Minutes of the virtual Meeting of the Parish Council held on Clerk Monday 9th November 2020

Present: Councillors Mrs A. Hirst (Chairman), Mrs F. Jones, Mrs C. Murphy, Mrs J. Veaney and Mr C. Worsley. Clerk Mrs D. Langston. West County Councillor J. Dennis. 3 Members of the public.

70.20 Apologies for absence were received from Councillor J. Llewellyn-Burke who was attending a MSDC Meeting.

71.20 To receive declarations of interest from Members in respect of any matter on the Agenda. Cllr A. Hirst and Cllr C. Worsley declared an interest in Rampion.

72.20 To approve the Minutes of the Parish Council Meeting held on 14th September 2020. Minutes were agreed by Council and were signed by the Chairman.

73.20 Matters Arising from previous minutes not covered elsewhere on the Agenda: 49.19 Footpath issues 14T. Fence surrounding footpath has fallen down. Clerk has resubmitted the issue to WSCC with relevant photographs. Style at end of Church Lane is a problem. Clerk will report this item to WSCC. 65.20 Government White Paper Consultation. Council raised a vote of thanks to Cllr F. Jones for her work on the submission response.

74.20 To receive a report from the County Councillor J. Dennis updated on the following items: • COVID-19 lockdown restrictions, figures and vaccine progress. • Infection Control Fund. • Hospital Capacity. • Community Hub. • Record Office, Births & Deaths Registration, Libraries, Ceremonies and Household Waste. • Education update. • Applications are now open for West Sussex based businesses to apply for funding for apprenticeship training from West Sussex County Council. • Highways and Footpaths. • Gigabit Broadband Scheme. • Financial Pressures and Service Delivery at WSCC.

75.20 To receive an update on Highways Matters; 17.20 Quiet Lanes project has been on hold. Cllr Dennis is still in discussion with WSCC Highways regarding this matter. 28.1.19 Causeway (Flooding and surface). Cllr Dennis has spoken to Richard Speller regarding this item. Clerk has been advised that the repairs to the missing barriers have now been passed to the WSCC Contractors.

55.19 SID confirmation of location to be both Twineham Lane and Chapel Lane. Clerk is liaising with WSCC Highways regarding the loan of the MSDC SID. 75.1.20 Update on cutting back of vegetation. WSCC Highways have recently written to landowners asking for vegetation to be cut back. Clerk will continue to liaise with Highways Officer regarding this matter. 75.2.20 Employment of person to clear gullies. Council resolved to employ a contractor to clear the gullies throughout the parish. An article will then be included in the next newsletter advising landowners of their riparian responsibilities. Clerk will also contact WSCC Highways to obtain an updated gully clearance schedule. 75.3.20 Wineham Lane entrances. Cllr Murphy confirmed no change to the entrances has taken place.

76.20 Rampion update to include: • Realignment of footpath 8T. Realignment of footpath 8T is primarily a tidying up exercise. Council have no objections to the proposal. • Outstanding matters. Highways repairs to Wineham Lane and some landscaping remain outstanding. • Monies received from Rampion Fund will enable purchase of replacement finger posts and picnic benches for the play area. Clerk will liaise with Cllr Veaney on the purchase of the fingerposts and circulate designs for benches to all councillors. • Proposed works to the play area commenced during the week of 26th October 2020. Cricket Pavilion replacement is progressing. • Rampion 2 project - Cllr Hirst and Cllr N Hanley (Bolney) attended a meeting with Rampion representatives on Friday 6th November 2020. Rampion confirmed they have three potential sites which are: • Near Oakendene Industrial Estate on the A272 • Wineham Lane north of the present sub station • Wineham Lane south of the present substation.

Rampion have confirmed an eleven-acre site situated within 5 kms of the National Grid sub-station on Wineham Lane is required. Consultation on possible sites should commence in Spring 2021. Council resolved to respond to Rampion.

West Sussex County Councillor J. Dennis left the meeting at this point.

77.20 Mid Sussex District Councillor J. Llewellyn-Burke was delayed on a MSDC meeting. Cllr Hirst read out a previously circulated report on the following items: • Support payments of £500 are now available to help those disadvantaged when required to quarantine as a result of Test and Trace. • MSDC is to launch a £300,000 grant support for the local community and businesses • MSDC has pledged to fight Modern Slavery • masterplan is progressing, the next steps being a consultation • Work to bring Full Fibre gigabit connectivity to Mid Sussex is now underway • The council has published their response to the Government’s Planning White Paper

78.20 To resolve the following planning matters: DM/20/3788 Twineham Grange Farm, Bob Lane, Twineham. Reserved Matters Application for the approval of Appearance, Landscaping and Scale, for the erection of 6no. detached dwellings and garaging, following outline application DM/17/1374. Council resolved to submit comments based on the following: • Appearance. • Landscaping. • Scale. • Access and Layout. • Traffic Management Plan requirement. • Light pollution.

DM/20/3952 Trumps, Sunny Acres, Road, Hickstead. Variation of Condition 1 (approved plans) of AP/17/0056 (DM/17/0322) in order to enable amendment to the approved site plan and site location and block plan. Council resolved it has no objections to the proposal.

79.20 To discuss the recently received correspondence from MSLAC. Council resolved to support the motion put forward by T. Steer Chairman of MSALC.

80.20 Financial Matters Council confirmed donations as follows: £ 60.00 Twineham School £100.00 Twineham & Wineham Cricket Club £700.00 ASCAT To confirm payments raised since last meeting: £367.91 WSCC Invoice 8001486511 £ 35.00 ICO Direct Debit
