserving Theme 2: Interpreting and understanding Theme 3: Economic Sustainability Theme 4: Environmental Sustainability Theme 5: The Saltaire Community Theme 6: The Buffer Zone Cross cutting themes: During the consultation process several issues emerged as cross-cutting a number of these themes: Tourism is a key role for Saltaire and an area for further development. It cross-cuts into economic sustainability as the revenues from tourist visits, overnight stays and secondary spend is a major contributor to the economic success of the area. Tourism is also an important factor in any consideration of interpretation and understanding of Saltaire as many actions to improve these aspects are driven by improving our offer to tourists. The need to diversify the tourism offer also involves the theme around environmental sustainability – the balance which is needed between maintaining a high quality residential environment whilst wanting to maximise tourist visits. Tourism infrastructure also impacts within the buffer zone. Transport and traffic management was a separate theme in the first management Plan but consultation feedback suggests that there are some important priorities in this area. These priorities are more logically cross cutting with environmental sustainability, economic sustainability and other themes. Risk preparedness was a separate theme in the first Management Plan but consultation feedback suggests that it is cross cutting all the themes although specific actions for the emergency planning fall within environmental sustainability objectives. Research and Information was a separate theme in the first Management Plan but consultation feedback suggests that it is cross cutting all themes. 2
